The Parks & Recreation Committee met on Monday, November 7, 2022 in the Council
Chambers of the Town Hall Annex. Chairman Bob Jackson and committee member Aaron
Brown were present. Committee member Kima Garten-Schmidt participated via zoom.
The meeting was called to order at 5:30 PM.
Ms. Evans shared that she had contacted the potential donor for the Laurel Street
renovation project per Council’s directive, however he declined the proposal. Ms. Kima
Garten-Schmidt made a motion to recommend to full Council that we accept the donation
and convert the courts to four pickleball courts. Mr. Brown seconded the motion. Motion
passed unanimously. All three committee members stressed their support for both sports.
Mr. Jackson shared that a workshop for parks and recreation was being planned and future
growth opportunities will be explored.
Ms. Evans provided an update on the surveying that has been completed at the
Summerville Ashley River Preserve. Due to lack of access, the project team has
recommended a revised project scope. This plan reduces the number of piers to one and
adjusted the walking paths as necessary. The committee did not make any
recommendations for additions to the scope nor were any objections noted for the
revisions.
With no other business to discuss, Ms. Garten-Schmidt made a motion (seconded by Mr.
Brown) to adjourn. Motion passed unanimously and the meeting adjourned at 5:38 PM.

The Planning and Development Committee of Town Council met on November 7, 2022. The meeting was held in the Council Chambers
of Town Hall, 200 S. Main Street, Summerville, SC. Committee members present included Terry Jenkins, Council District 2; Russ
Touchberry, Council District 3; and Bob Jackson, Council District 6. Staff members present included Jessi Shuler, AICP, Director of
Planning and other Town staff.
The meeting was called to order at 5:38 PM immediately following the Parks and Recreation Committee meeting.
Annexation:
Ms. Shuler introduced the petition by Everett Asbury Knight, Jr. to annex Dorchester County TMS# 144-00-00-070, 10.86 acres located
off Greenwave Blvd., currently zoned R-3, Single Family Attached District, in Dorchester County and will be zoned G-B, General Business,
upon annexation into the Town of Summerville’s municipal limits. (Council District 5) She stated that the Planning Commission held a
public hearing and made a recommendation for approval at their meeting on October 17, 2022. Mr. Touchberry made a motion to move
the item to full Council with a recommendation for approval, and Mr. Jackson made the second. Mr. Jenkins called for the question, and
the motion passed unanimously.
Following no additional business or discussion, the meeting was adjourned at 5:39 PM on a motion by Mr. Jackson, and a second by Mr.
Touchberry.

PUBLIC SAFETY COMMITTEE
Minutes from November 7, 2022 Meeting
The meeting was called to order at 5:40pm. Committee members Aaron Brown, Terry
Jenkins, and Bill McIntosh were present. Police Chief Doug Wright and Fire Chief Richard
Waring were also present.
Chief Waring gave the Fire Department’s quarterly update, including the breakdown of
incident responses year to date (versus 2021), a report of significant events such as the Ashley
Drive structure fire, department job openings, an overview of the Lowcountry Firefighter
Support Team, and an update on what the department is doing to recruit and retain employees.
On the agenda item of “Intergovernmental Agreement with Dorchester County for animal
control,” Town Attorney GW Parker stated that a defense attorney argued that Dorchester
County did not have jurisdiction over a property in the Town limits, and if this type of case
would make it to the Supreme Court, an IGA between the County and the Town would be
needed. He stated that the IGA costs the Town nothing. A resolution authorizing the Town
Administrator to enter into an Intergovernmental Agreement with Dorchester County for animal
control will be on the agenda for the November 10, 2022 Council meeting for consideration.
Chief Wright gave the Police Department’s quarterly update, including 2022 year to date
calls for service (versus 2021), the crisis intervention team responses, 2022 grants, and the
department’s community outreach.
There being no further business, Mr. Jenkins made a motion, seconded by Mr. Brown, to
adjourn. The motion carried, and the meeting adjourned at 6:15pm.

PUBLIC WORKS AND COMMITTEE ON WATER SUPPLY
November 7, 2022
The meeting was called to order at 6:15pm by Chairperson Kima Garten-Schmidt. Present were members
Kima Garten-Schmidt (via Zoom), Bill McIntosh and Russ Touchberry; Mr. Russ Cornette, Town
Engineer and Public Works Director, was also present.
The first agenda item was a discussion of lowering the speed limit from 25 mph to 15 mph on Briarwood
Lane. Mr. Cornette stated that he would like to gather some speed data before Council made a decision
on the speed limit. He explained that 25 mph is the standard for residential roads. Some discussion
followed. The Committee requested that Chief Wright set up on the road with a speed gun for some data,
and for staff to make sure that the 25 mph sign is posted on the road now.
The second agenda item was a discussion of the intersection of Berkeley Circle at Old Light Road. The
business owners on Varnfield Drive would like to widen Berkeley Circle at the intersection because big
trucks are having trouble making the turns there. Mr. Cornette stated that his department does not have
the funds right now to do any improvements to the intersection. Ms. Garten-Schmidt asked staff to look
into how much it would cost to make the intersection better for the large trucks to get through. Mr.
Touchberry encourage voters to vote Yes for the continuation of the penny tax in Dorchester County to
get some funds for improvements such as this.
Mr. Touchberry made a motion, seconded by Mr. McIntosh, to adjourn the meeting. The motion carried
unanimously, and the meeting adjourned at 6:24pm.

