Discussion of potential expansion of the Historic District ADJOURN: Posted December 27, 2017 Board of Architectural Review Minutes Public Workshop Tuesday December 5th, 2017 Town Hall – Boardroom A Members Present: Staff Present: Jeff Bowers Meredith Detsch Rachel Burton Board Secretary Phil Dixon, Chairman Cecile Cothran David Price, Vice Chairman Beth Huggins Members Absent: John Kwist Also in attendance: Christine Czarnik, Council member Items on the agenda: Discussion of the current Historic District Boundaries and potential areas of expansion Discussion: The meeting opened at 5:00 pm with Phil Dixon starting by describing the original Historic District Boundaries with the railroad tracks being the boundary and wondered if we should look at them again in that area. David Price mentioned that there are several homes along the immediate railroad and near the funeral home along with other locations in the vicinity that the board should take a closer look at. Some other areas mentioned was east of Main street, Magnolia Street and expanding the quadrant near the Post Office as concern over entire blocks being torn down for new structures. Rachel Burton asked about extending out another block to Presidents Circle. Cecile Cothran mentioned the Tea Farm area, echoing Rachel’s thoughts of Presidents Circle. Beth Huggins asked the board members what they considered old and what the age of the homes in that area was. Rachel Burton mentioned that the Historic District was established over thirty years ago and when it was looked at then the homes were much older than what may be considered old as of today. David Price told the board that Miler Country Club’s building has historic significance and could be something the board looks at based on its age and what it represents to the community. David also said that this could be what would trigger a new survey of all the properties since so many of them have been restored. Beth Huggins asked if the Germantown area would be a location they would want to look at. Cecile Cothran spoke on the age of the homes and what she considered old, which would be when Summerville started and during its Hay day, 1920’s back because after that it would be too new. Rachel Burton disagreed with her stating that there are several styles of homes today that could be considered historic, especially the Mid-Century Modern houses. One hundred year old structures may be too restrictive. David Price told the board about how in the district there are homes that were the kit homes sold from Sears that are historic by the era. Discussion of where the kit homes are in the historic district ensued. Public comment was taken and a resident commented that she bought her property outside of the historic district so that no one would tell her how to design or oversee the work she did on it. Suzanne Smith, who spoke made sure she was not in the district or any home owners associations. Phil Dixon commented that the Historic District and the Board of Architectural Review were in place to protect the street scene and help residents and business owners with their projects. David Price also commented that people will want to be in the Historic District. Rachel Burton and Cecile Cothran talked about the North Magnolia area and how it used to be all residential but over the years became commercial. Preserving those homes and giving small businesses the opportunity to continue to locate in that area could be possible, David Price mentioned. He echoed the success of the Biltmore Village and how they turned the small homes from the workers into a thriving business community right outside of the resort. Phil Dixon addressed Ms. Smith’s concerns with the expansion of the Historic District as they want to help you and coming into the historic district would offer some incentives. The current amount we have in the historic district is what we want to preserve and ensure the property values stay in place. Rachel Burton mentioned that we could make the historic district larger or look into just a neighborhood. The board members wanted to drive some of the areas to see if they had historically significant properties and bring ideas back to the next meeting. There was also discussion of the current boundaries to be cleaned up as they were originally established as two hundred feet off the center line and some of the roads right of way is one hundred feet. Many of the properties are cut in half by the current district and the board may need to relook at how it is defined. Staff, Meredith Detsch closed the meeting with the board to do some additional research and will add this to January’s meeting with the opportunity to set and discuss public meetings or workshops where the public can come in and draw on maps areas to look at. The meeting ended at 5:55 pm with a short break before the regularly scheduled meeting of the Board of Architectural Review at 6:00 pm. Board of Architectural Review Minutes Tuesday December 5th, 2017 Town Hall – Boardroom A Members Present: Staff Present: Jeff Bowers Meredith Detsch Rachel Burton Board Secretary Phil Dixon, Chairman Cecile Cothran David Price, Vice Chairman Beth Huggins John Kwist Members Absent: None Also in attendance: Christine Czarnik, Council member Items on the agenda: Chairman Dixon opened the meeting at 6:00 PM and explained all applicants would be heard in submittal order and then asked for consideration of the minutes of the regularly scheduled meeting on November 7 th, 2017 minutes. Rachel Burton made a motion to approve the minutes as submitted and Jeff Bowers provided the second. The motion carried unanimously. Old Business: N/A New Business: 1. 