Parker William McIntosh Town of Summerville SPECIAL CALLED COUNCIL MEETING EMERGENCY MEETING MINUTES September 11, 2018 ATTENDANCE Present: Mayor Wiley Johnson and Councilmembers Walter Bailey, Kima Garten-Schmidt, Christine Czarnik, Aaron Brown, Bob Jackson, and Bill McIntosh. Town Administrator Colin Martin, Town Clerk Beth Messervy, Town Attorney G.W. Parker, and members of Town Staff were also present. Public and press were duly notified and in attendance. CALL TO ORDER The Special Called meeting of Summerville Town Council was called to order at 6:00pm on Tuesday, September 11, 2018 by Mayor Johnson. EMERGENCY DEBRIS MONITORING Town Administrator Colin Martin explained the need for an emergency debris monitoring contract due to the impending impact of Hurricane Florence and recommended that Council authorize him to enter into such contract with Tetra Tech. Mayor Johnson asked if this expense is budgeted for. Director of Public Works Russ Cornette explained that as it has been anytime the Town is in an emergency situation, emergency expenses such as this are budgeted for in an emergency line item that comes from the general fund balance. Mayor Johnson asked if the Town needs to enter into a contract for debris removal. Mr. Cornette stated that the Town has had a contract in place since 2015. Mayor Johnson asked what the cost of the emergency debris monitoring service would be. Mr. Cornette explained that like all other emergency expenses related to Hurricane Florence, the cost would be determined by the amount of damage done by the storm. Mr. Cornette stated that this is a very common contract for which the Town will be reimbursed by FEMA for the cost of the monitoring as well as the cost of the debris removal. Some discussion followed. September 11, 2018 Page 2 Mr. Bailey made a motion, seconded by Mr. Brown, to authorize the Town Administrator to enter into a contract with Tetra Tech for emergency debris monitoring. The motion carried unanimously. MAYOR’S REMARKS Upon recommendation from Town Staff regarding the impending effects of Hurricane Florence, the Mayor suggested that the regularly scheduled Council meeting for Thursday, September 13, 2018 be cancelled. Mr. McIntosh agreed, citing the fact that over half of the citizens of the Town are under a mandatory evacuation order from the Governor. The meeting has been postponed until further notice. ADJOURN There being no further business, the meeting adjourned at 6:07pm on motion of Mr. Jackson, seconded by Mr. McIntosh.
