come from budgeted capital. Request from Public Works Department.
2. Authorization to issue a purchase order to Blanchard Machinery for a Caterpillar track
loader model 299D3 on State Contract totaling $111,625.00. Funds to come from Park
and Recreation Impact Fees. Request from the Parks and Recreation Department.

annexation into the Town of Summerville’s municipal limits. (Council District 3) Planning
Commission held a public hearing and made a recommendation for approval at their meeting
on March 21, 2022.

Background and Project Purpose
The Town of Summerville, known as the “Flowertown in the Pines,” was incorporated in
1847 in order to adopt a tree protection ordinance. The urban forest continues to be an
important asset to the Town; however, significant growth has and continues to negatively
impact the tree canopy coverage of the Town.
The Town has been designated as a Tree City USA for over 40 years, and in 2015, the
Town adopted a Green Infrastructure (GI) Plan led by the Green Infrastructure Center
and funded through the SC Forestry Commission and the US Forest Service. The GI Plan
included an Urban Tree Canopy (UTC) Assessment along with a range of objectives and
tasks related to maintaining and increasing tree canopy. While certain objectives have
been achieved, such as hiring an arborist and making changes to the tree protection
ordinance, the threat from development continues.
Participating in another grant project led by the Green Infrastructure Center, the Town
was able to have an updated UTC assessment completed in 2020 along with additional
GIS analysis to identify ecosystem service benefits and possible planting locations. A
tree planting campaign, “Summerville Roots for Trees,” was also developed and a goal of
no net loss of tree canopy was established.
The Town is now seeking to build upon this prior research and analysis by pursuing an
Urban Forestry Master Plan to provide a framework for the Town to effectively manage
and maintain the urban and community forest as a sustainable asset, consistent with the
values and needs of the community, while maximizing its ecological, social, health, and
economic benefits.
The master plan will help create a better understanding of the Town’s tree maintenance
needs; prioritize tree removal and planting; plan for short-term and long-term staffing and
funding needs; develop risk management and hazard mitigation strategies; and allow the
Town to advocate and advance the myriad of benefits that trees provide to the
community.

General Scope of Services
The planning process will be led by a consultant in coordination with Town Staff, utility
providers, the Town’s Tree Protection Board, and other local community organizations.
The following scope is a framework for the overall process that can be refined as needed:
1. Meet with Town Staff to develop an outreach plan to engage the community to
determine the public’s needs and desires for the urban forest.
2. Implement the public engagement process with community stakeholders, citizens,
businesses, developers, and other interested parties. This may involve surveys, email,
focus groups, interviews, etc. Town Staff and volunteers will be able to handle in-
person events as needed. The data/information collected during public outreach
should be analyzed and incorporated into the master plan.
3. Meet with Town Council and Citizen Boards/Committees to assess the importance of
urban forestry and the desired functions of the urban forest.
4. Review existing UTC assessments (2015 and 2020), data analyses, as well as current
plans (Comprehensive Plan, GI Plan). Assess and evaluate the current ordinances,
policies, and procedures affecting the urban forest.
5. Review the current and future threats and opportunities to the urban forest,
specifically associated with development trends’ effects on existing trees and what
options exist to best protect and replace the existing tree canopy with new
development.
6. Provide general recommendations to increase operations efficiencies, reduce costs
and risk mitigation, and promote better coordination between departments, decision
makers and the community at large.
7. Identify and evaluate other resources including other governmental entities and
nonprofit partners that can contribute to the success of the growth and sustainability
of the Town’s urban forest.
8. Compile best practices for community outreach and engagement to support expansion
and maintenance of the urban forest.
9. Prepare a plan document with appropriate and effective graphics that presents the
content in a concise, readable, and engaging style. The plan should include a
framework of short-term and long-term actionable goals, objectives,
recommendations, and strategies that mesh with the Town’s overall goals and
priorities. Funding possibilities and resource needs should be identified where
possible.
10. Define metrics to measure success and keep the plan updated and useful for the long-
term.
11. Deliverables:
a. PDF version of plan document and editable version (either Word or InDesign)
b. Executive summary of plan included with final version
c. Summary PowerPoint for presentation to Town Council and other groups

1) Project Updates-
a. Summerville Preserve
1.) Phase I –We are still waiting on the wetland permit to be able to pave the
parking lot.
2.) Phase II – The Mayor, Council representatives, Senator Bennett, staff, and
representatives from Collins Engineers, GEL, and ASRAC met with
representatives from OCRM on March 28th regarding the installation of
boardwalks and fishing piers. A solution was reached. The Town will need
to subdivide the land into multiple parcels. This subdivision will be coming
before Council for approval.
b. Resurfacing projects- Azalea tennis courts were completed and reopened March
4th. Wassamassaw basketball Courts were completed and reopened in February.
c. E. Richardson Trailhead- Staff have created a parking lot at E Richardson
Trailhead for the Sawmill Branch Trail. Additional improvements including new
signage and bike repair stations have been ordered.
d. Shepard Park- Stormwater dredged the pond in Shepard Park. In the next
month, we plan to install the playground piece that was salvaged from Saul
Alexander and do some general improvements to this park.
2) Town of Summerville Parks Foundation – Staff is exploring the creation of a 501c3
foundation to support and enhance Town of Summerville parks.

3) A community input meeting was held on March 29, 2022 at the Summerville
Skatepark. 39 people attended this meeting.
4) Special Events Update- Flowertown was a huge success. 36 Parks and Streets staff
worked the three-day festival to ensure a clean event. We also hosted the first
Concert on the Square event for 2022 on March 25th. In April, we have the first free
movie and the second Concert on the Square event scheduled.
5) Discussion of Cuthbert Community Center.

