The Town of Summerville Planning Commission Meeting
Minutes
September 16, 2024
This meeting of the Town of Summerville Planning Commission was held in Town Council Chambers and
was attended by Commission Members, Jim Reaves, Chairman; Kevin Carroll; Charlie Stoudenmire; Tom
Hart; Elaine Segelken; and Jill Weatherford. Jim Bailey was unable to attend. Staff in attendance included
Jessi Shuler, AICP, Director of Planning. The public was invited to attend in person, or they viewed the
meeting via live-stream.
Jim Reaves, Chairman, called the meeting to order at 4:00 PM.
Approval of Minutes:
The Chairman asked if there were any edits or additions to the minutes from the meeting on August 19,
2024. Hearing none the minutes were accepted as presented.
Public Hearings:
The first public hearing opened at 4:00 PM and was for the proposed amendments to the Summerville
Unified Development Ordinance (UDO), Chapter 13, Sections 13.3.4 and 13.3.6. Ms. Shuler briefly
explained that the proposed amendments were requested by Town Council. In Section 13.3.4, The TPB is
the only planning board that does not have seven members, so the number is being increased from 5 to 7
to allow each Councilmember and the Mayor to have an appointment to that board. In Section 13.3.6, the
change is being made so that a minimum of 5 of the 7 members reside within the Historic District
(currently three at-large residents of the Historic District are required). Since these four seats have other
specific qualifications, a caveat was added to allow less than five if no one can be found that meets both
the residency requirement and the other requirement as long as it is a unanimous vote of Council.

Hearing no public comment, this public hearing was closed at 4:04 PM.
Old Business
There were no items under Old Business.
New Business:
The first item under New Business was New Street Names. Ms. Shuler stated that they had street names
in two different developments. In the Sheep Island development, the following names were proposed:
Shepards Harbor Rd., Shepards Path, Island Pasture Blvd., Lambs Bluff Rd., Flock St., Shepards Rest
Ln., Island Graze Rd., Ram Ridge Rd., Shepards Isle Rd., Sheep Haven Dr., Delbare Rd., Highfield Rd.
Four street names are needed. Ms. Segelken made a motion to approve all the street names except the
ones with the word Shepards, and Ms. Weatherford made the second. The motion passed unanimously.
Ms. Shuler stated that the second set of names is for the AMH development on the Salisbury tract, and
two names are needed, but three were provided. Ms. Segelken made a motion to approve Coltrane and
Scruggs, and Ms. Weatherford made the second. The motion passed unanimously.
The second item under New Business was the proposed amendments to the Summerville Unified
Development Ordinance (UDO), Chapter 13, Sections 13.3.4 and 13.3.6. Mr. Carroll made a motion to
recommend approval to full Council, and Ms. Segelken made the second. The motion passed
unanimously.
Miscellaneous:
Ms. Shuler let the Commission members know that staff would keep sending out training opportunities as
they become available.
Adjourn
With no further business for the Commission, Ms. Weatherford made a motion to adjourn with Mr. Carroll
making the second. The motion carried and the meeting was adjourned at 4:09 PM.

Description: two lots, approximately one acre
Request: Rezoning to N-R from GR-5
The applicant is requesting the above referenced parcels be rezoned from the current zoning of GR-5
to N-R. The following reasoning is stated on the application:
The rezoning request will allow for a variety of housing types(townhouse). Neighborhood Residential
restricts commercial uses and is in line with the comprehensive plan. The rezoning request will help
provide a transition from the commercial use (auto body shop) at the intersection of HWY 78 and Iris
Street. The proposed development will front Iris Street to help buffer the existing residential
community while also promoting walkability and connectivity.
This property is included in the Town’s ‘Mixed Residential’ area as identified within the
Summerville: Our Town, Our Future Comprehensive Plan as well as on the accompanying Future
Land Use Map, which includes “both detached and attached single-family properties to allow for
flexible and denser development in proximity to the Town’s major roadways such as…Highway 78.
Attached residences can include townhouse or duplex residential properties. This use has a density of
5-12 units per acre.”
These properties are currently vacant, and the applicant is proposing to build townhomes on the
properties. The applicant’s previous rezoning request in May of this year for N-MX zoning was
denied by Council. The Housing & Neighborhoods Element of the Comp Plan does state that infill
areas should be targeted first for new growth to minimize the need for significant capital
improvements in greenfield areas, and this is an area identified for priority infill. In addition, the
property across Iris Street is zoned N-MX, as is the property just to the south, but all the other
properties on Wylie Street are zoned GR-5.
The proposed townhomes are in line with the Town’s Comprehensive Plan, as townhomes and 2-4
unit residences are a permitted use in N-R; however, it is the Planning Commission’s decision and
then ultimately Council’s decision as to whether the rezoning would detract from the character of the
surrounding area and negatively impact the existing single-family detached residences on Wylie
Street.
Staff received phone calls, emails, and letters concerning the original (May 2024) proposed rezoning
from residents on Wylie Street. The residents were primarily concerned about potential commercial
activity and traffic. Staff has again received phone calls regarding the current proposed request, and
there is still some opposition from existing residents, particularly regarding potential access and traffic
on Wylie Street, as staff believes that SCDOT will be unlikely to approve access to Iris St. due to the
proximity to the intersection.
