2. Reconsideration of proceeds from the surplus of vehicles P238 2012 Dodge Charger,
P239 2012 Dodge Charger, P241 2012 Dodge Charger, and P248 2013 Dodge
Charger.
3. Authorization to issue a change order to ALS North Carolina in the amount of
$47,719.56 for the completion of the Mast Arms Installation at Berlin G and Highway
17A. Funds to come from Hospitality Fund balance.
4. Approval of Minutes of Previous Meetings

MINUTES - June 12, 2019
Attendance
Present at Call to Order: Mayor Johnson, Councilmembers Kima Garten-Schmidt, Walter
Bailey, Christine Czarnik, and Bob Jackson. Councilmember Bill McIntosh arrived at 2:48pm.
Councilmembers Aaron Brown and Bill McIntosh were absent. Several members of staff were
also present. A quorum was met. Public and press were duly notified.
Call to Order
The Special Called meeting of Summerville Town Council was called to order at 2:30pm on
Wednesday, June 12, 2019 by Mayor Johnson.
Council/Staff Discussion and Changes:
In Chapter 8, Section 8.1 – Purpose and Intent, Item H, “Provide human scale and” was
removed at the request of Council.
Council requested that the definition of “grand trees” be added to Chapter 15.
In Chapter 8, Section 8.2.1 – Applicability, the following changes were made at the request of
Council:
Item C5: “shall not be exempt” was changed to “shall be exempt” and “unless the
applicable company” was changed to “provided that the applicable company.”
Item C5d: “must be” was changed to “may be required to be”
In Chapter 8, Section 8.3.1 – Permit Required for Removal of Trees over 8 Inches DBH, the
following changes were made at the request of Council:
Item A: “a large of small mature tree or” was removed.
Item C: In Chart 1 – Individual Tree Removal, staff will add a note regarding density-
related removal to Item (1) in the footnote. The same change will be made to Chart 2 –
Construction Activity/Site Development.
In Chapter 8, Section 8.3.2 – Mitigation Alternatives, Item A3, “or naturalized” was added
after “native” at the request of Council.

In Chapter 8, Section 8.3.3 – Preservation During Construction, the following changes were
made at the request of Council:
Items D and E: Council requested that Items D and E be clarified as to when they are
applicable.
Item D2: The word “Mature,” the parenthesis and quotation marks around “Grand,” and
the words “with a 16 inch caliper or greater at breast height” were removed.
In Chapter 9, Section 9.2.1 – Applicability, “9.3.1” was changed to “9.2.2” at the request of
Council.
In Chapter 9, Section 9.2.2 – Exemptions, “luminaires” was replaced with “lights” in items A
and B and the request of Council.
In Chapter 9, Section 9.3.1 – General Standards, the following changes were made at the
request of Council:
Item B: “9.4.3” was changed to “9.3.3”
Item E: “In addition” was removed
Item G: “by 10:00pm or” was removed
In Chapter 9, Section 9.3.2 – Security Lighting, the following changes were made at the
request of Council:
Item A: Change “watts” to appropriate term for LED lighting
Item C: Changed “watts” to appropriate term for LED lighting
Item C: Remove “incandescent lighting” and “and shielded to prevent view from the
public right of way.”
Throughout Chapter 9, “trespass” was replaced with “spillage” at the request of Council.
In Chapter 9, Section 9.3.3 – Average Maintained Footcandles Requirements, a comma was
added to section e of the chart at the request of Council.
In Chapter 9, Section 9.3.7 – Prohibited Lighting Types, Item D was added at the request of
Council to read: “These may be allowed as permitted to Town staff for special event purposes.
In Chapter 9, Section 9.4.1 – Required Improvements, “Section 5” was changed to “Chapter
5” at the request of Council.
In Chapter 9, Section 9.4.2 – Design, “provider” was changed to “provided” at the request of
Council.

Approval of Minutes
Mr. Bailey made a motion, seconded by Mr. Jackson, to approve the minutes of the Special
Called Council Meeting (UDO Workshop #14) held on May 29, 2019. The motion carried, and
the minutes were accepted into record.
Adjourn
There being no further business, the meeting adjourned at 4:44pm on motion of Mr. Jackson,
seconded by Mr. Bailey.
