The meeting was called to order at 7:00 p.m.

PRESENTATION
Review of City Budget Process (Finance Department)
Assistant Director of Finance, Tim Kirby, presented an overview of the City's
budget. He identified factors taken into consideration when planning the budget
including taxes, economic stability, drought conditions and personnel costs. The
Annual Public Hearing of FY 2014/15 Budget and Resource Allocation is scheduled
for City Council on June 10, 2014. He answered Commissioner questions
regarding City Hall's building infrastructure and how the city plans for inflation.
Teen Advisory Committee Presentation
The Teen Advisory Committee (TAC) provided an overview of committee member's
roles and the events they have produced to link teens to the community. President
Diana Zhou and TAC member Isabela Quilici answered Commissioner's questions
regarding TAC involvement with Council, the public, and in Sunnyvale High School
and Middle School. They also answered questions about their recruitment efforts
and programs similar to TAC in the Bay Area. Commissioners and Council Liaison
commended TAC for providing an excellent presentation and their service to

Sunnyvale teens.

CONSENT CALENDAR
1.A. 14-0418 Approval of Draft Minutes of March 12, 2014.
Commissioner Pochowski moved and Commissioner Harms seconded the motion
to approve the consent calendar as presented. Approved unanimously.

PUBLIC HEARINGS/GENERAL BUSINESS
2 14-0416 Planning for Commission Participation in Fit and Fun Fair,
Columbia Neighborhood Center, April 26
The Fit and Fun Fair will be held between 11:00 a.m. - 3:00 p.m., April 26, 2014,
providing health and safety information, health screening and safety
demonstrations to the Sunnyvale community free of charge or at a low cost.
Commissioners discussed possible participation and availability. Staff will forward
additional information to Commissioners regarding volunteering.
Chair Alexander opened the public hearing at 7:57 p.m. As there were no public
comments, he closed the public hearing.
3 14-0417 Planning for Commission Participation at Hands on the Arts
(HOTS), Community Center, May 17
Hands on the Arts is a multi-cultural arts festival for children to explore hands-on art
projects under the guidance of professional artists. Over 2,000 children participate
in over 30 activities. The event is on May 17, 2014, from 10:00 a.m. - 4:00 p.m.
Commissioners discussed possible participation, Superintendent Morton offered
Commissioners to volunteer in the Parks booth. Staff will provide more details
regarding volunteering.
Chair Alexander opened the public hearing at 8:04 p.m. There was no public
comment and the public hearing was closed.

Superintendent Morton provided updates and a slide show of park improvements at
DeAnza, Swegles, Orchard Garden and John Christian Greenbelt, Las Palmas,
Murphy and Seven Seas parks. He also shared information about the large
amount of work the tree maintenance program has completed.
Community Services Manager Silvia Martins provided an overview of upcoming
summer camps and the teen volunteer program.
