Discussion of potential expansion of the Historic District ADJOURN: Posted January 30, 2018 Amended Agenda Posted: February 1, 2018 Board of Architectural Review Minutes Tuesday December 5th, 2017 Town Hall – Boardroom A Members Present: Staff Present: Jeff Bowers Meredith Detsch Rachel Burton Board Secretary Phil Dixon, Chairman David Price, Vice Chairman Members Absent: Beth Huggins Cecile Cothran Items on the agenda: Chairman Dixon opened the meeting at 6:05 PM and explained all applicants would be heard in submittal order and then asked for consideration of the minutes. First set of minutes from the public meeting regarding potential expansion of the Historic District on December 5th 2017 at 5:00 pm. Rachel Burton made the motion to approve them as submitted and Jeff Bowers seconded the minutes. The minutes from the regularly scheduled meeting of December 5th were presented and Rachel Burton made a motion to approve the minutes as submitted and Jeff Bowers seconded the motion. Old Business: 1. Wayfinding Signage for Downtown Summerville- Michael Lisle from DREAM presented the application to the board. Michael started off by explaining that he had come before the board approximately six months ago with this idea and is back with another concept after previous feedback from the board. Michael explained with this project that the signage would point out specific landmarks, attributes, and would help visitors find retail and restaurants. The signage would be two sided with a map on the back for reference in the downtown area and would include a takeaway for visitors to reference specific shops or locations. The handouts could be replaced easier than the sign if a business was to leave or come in. The design echoed the Hutchinson Square renovations and three color pallets were chosen by DREAM to get feedback from the board on which one would be recommended. David Price asked Michael about the finish of the signs and what kind of coating would be on them. Michael explained the coating would be weatherproof and vandalism proof but is not sure at this time as it is a town wide project they are working on with the Town of Summerville. David mentioned the signs should be high contrasting to ensure they don’t fade out. Michael assured him they would be reflective and have contrast. Rachel Burton asked Michael what would be the next steps for them and Michael explained he was looking for conceptual approval of the design and would go back to Town officials before moving forward with the project. David asked Michael what municipalities they had looked at and Michael noted they did look at many throughout the state and neighboring states. Phil Dixon asked whose responsibility would it be to replace the papers with the sign and Michael said DREAM would be. Other discussion ensued about the signs and research for them. Phil Dixon did ask Michael about the signs showing too much detail or not enough and wanted to make sure there is a balance with all of them. Michael asked the board for direction from the board to take to Town officials for finalization of the project. David asked about the proposed height, the signs are to be approximately twelve feet tall and seven feet of clearance for people Michael explained. Jeff Bowers asked if the drawings were to scale and liked the blue color pallet, the first color choice shown. Rachel Burton spoke about the color choices presented, and did not like the green as it was similar to the street signs and would rather see the blue. Rachel made the motion to approve the submittal as conceptual with the color scheme to be the first submitted blue color, David Price seconded the motion. The motion passed unanimously. New Business: 1. 301 S. Magnolia Street- New Fence (R-1) –Jeff Cole, homeowner, presented the application to the board. Mr. Cole explained to the board that this fence would be around the HVAC units to keep them safe and screen them. The privacy fence would match the exiting fencing they have currently in their back yard but instead of using the pressure treated wood, they will be using black PVC to ensure it lasts longer and requires less maintenance. It will be identical to the existing with the pattern and color and should last a long time. Jeff Bowers made a motion to approve the application as presented and Rachel Burton seconded the motion. The motion passed unanimously. 2. 103 South Main Street- New Awning, DREAM Application (B-3) – Mark Deitch presented the application to the board. He explained one of the tenants had previously gotten approval to change out the material of the awning to the black and white strip and he had gone ahead and replaced the other awning with the same material on the other store fronts at 103 South Main Street. Rachel Burton made a motion to approve the changes that had occurred and Jeff Bowers seconded the motion. The motion passed unanimously. 3. 113 Linwood Lane-Re-Roof house, Standing Seam (R-1) - Lee and Leiding Tupper presented the application to the board. They had recently inherited their mother’s house and found the roof was leaking very badly and it needed to be replaced. They decided to go with a black standing seam roof instead of asphalt shingles. They presented a sample of the material they were going with to the board. Rachel Burton made the motion to approve the application as submitted and David Price seconded the motion. The motion passed unanimously. 307 South Hickory street moved to the end since the applicant was not present. 4 . 120 E. Richardson Avenue-Window replacement/color change (B-3) - The applicant presented the proposed changes to the building with the window. They would be replacing all the rotten wood with new Hardi plank siding and same color as it is today. The window at the top needed to be replaced and they were proposing to change it to a white grid window instead of green, what it is now. It will have the same grid pattern but will be white. Rachel Burton asked if the grids would be snap in and the applicant explained they would be in between the window panes. The current windows are inoperable. David Price made the motion to approve the application as presented and Jeff Bowers made the second. The motion passed unanimously. 5. 