Subject: Staff Report for Annexation of TMS# 145-06-06-004, off Paradise Point

ISSUE
The property owner is requesting for the above referenced tract to be annexed into the Town from
Dorchester County.
BACKGROUND/DISCUSSION
The existing zoning in Dorchester County is GC, General Commercial. The requested zoning is for
G-B, General Business.
This property is included in the Town’s ‘Multifamily Residential’ area as identified within the
Summerville: Our Town, Our Future Comprehensive Plan as well as on the accompanying Future
Land Use Map; however this property is also included as a priority annexation area in the
Community Facilities & Infrastructure Element of the Comprehensive Plan, which includes the
recommendation of prioritizing annexation of commercial areas over solely residential areas. The
property is also surrounded on all but one side by properties within the Town that are currently
zoned G-B, General Business.
The applicant is proposing to develop this property as a self-storage facility, which generally has
a very low traffic impact, and a 30’ vegetated buffer will be required along the rear of the
property which is adjacent to the Paradise Lakes & Hidden Palms townhomes.
RECOMMENDATION
Based on these findings, staff recommends approval. No members of the public spoke at the
public hearing. Planning Commission made a recommendation for acceptance of the annexation
petition with the requested zoning of G-B, General Business.

The Town of Summerville Special Planning Commission Meeting
Minutes
March 21, 2022
This meeting of the Town of Summerville Planning Commission was held in Town Council
Chambers and was attended by Commission Members, Jim Reaves, Chairman; Kevin Carroll;
Tom Hart; Charlie Stoudenmire; Betty Profit; and Elaine Segelken. Jim Bailey was unable to
attend. Staff in attendance included Jessi Shuler, AICP, Director of Planning. The public was
invited to attend in person, or they viewed the meeting via live-stream.
Jim Reaves, Chairman, called the meeting to order at 4:01 PM.
Approval of Minutes:
The Chairman asked if there were any edits or additions to the minutes from the meeting on
February 28, 2022. Ms. Segelken made a motion to approve the minutes as presented, and Mr.
Hart made the second. The motion passed unanimously.
Public Hearings:
The first and only public hearing opened at 4:02 PM and was for the petition by Charleston
Capital Corporation to annex Dorchester Co. TMS# 145-06-06-004, located off Paradise Point

County and will be zoned G-B, General Business, upon annexation into the Town of
Summerville’s municipal limits. (Council District 3). Mr. Reaves introduced the item and asked
if the applicant was present. Chip Wyatt with Barrier Island Engineering & Consulting stated
that he was representing the applicant. He explained that all of the properties surrounding this
one were already in the Town, and they were proposing to do a self-storage facility on the site.
Hearing no further public comment, this public hearing was closed at 4:03 PM.
Old Business
There were no items under Old Business.
New Business:
The first item under New Business was New Street Names. Ms. Shuler stated that the owners of
the townhome apartment development off of Martin’s Creek Boulevard were requesting an
additional name of King Comer Lane to replace Telluride Lane that was previously approved.
She noted that the owners stated this name was related to the history of the property. Mr. Hart
made a motion to approve the proposed street name, and Mr. Carroll made the second. The
motion passed unanimously.
The second item under New Business was the petition by Charleston Capital Corporation to
annex Dorchester Co. TMS# 145-06-06-004, located off Paradise Point and totaling
approximately 1.584 acres. Currently zoned CG, General Commercial in Dorchester County and
will be zoned G-B, General Business, upon annexation into the Town of Summerville’s
municipal limits. (Council District 3) Ms. Segelken asked for clarification about the smaller
property between this property and Paradise Lakes. Ms. Shuler confirmed that it was currently
an appraisal office. Ms. Segelken then made a motion to recommend approval, and Mr. Hart
made the second. Mr. Carroll asked if the access to this property would be off of Paradise Point,
and if trucks would be going in and out. Mr. Wyatt confirmed that access would be off Paradise
Point with some truck traffic. He explained that they would likely be required to do road
improvements to Paradise Point to facilitate better access. Mr. Reaves then called for the
question and the motion passed unanimously.
Miscellaneous:
There was no discussion under Miscellaneous.
Adjourn
With no further business for the Commission, Ms. Segelken made a motion to adjourn with Mr.
Carroll making the second. The motion carried and the meeting was adjourned at 4:07 PM.

TO ANNEX TO, AND INCORPORATE WITHIN THE CORPORATE LIMITS OF THE TOWN OF
SUMMERVILLE, THE PARCEL OWNED BY CHARLESTON CAPITAL CORPORATION, ADJACENT
TO THE BOUNDARY LINE OF THE TOWN, AS DESCRIBED ON THE DEED AND RECORDED PLAT
ATTACHED HERETO AND INCORPORATED BY REFERENCE:
WHEREAS, the owner of the real estate designated as Dorchester County TMS #s 145-06-06-004, located
off Paradise Point and totaling approximately 1.584 acres, has petitioned the Town Council of the Town
of Summerville to annex into the Town of Summerville.
NOW, THEREFORE BE IT ORDAINED by the Mayor and Members of Town Council duly assembled;
SECTION I. That the described land on the attached deed and recorded plat, contiguous to the boundary of
the Town of Summerville is hereby annexed to, taken into and made a part of the Town of Summerville and
including the public roadway(s) immediately adjacent to the property lines of the parcel for the purposes of
providing public service to the parcel.
SECTION II. That the properties above described and hereby annexed shall be Zoned G-B “General
Business” and be classified as G-B “General Business” under the Zoning Ordinance of the Town of
Summerville.
