I. APPROVAL OF MINUTES: 1. Approval of minutes from meeting on May 21, 2018. II. PUBLIC HEARINGS: (public hearing signs for UDO posted on beginning on 05.16.18 with notice in Post & Courier on 05.13.18 and Summerville Journal Scene on 05.16.18 and signs for all other properties beginning on 06.01.18 with notice in Post & Courier on 06.03.18) 1. Unified Development Ordinance (UDO) proposed to repeal and replace in its entirety Town Code, Chapter 32, Zoning; Chapter 22, Stormwater Management; Chapter 20, Article II, Planning Commission and Article III, Development Standards, Section 20-71, Roads; and Chapter 6, Article III, Flood Damage Prevention. 2. Petition by Thomas A. Limehouse to annex Dorchester County TMS# 129-06-13-005 (approximately 0.23 acres) located on Renau Boulevard, currently zoned R-1(M) Single-Family Residential Manufactured Housing in Dorchester County and will be zoned PUD Planned Development District upon annexation into the Town of Summerville’s municipal limits and the existing PUD for Pine Forest Country Club shall be amended to include this parcel for use as detached single family. ADJOURNMENT: ____________________________________ Chairman or Vice Chairman Posted June 11, 2018 The Town of Summerville Planning Commission Meeting Minutes May 21, 2018 This meeting of the Town of Summerville Planning Commission was attended by Commission Members, Jim Reaves, Chairman; Charlie Cuzzell; Will Rogan; Margie Pizarro; and Sarah Bares. Staff in attendance included Jessi Shuler, AICP, Director of Planning and Meredith Detsch, Town Planner. Jim Reaves, Chairman, called the meeting to order at 4:00 PM. Approval of Minutes: The Chairman called for a motion for the approval of the minutes from the meeting on April 16, 2018. Mr. Cuzzell made a motion to approve the minutes as presented with Ms. Pizarro making the second. Following no discussion the motion carried. Public Hearings: The first public hearing opened at 4:00 PM and was for the a petition by Bryan Thomas and Madelin Miriam Schwitzke to annex Dorchester County TMS# 144-16-02-003 (approximately 0.70 acres) located at 104 King Charles Circle, currently zoned R-1 Single-Family Residential in Dorchester County and will be zoned R-2 Single-Family Residential upon annexation into the Town of Summerville’s municipal limits. Mr. Reaves introduced the request. Hearing no public comment this public hearing was closed at 4:00 PM. Old Business There were no items under Old Business. New Business: The first item under New Business was New Street Names (as applicable). Ms. Shuler stated that staff did not have any names for approval at this time, but she did mention that a name change to Holiday Drive may be coming before them in the near future. The second and final item under New Business was the petition by Bryan Thomas and Madelin Miriam Schwitzke to annex Dorchester County TMS# 144-16-02-003 (approximately 0.70 acres) located at 104 King Charles Circle, currently zoned R-1 Single-Family Residential in Dorchester County and will be zoned R-2 Single-Family Residential upon annexation into the Town of Summerville’s municipal limits. Dr. Bares made a motion to recommend annexation to Town Council, and Mr. Rogan made the second. The motion passed unanimously. Miscellaneous: Ms. Shuler provided a brief update on the timeline for the UDO. She reminded the Commission members that the public hearing would be held on June 18, 2018 at 5:30 PM in Town Council Chambers as a part of their regularly scheduled meeting. Ms. Shuler also informed them that the revised draft and a searchable proposed zoning map were both available on the Town's website. Following a brief discussion about giving the public greater access to a physical copy of the draft, Ms. Shuler stated that a copy would be available in the Planning Department office for viewing during normal business hours. Ms. Shuler also reminded the members about the scheduled training on FOIA and Robert’s Rules on next Wednesday, May 30, 2018 at either 10:00 AM or 4:00 PM in Town Council Chambers. Adjourn With no further business for the Commission, Mr. Cuzzell made a motion to adjourn with Ms. Pizarro making the second, and Mr. Reaves adjourned the meeting at 4:07 PM. Respectfully Submitted, Jessi Shuler, AICP Date: __________________________ Director of Planning Approved: _________________________________________________ Jim Reaves, Chairman or Elaine Segelken, Vice Chairman UNIFIED DEVELOPMENT ORDINANCE (UDO) & ANNEXATION REQUESTS STAFF REPORT PLANNING COMMISSION June 18, 2018 Location: Town-wide Description: Replace Town Code, Chapter 32, Zoning; Chapter 22, Stormwater Management; Chapter 20, Article II, Planning Commission and Article III, Development Standards, Section 20-71, Roads; and Chapter 6, Article III, Flood Damage Prevention with UDO. A number of revisions were made to the original full draft of the UDO to clarify and address concerns that were raised during the public input process. Staff realizes that there may still be issues or concerns that need to be addressed; however, the Planning Commission has spent almost three years working on the document. Staff recommends that the Planning Commission forward the document on to the Town Council with a recommendation of approval with the condition of addressing any outstanding major concerns. Town Council can then table the UDO, if they so desire, to give time for concerns to be discussed and addressed in further detail. TMS#: 129-06-13-005 Location: Renau Boulevard Description: one lot totaling approximately 0.23 acres (formerly unimproved right-of-way for Theresa Drive) Request: Annexation and zoning to PUD and PUD amendment of Pine Forest Country Club to include this additional property The property owner, Tom Limehouse, is requesting for the above referenced parcel to be annexed and incorporated into the existing Pine Forest Country Club (PFCC) PUD. Mr. Limehouse owns the adjacent lot, which is already in the Town limits and PFCC. The plan is for these two properties to be combined, and then subdivided into four single-family residential lots. This property is included in the Town’s ‘Medium Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map, which calls for four to six dwelling units per acre. Based on this information, both the proposed annexation and zoning classification appear to be in conformance with the Town’s Comprehensive Plan & Update 2009-2011. TMS#: 136-12-03-016, 017, and 018 Location: 104, 106, and 108 Pinewood Drive Description: three lots of approximately 0.39, 0.46, and 0.45 acres Request: Annexation and zoning to R-2 The property owner, Homebuyers SC, LLC, is requesting for the above referenced parcels to be annexed and zoned R-2 Single-family Residential. There is an existing home on each property; however, the owners are requesting to connect to sewer and must petition for annexation in order to be granted sewer service from SCPW as the properties are adjacent to the current Town limits. These properties are included in the Town’s ‘Medium Residential Neighborhood’ area as identified within the Town’s 2009-2011 Comprehensive Plan and Update as well as on the accompanying Future Land Use Map, which calls for four to six dwelling units per acre. Based on this information, both the proposed annexation and zoning classification appear to be in conformance with the Town’s Comprehensive Plan & Update 2009-2011.