301 S. Magnolia Street- New Gutters on house (R-1): Jeff Cole of 301 South Magnolia Street presented his application to the board. Mr. Cole presented the gutters along the front of the house in half-round design to be more historic in nature. Mr. Cole showed the board pictures of the house and the drainage issues he has been dealing with and explained the concerns of water damage to the foundation is driving the need for gutters. Mr. Cole also presented gutters on the garage with the older ones existing being moved to the rear and new ones along the front of the garage being installed with downspouts. Cecile Cothran asked Mr. Cole about the location of the downspouts and had concern over them as they were shown on the back of the porch per the submitted schematic plan but drawn differently on the pictures. Mr. Cole told her he had looked at all alternatives and rain chains would not be able to hold the large capacity he is experiencing. Rachel Burton asked Mr. Cole if he could move them to the back of the porch so they wouldn’t be so visible and was willing to. Discussion of the options ensued between the members and Mr. Cole. John Kwist mentioned to Mr. Cole that leaf guards were not available for half round gutters and proper cleaning would be necessary on them. Jeff Bowers pointed out to the board that he was more concerned with moving the water away from the house to preserve the foundation and white gutters on a white house should not be very noticeable and the leaf guard should be used. Jeff Bowers made a motion to approve the gutter plan as submitted with the applicant to choose which type. David Price mentioned to the applicant to be careful installing them as they can damage the standing seam roof. Cecile Cothran provided the second to the motion. The motion passed unanimously. 2. 209 East 4th South Street- Build a detached garage (R-1): Michael and Maureen Kokolus presented their application to build a detached garage in their back yard. They are proposing a 16’ by 24’ one door garage with a 16’ clear span of space to allow for storage. Rachel Burton explained to the applicants based on their submittal she couldn’t tell what type of building design they were presenting as the elevations did not match the proposed dormer, it appeared changed. Rachel requested from the applicant to that they needed to scale drawings. David Price wanted to see properly sized windows and how they would sit in the building. John Kwist asked about the storage up top and what the plans were for it. The applicants explained the space would be storage strictly. Rachel Burton asked about the slope of the pitch of the roof and had concerns about the spans, which John Kwist also mentioned. David Price liked the location, the size of the garage but the board needs more accurate drawings and he made the motion to approve it conceptually and for the applicants to come back in January with to scaled drawings of the garage showing more architectural details. Beth Huggins asked about outdoor lighting which the applicants addressed with her. Jeff Bowers seconded the motion. The motion passed unanimously. 3. 201 Central Avenue-Exterior paint change for cottages and shed (R-2): Justin Dungan of 201 Central Avenue presented the application and inspiration photo of the color scheme. Rachel Burton asked Mr. Dungan about the large door on the side of one of the cottages/sheds and what color would that be, maybe not yellow for that door, only the front doors possibly. Mr. Dungan replied he was looking for direction from the board about that. Rachel Burton also asked about the shutters, the inspiration picture did not have shutters but all of the sheds/cottages on his property do. Black shutters would be appropriate with the color scheme was the general consensus from the board. Cecile Cothran told Mr. Dungan that the large door should be painted to match the rest of the siding. She also asked him if they had considered painting all of the cottages to match the house. Mr. Dungan replied the house was a baby blue and they wanted something different. Discussion of the larger door being painted to match the siding continued in addition to trim color around the door on the header would be appropriate. David Price made the motion to approve the request as presented with the shutters being painted black and the larger door to be painted to match the siding. Jeff Bowers made the second with the motion passing unanimously. 4. 127 W. 5th South Street-Roof replacement, metal roof (R-1): The homeowner of 127 West 5th South Street, David Ferguson presented the application to the board. He showed the board a sample of the roof material they would like to put on the house. They are proposing a 24 gage black metal roof to replace the architectural shingles. Rachel Burton made the motion to approve the roof replacement and Cecile Cothran seconded the motion. The motion passed unanimously. 5. 129 Dorchester Avenue- Replace porch roof with metal roofing (PUD): The homeowner of 129 Dorchester Avenue, Jim Walker presented his application to the board of changing the roof material on the front porch. He is proposing a 29 gage metal roof in the tuff rib style only on the front porch. The applicant showed the board a house down the road from him at 111 Dorchester Road that did the same concept. The applicant showed the board members a sample of the metal he would be using on the porch’s roof and explained the rest of the house would be the three tab shingle that was more in line with the period of when the house was built. David Price asked the applicant if there were any issues with the slope of the roof and the applicant said it was a 6/12 slope. Beth Huggins complimented the applicant on the contrast of the roof materials. Jeff Bowers made a motion to approve the application as presented and Rachel Burton seconded it. The motion passed unanimously. 