City of Sunnyvale Meeting Minutes Arts Commission Wednesday, April 16, 2014 7:00 PM Neighborhood Room - Recreation Building, Sunnyvale Community Center, 550 E. Remington Drive, Sunnyvale, CA 94087 CALL TO ORDER 7:00 p.m. SALUTE TO THE FLAG ROLL CALL Present: 3 - Commissioner Vinita Karun Commissioner Suzanne Moshier Chair Misuk Park Vice Chair Shawnte Santos (excused absence) Council Liaison Whittum (not present) Commissioner Moshier moved and Chair Park seconded the motion to record Commissioner Karuns absence on March 19, 2014 as unexcused. The motion carried by the following vote: 2-0. Commissioner Karun abstained PRESENTATION 14-0433 Review of City Budget Process (Finance Department) Assistant Director of Finance Tim Kirby presented an overview of the City's budget. He identified factors taken into consideration when planning the budget including taxes, economic conditions and personnel costs. Finance will present a Budget Workshop to Council on May 22, 2014 and the Annual Public Hearing of FY 2014/15 Budget and Resource Allocation on June 10, 2014. He answered Commissioners questions regarding utility costs; reserves to upgrade the utility infrastructure; and the impacts on water rates during a severe drought. PUBLIC ANNOUNCEMENTS None City of Sunnyvale Page 1 Arts Commission Meeting Minutes April 16, 2014 CONSENT CALENDAR 1.A. 14-0426 Draft Minutes of the March 19, 2014 Arts Commission Meeting Commissioner Moshier moved to approve the minutes as presented, Chair Park seconded the motion. Motion carried by the following vote: Yes: 2 - Commissioner Moshier Chair Park No: 0 Abstain: 1 - Commissioner Karun PUBLIC COMMENTS None PUBLIC HEARINGS/GENERAL BUSINESS 2 14-0380 Courtyard by Marriott/T2 Development Public Art Component Visual Arts Coordinator Kristin Dance provided the staff report. She introduced the developer for T2 Development, Norm Roberts. Mr. Roberts described the Marriott Courtyard and the specialized finishes designed to appeal to "tech" clientele. The art designed by Cliff Gartin will be at the public entrance on El Camino Real and highly visible to drivers and pedestrians. He answered commissioner questions regarding the specifications of the dimensions, visibility, cost, maintenance, and considerations for safety. Chair Park commented that she felt the artwork would be very visible because the sunlight reflects off the steel providing a dynamic effect, and it will also be illuminated at night. The hotel is scheduled to open September 1, 2014. Chair Park opened the public hearing at 7:38 p.m. As there were no public comments, she closed the public hearing. Chair Park feels the art will be noticeable; the design meets the City's requirements for Art in Private Development; fits the environment; and will be a nice addition to the City. Commissioner Moshier agreed it is a great piece for the available space. She feels the lighting makes the piece stunning and will be a fun display when lit with themed colors for special occasions. She feels it will be a wonderful visual for Sunnyvale. Commissioner Moshier motioned to approve the artwork as proposed. Motion carried by the following vote: Yes: 3 - Commissioner Karun Commissioner Moshier Chair Park No: 0 NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None -Staff Comments None INFORMATION ONLY REPORTS/ITEMS 14-0434 Hands on the Arts, May 17, 2014 Community Services Manager Tegan McLane provided information about Hands on the Arts which is primarily staffed by volunteers. She is seeking recyclables used in projects including: wide neck ties, acorns, buttons, fake flowers, beads, yarn, stickers, specialty paper, clean nylons and yogert containers. Collection bins are available at the Community Center, Senior Center and Library. She provided samples of the crafts made at past events. ADJOURNMENT 7:46 p.m. City of Sunnyvale Page 3
