Bicycle and Pedestrian Advisory Committee Meeting November 16, 2022 In person 9:00 Attendees: Chairman: Gene Breslin Members: John Mott, Sandy O’Keefe, Ben Hough, John Thurmes Town liaison: Bonnie Miley Absent: Vincent Thurman, Ned Shows Visitors/ public comment: Christopher McLure, Call to Order: Chairman Gene Breslin 9:05 I. Acceptance of Minutes: minutes were accepted II. Agenda Items: Previous Discussion In previous meeting in September, we had discussions with Kyle James BCDCOG about using a counter on the SBT to gather data on usage of trails- Kyle James BCDCOG discussed usage of a permanent pole counter and a temporary rotator counter on the SBT for a usage count. John Thurmes made mention today the the BCDCOG awarded the town a counter to be placed on the trail. Discussion on where the best place to have the counter is by the Gahagan underpass. This is a WIN for BPAC as it will help give data to drive improvements in the future. Safety Program with Summerville PD was discussed, we would like to involve Bike Walk Summerville in this effort. Some ideas are education/ bike rode/ incorporating DREAM to help with this effort for marketing purposes. Starting with Newington elementary and Flowertown elementary during bike month in May, bike to school day. III. End of Year Look Back WINS Vision Statement Priority list crosswalks/ sidewalks presented to council trail counter Kevin Turner in discussions on trail remaining open during duration of the BGM project. IV. Looking forward Assist town inventory of sidewalk, multiuse, crosswalk needs Advise town council on planning commission January- review/ change priority list Once we get priority list what next? Planning commission Council Get on BCDCOG list for complete streets (grants for funding) Recommend Bike Racks- ask BWS for assistance (according to ordinance, min of 2 bike parking per building every 30 parking spaces, recommendations on where to put the racks Recommend Roadway design Recommend Bicycle Routes Promote importance of overall Bike/ Ped alternative transportation V. New discussions Ways to get the community to embrace bike/ ped events Speed week Bicycle rodeo Organized rides VI. Miscellaneous discussion of the penny tax and how it will benefit bike/ pedestrian widening of trail to 12 feet extension of the trail from oakbrook YMCA to Dorchester road resurfacing of roads/ trails Adjournment: The meeting was adjourned at 10:36 Respectfully submitted by Sandy O’Keefe