6. Wayfinding Signage for Downtown Summerville-postponed until January meeting 7. 118 W. 3rd South Street-Exterior Entrance cover at rear door entry (R-2): Kent Lesley presented the application to the board on behalf of Bethany United Methodist Church. The church would like to cover a back entry way in the rear. The board complimented the drawings and asked for clarification on the material. Mr. Lesley clarified that the columns would be fiberglass and the siding would be wood. All materials would match the church’s existing color scheme. Cecile made the motion to approve the application as proposed and David Price made the second. The motion passed unanimously. Miscellaneous: 1. UDO Draft and workshop dates: Meredith Detsch presented to the board the draft UDO, the Unified Development Ordinance. Meredith Detsch explained that what she was going to present was just a portion of the UDO, mostly what pertained to the board’s purview. Meredith Detsch went through each section she had pulled and explained the current and proposed new changes. The first major change would be the board would have review for all temporary uses in the historic district, such as festivals and storage containers. The board members felt this was not necessary and staff could review them as they had been. Cell phone towers would remain the same with the addition of the design may mimic a more natural design such as trees if one was to be located in the historic district. Chapter four was presented as the most changes with the design guidelines being put into place on all new or modified structures. Some discussion began with the board about mansard roofs being allowed since there are several in the area and also are periodic in some houses. There were questions about the shutters and how they would be enforced. A question raised was does this chapter eliminate transom windows? They are popular in historic homes, especially over the front doors. There was concern among the board members that this chapter could regulate the design so much that the new or modified houses in the district may be less valuable architecturally and these regulations could take away the aesthetic value. Façade transparency and balcony size regulations were questioned as many of the homes have these elements, and concern was raised that if we eliminate these standards some varied housing stock would be lost. Jeff Bowers asked about affordability with the new design guidelines as the board recently ran into that issue with a submittal a few months ago. They had requested more detail and cost constraints for the house made a lot of details difficult. Discussion on the facades being broken up by the different materials and bases would limit the appearance and it may not be good thing given many styles of historic homes have varied materials. Discussion on faux materials including shutters and windows were mentioned as sometimes homes and other structures need that to look natural. The detail on page 64 with columns was noted as needing more detail. It was mentioned that several of the homes that are the “Summerville feel/look” would 2 not be allowed based on these design guidelines. Building finishes was also noted as limiting the design of several periodic style homes since you can only have three options and Victorian style houses for example would be limited. Porches, windows and cornices also were noted on page 66 that needed more attention or needed to be vaguer to allow for flexibility. Also in 4.6 in the UDO limited the layout of the lot and the false fronts such as “Charleston Style” homes and questions were raised if this chapter would be eliminating those. The color reference on page 71 called for muted colors and the board members asked staff to clarify what the intent was regarding that. The board felt that they needed more discussion on the UDO’s guidelines and standards. Many of the board members asked staff if they could have a joint meeting with the Commercial Design Review Board (CDRB) to talk in more detail on chapter 4, staff would look into that option soon. Meredith Detsch moved on to explaining the changes in Chapter 13 with the option to have major and minor submittals for review. Staff would have purview to review some of the smaller projects such as paint and fences while the board would review larger scale projects such as additions and new structures. The board supported that but felt the list should be finer tuned, possibly the board should look at fences and awnings. It was discussed if moving in this direction that design guidelines specifically for the historic district would be needed to guide staff in the review process. Meredith Detsch moved on with the presentation of the portion of the UDO with the way things are going to be submitted and the notification process would also be changing. The board talked about the different required plans/drawings for submittals and wanted to define scaled drawings and schematic plans. They felt that all submittals should have this and they may need to decide on what would need scaling. Sketches submitted have been a concern for review and to scaled drawing will be needed as the UDO called out for the board members to make an accurate determination on new additions, structures, and houses. Summerville DREAM is working with the Town of Summerville to determine the best locations and secure funding for the project. Once the design is approved then the locations of the signs will be determined. They are looking for conceptual approval of the project. This project meets zoning ordinance requirements.