FINANCE COMMITTEE REPORT
November 7, 2022
The Finance Committee met on Monday, November 7, 2022. Present were Mayor Waring and Committee
members Bill McIntosh, Aaron Brown, Kima Garten-Schmidt (via Zoom), Bob Jackson, Russ Touchberry,
and Terry Jenkins. Also present were Town Administrator Lisa Wallace, Town Attorney G.W. Parker, and
Town Clerk Beth Messervy. Other staff members, members of the press and members of the public were
duly notified. The meeting was held in Council Chambers on the third floor of the Annex Building at 200
S. Main Street and livestreamed from the Town’s web site.
Welcome Mayor Waring called the meeting to order at 6:24pm.
Presentation of Finance Director Rhonda Moore presented the October 2022 financials.
Financial Report
Carolina Waste Mr. Jackson made a motion, seconded by Mr. Jenkins, to authorize the
Contract Town Administrator to enter into a contract with Carolina Waste and
Recycling, LLC for residential solid waste collections for a three-year
period with four one-year extensions at a cost of $12.45 per month per unit
for weekly household garbage and recycling collections. Mr. Cornette
explained that Council would have to approve the one-year extensions.
Some discussion followed regarding the cost of contracting through
Carolina Waste versus residents having to privately contract with a garbage
and recycling company of their choice. Finance Director Rhonda Moore
reported that trash service in unincorporated Dorchester County was around
$60 per quarter ($20 a month). Mr. Touchberry stated that he has received
a number of calls regarding the poor customer service of Carolina Waste.
Mr. Cornette reported that the company is doing far better than the previous
company that the Town contracted with, and that he is staying on top of the
service calls. The motion carried unanimously.
Tetra Tech Services Mr. Jenkins made a motion, seconded by Mr. Brown, to authorize the Town
Administrator to extend the contract with Tetra Tech, Inc for disaster debris
monitoring through the end of 2023. The motion carried unanimously.
Surplus Vehicles to Mr. Jenkins made a motion, seconded by Mr. Jackson, to authorize the
Other Agencies Summerville Police Department to give formerly approved surplus police
vehicles Units 264 and 267, 2014 Dodge Chargers with high mileage, to the
First Circuit Solicitor’s Office and the Citadel Department of Public Safety.
Chief Wright stated that these cars would sell for between $5,000 and
$8,000 on the government auction site, and that he would like to be a good
steward of the law enforcement community. The motion carried
unanimously.
West First North Mr. Jenkins made a motion, seconded by Mr. Brown, to authorize the Town
Street Sidewalk Project Administrator to enter into a contract for design services with Keck &
Wood, Inc for a new sidewalk on West First North Street from Bryan Street
to Main Street for a cost of $25,300. Funds to come from budgeted federal
Community Development Block Grant (CDBG). The motion carried
unanimously.
Adjourn Mr. Jenkins made a motion, seconded by Mr. McIntosh, to adjourn the
meeting. Before the vote, citizen Larry Jameson stated his concern with the

pickleball courts being installed on Laurel Street because the trash and
parking situations are already in bad shape on that road. The motion carried
unanimously, and Mayor Waring adjourned the meeting at 6:49pm.

SUMMERVILLE, THE PARCEL OWNED BY EVERETT ASBURY KNIGHT, JR., ADJACENT TO THE
BOUNDARY LINE OF THE TOWN, AS DESCRIBED ON THE DEED AND RECORDED PLAT
ATTACHED HERETO AND INCORPORATED BY REFERENCE:
WHEREAS, the owner of the real estate designated as Dorchester County TMS # 144-00-00-070, located off
Greenwave Boulevard and totaling approximately 10.86 acres, has petitioned the Town Council of the
Town of Summerville to annex into the Town of Summerville.
NOW, THEREFORE BE IT ORDAINED by the Mayor and Members of Town Council duly assembled;
SECTION I. That the described land on the attached deed and recorded plat, contiguous to the boundary of
the Town of Summerville is hereby annexed to, taken into and made a part of the Town of Summerville and
including the public roadway(s) immediately adjacent to the property lines of the parcel for the purposes of
providing public service to the parcel.
SECTION II. That the properties above described and hereby annexed shall be Zoned G-B “General
Business” and be classified as G-B “General Business” under the Zoning Ordinance of the Town of

Subject: Staff Report for Annexation of 144-00-00-070, Greenwave Blvd.

ISSUE
The property owner, Everett A. Knight, Jr., is requesting for the above referenced parcel to be annexed
into the Town from Dorchester County. The existing zoning in Dorchester County is R-3, Single
Family Attached District. No specific plans have been submitted yet for review, although a
warehouse use has been discussed, which would be allowed under the Town’s G-B zoning.
BACKGROUND/DISCUSSION
This property is included in the Town’s ‘Utility’ area as identified within the Summerville: Our Town,
Our Future Comprehensive Plan as well as on the accompanying Future Land Use Map. This is likely
due to the immediate adjacency of the Summerville CPW sewer treatment plant. The other properties
along the south side of Greenwave Blvd. in this area are all already in Town and zoned G-B. This
property is also included as a priority annexation area in the Community Facilities & Infrastructure
Element of the Comprehensive Plan, which includes the recommendation of prioritizing areas directly
adjacent to the municipal boundary to prevent the overextension of infrastructure and reduce costs and
prioritizing commercial areas.
No public comment was received at the required public hearing.
RECOMMENDATION
Based on these findings the requested annexation with a zoning of G-B, General Business, is
interpreted by staff to be in conformance with the Town’s Comprehensive Plan and is recommended
for approval. Planning Commission made a recommendation for approval of the annexation on a 4-1
vote.