307 South Hickory Street-Roof Deck (R-1) - Since the applicant could not make the meeting, staff got a narrative of what the proposed changes were and presented the application on his behalf. Mr. Dumas proposed to take down the walls along the second story porch and raise the pitch of the roof up slightly to allow for better water runoff. He has experienced water damage and he felt that removing the walls and giving the roof more of a pitch will help move the water off the porch and prevent new leaks in the roof. He would be installing the same type of railings as the first floor porch which should also allow for water to move through as they are open railings verses a wall. Rachel Burton made the motion to approve the application as submitted and David Price provided the second. The motion passed unanimously. Miscellaneous: Discussion of potential expansion of the historic district-The discussion opened up with Meredith Detsch asking if the members had a chance to go out and look at some of the areas they were interested in. The board members present that evening had not gotten a chance but are planning to now that the holidays are over. Rachel Burton asked if there was a way for the board to take a tour of the town via bus and explore options and Meredith explained if it was a quorum they would need the meeting to be public and would look into what options we have with that. Phil Dixon mentioned he had originally set up a sub-committee to explore this but now that one of the members had resigned, (John Kwist resigned and is no longer on the board as of 12/31/17) they would need to look at that option again. Phil asked if another member would like to work with David and see what areas would be good to look at. Jeff Bowers agreed to it but they would need to wait until the board appointments were made this month by council. As the board moves forward Phil mentioned that more public meetings are needed but Rachel said they would need a proposal before gathering input. Currently the board did not have a proposal and are just starting the process of looking into expanding. David Price mentioned this was a good time to look at expanding as the Unified Development Ordinance was proposed and may identify additional areas or findings. The board felt they wanted to have more determined before bringing the public a decision but would like to keep the item on the agenda as a discussion point moving forward. The meeting adjourned at 6:55pm with Jeff Bowers making the motion to adjourn and David Price making the second. The design will be a carriage style garage (see concept photo) with horizontal cement fiber siding. The pitch of the roof is now an 8/12. The dormer at the top of the garage was revised with windows, see attached; of twin 30” x 24” vinyl fixed casement windows. The other windows on the side of the garage will be twin 30” x 60” vinyl double hung windows and the side door will be a 36” x 80” steel entry door. There will be a 2’ x 3’ louvre style vent at the top of the gable. It will have architectural shingles to match the house, pewter gray color and the carriage style garage door will be a 9’ by 7’. The overall height of the garage will be approximately 17’ to meet the current accessory storage regulations outlined in the Zoning Ordinance. The proposed color of the siding is Gallery Grey and white trim. Since the applicant did not start construction on the home, the Certificate of Appropriateness (COA) expired. They are only valid for six months after the issue date and work must be done to keep the COA valid, similar to our building permits. The original approval is included in the packet and all concerns from original submittal appeared to be addressed in the new submittal. The house materials will be white cement siding 4” corner boards and white trim, black louvered shutters (operable) and black architectural shingles for the roof. Columns are 8” wooden chamfered and all porch pickets to match each other. All windows will be 2over 2 throughout the whole house and aligned with the doors. Brick veneer will skirt the bottom with treated wood lattice or PVC screen. The house plans show the roof to be a 5V metal roof possibly Galvalume or Evergreen by TrueCoat, color to be determined. The chimney is shown as a sand finished stucco material that will be on the front of the house facing the street. There are varied window styles, majority of the windows are 2 over 2 with shutters proposed to be 2 panels wooden/composite possibly in Historic Charleston Green color and will be operable. The vertical lap siding and traditional horizontal siding will be smooth Hardi-plank material, but also to be determined as with the color of it too. The crawl space of the house is shown as having CMU piers sand-finished stucco material, matching the chimney, and lattice between the piers. The detached garage at the rear of the lot is shown to be constructed out of similar materials as the house and is a two car garage, with an attached carport area and a sleeping area with a bathroom and porch per plans. Corbels are shown on the garage otherwise the design mimics the house. The garage doors will be a fiberglass material and are barn style. The applicant is seeking preliminary approval and will return with a final color selection. STAFF REPORT BAR Meeting February 6th, 2017 To: Town of Summerville BAR From: Meredith Detsch, Planner II Date: January 30th, 2018 Please see the attached packet regarding the 2018 Historic Preservation awards presented by the South Carolina Department of Archives and History, Preservation South Carolina, and the Office of the Governor. Please see there are different award criteria and several categories to choose from. Nominations can be for the following: Honor Award which celebrates successful and exemplary historic preservation projects. The Stewardship Award which recognizes those who are continuing the ongoing preservation of historic buildings, structures, sites etc. The Preservation Service Award recognizes projects and activities that contribute to advancing the historic preservation. Projects can be anything from research to public policy initiatives. The Heritage Tourism Award recognizes those who best use SC’s cultural and historic resources in promotion of tourism etc. The Elected Official Honor Award is for an individual elected official who has demonstrated dedication to the preservation of SC’s historic structures, sites, buildings, etc. The Governor’s Award is recognizing of an individual’s significant achievements to support historic preservation in SC. Please look through the attached document for more information and see if this is something the BAR would like to be involved with and please note the deadline to do so is on March 2, 2018.
