Parker William McIntosh Town of Summerville SPECIAL CALLED COUNCIL MEETING UDO WORKSHOP #18 MINUTES - July 24, 2019 Attendance Present at Call to Order: Mayor Johnson, Councilmembers Christine Czarnik, Aaron Brown, Bob Jackson, Kima Garten-Schmidt, and Walter Bailey. Councilmember Bill McIntosh arrived at 3:02pm. Mr. Brown left at 4:12pm. Several members of staff were also present. A quorum was met. Public and press were duly notified. Call to Order The Special Called meeting of Summerville Town Council was called to order at 2:30pm on Wednesday, July 24, 2019 by Mayor Johnson. Approval of Minutes: Mr. Brown made a motion, seconded by Mr. Jackson, to accept the minutes of the June 26, 2019 Special Council Meeting (UDO Workshop #17) into record. The motion carried unanimously, and the minutes were accepted into record. Mayor’s Comments: The Mayor proposed a trip to Hilton Head to visit some developments there that were built by the same company that gave a proposal in Executive Session at a regular Council meeting. The Mayor and Ms. Czarnik met with the company doing the Comprehensive Plan for te Town, and he told them that Council would like to be more involved in the process. Mayor Johnson reported that G.W. Parker was in court regarding an injunction that Billy Walker is trying to get to hold up construction at Aldi on East 9th Street and North Main. Discussion of Proposed Unified Development Ordinance: Council and staff discussed in length the effects of changing a GR-5 lot configuration to 14,250. They then discussed the issue of companies building neighborhoods of houses for rent and how changes to the UDO could help resolve the situation. There was then discussion on traditional R2s being nonconforming if the lot configuration went to 14,250 for GR-5. July 24, 2019 Page 2 Ms. Shuler asked if Council could hold off on changing the lot requirements of the residential zoning until she could provide a map showing the number of lots that are currently in R-2. Council accepted her request. Council and staff then discussed the layout and numbering of the UDO and how it would integrate with the current Code of Ordinances that the Town uses. Focusing on Chapter 11, Council discussed the language of the first section and how it varied from a previous draft. They then discussed the ownership of waterfront property. In Chapter 11, Water Management, Section 11.2.2 – Location and Applicability, Item B2, “1987” was changed to “latest” at the request of Council. Adjourn: Ms. Czarnik made a motion to adjourn, seconded by Mr. Jackson. The meeting adjourned at 4:41pm.
