MINUTES - May 8, 2019
Attendance
Present at Call to Order: Mayor Johnson, Councilmembers Aaron Brown, Christine Czarnik, and
Bill McIntosh. Councilmembers Bob Jackson, Walter Bailey, and Kima Garten-Schmidt were
absent. Mr. Brown left at 4:21pm. Director of Planning Jessi Shuler, Zoning Administrator Tim
Macholl, Director of Public Works Russ Cornette, and Executive Assistant PJ Harbert were
present. Several staff members were also present. Public and press were duly notified.
Call to Order
The Special Called meeting of Summerville Town Council was called to order at 2:30pm on
Wednesday, May 8, 2019 by Mayor Johnson.
Approval of Minutes
Mr. McIntosh made a motion, seconded by Ms. Czarnik, to approved the minutes of the Special
Called Council Meeting (UDO Workshop #10) held on May 8, 2019. Mr. Brown abstained from
the vote as he was absent. The motion carried unanimously, and the minutes were accepted into
record.
Council/Staff Discussion and Changes:
In Chapter 5 – Subdivision and Infrastructure Standards, all references to “Administrator”
were changed to “Town Staff” at the request of Council.
In Chapter 5, Section 5.2.3 – Acceptance of Dedication and Maintenance of Improvements,
the following changes were made at the request of Council:
In the section title, “Acceptance of Dedication” was changed to “Provision of Services.”
The first paragraph became item A.
Item I from 5.11.3 – Warranty Liability Period was moved to become Item B in Section
5.2.3.
Item J from 5.11.3 was moved to become Item C in Section 5.2.3.
In Chapter 5, Section 5.3.2 – Improvement of Existing Substandard Conditions, the following
changes were made at the request of Council:
In the first paragraph, “, storm drainage improvements,” was added after “lighting”.
TRC was spelled out to read “Technical Review Committee.”
In Chapter 5, Section 5.5.4 – Storm Drainage and Water Management, “Al” was corrected to
“All.”

In Chapter 5, Section 5.6.2 – Street Classifications, Item H – Context Reference Guide, the
contexts to be addressed in the bulleted list need references to their corresponding diagrams in
the left column on pages 86-92 as requested by Council.
In Chapter 5, “multi-use path” needs to be an allowed option and not an exception. Staff will
come up with options as to where to include it in the Chapter.
In Chapter 5, Section 5.7.11 – Street Lighting, the following changes were made at the request
of Council:
The third sentence was changed to read “The Town of Summerville will require street
lights to be installed at a minimum ratio of one to six for units in public developments.”
The fourth sentence was changed to read “Additional street lights in developments with
public streets that exceed the one to six ratio will be paid for by parties other than the
Town of Summerville.”
In Chapter 5, Section 5.8.1 – Street Network Requirements, Item F, Number 4, the following
changes were made at the request of Council:
“12 feet” was changed to “20 feet.”
“(See Section 5.8.2 C)” was added to the end of the item.
Adjourn
There being no further business, the meeting adjourned at 4:30pm on motion of Mr. McIntosh,
seconded by Ms. Czarnik.
