City of Sunnyvale Meeting Minutes Arts Commission Wednesday, September 17, 2014 7:00 PM Neighborhood Room - Recreation Building, Sunnyvale Community Center, 550 E. Remington Drive, Sunnyvale, CA 94087 CALL TO ORDER Chair Park called the meeting to order at 7 p.m. in the Neighborhood Room. SALUTE TO THE FLAG Chair Park led the salute to the flag. ROLL CALL Present: 3 - Chair Misuk Park Commissioner Roberta Kiphuth Commissioner Suzanne Moshier Absent: 1 - Vice Chair Shawnte Santos Vice Chair Santos's absence is excused. Council Liaison Mayor Griffith (present) PUBLIC ANNOUNCEMENTS None. CONSENT CALENDAR 1A 14-0915 Draft Minutes of the Arts Commission Meeting of August 20, 2014 Chair Park requested the draft minutes be amended to add "None" after Public Comments. Commissioner Moshier motioned to approve the amended minutes, Commissioner Kiphuth seconded the motion. The Draft Minutes were approved by the following vote: Yes: 3 - Chair Park Commissioner Kiphuth Commissioner Moshier City of Sunnyvale Page 1 Arts Commission Meeting Minutes September 17, 2014 No: 0 Absent: 1 - Vice Chair Santos PUBLIC COMMENTS None. PUBLIC HEARINGS/GENERAL BUSINESS 2 14-0914 Propose Study Issues Chair Park proposed a study issue to making an addendum or policy change to AIPP (Art in Public Places); wherein to use some of that money, I'm hoping half of that money, the other half coming from public safety, to solicit public art from the Sunnyvale public with a separate program for schools in Sunnyvale or schools that have a lot of Sunnyvale children attending them. Starting with utility box art, either artists solicited to paint the art or to have a skin cover over the utility box, also explore how much it would cost the City of Sunnyvale to reasonably do that. The study issue should cover partnering with the Public Safety Department for the purposes of public outreach and crime prevention, also explore the possibility of additional funds from other agencies; government agencies, private foundations and individual donations. Last, possibility of setting aside public space for citizen art, also as a means of public outreach and crime prevention. Commissioner Moshier seconded the motion. The Study Issue was accepted by the following vote: Yes: 3 - Chair Park Commissioner Kiphuth Commissioner Moshier No: 0 Absent: 1 - Vice Chair Santos NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Park thanked the City for installing the new slide at Las Palmas park. She indicated it is very tall and very fun. Chair Park congratulated the City on the State of the City event. -Staff Comments City of Sunnyvale Page 2 Arts Commission Meeting Minutes September 17, 2014 Community Services Manager, Tegan McLane announced that City Council selected Robert Lawson to serve on the Arts Commission. She also commented that the art work was installed in front of the new Marriot on El Camino. INFORMATION ONLY REPORTS/ITEMS 14-0916 Update on In-Lieu Fee Option for Art in Private Development (Information Only) Community Services Manager, Tegan McLane answered a question from Commissioner Kiphuth regarding how much time is allowed for a business to decide between installing art or paying the in-lieu fee. She explained there is not a specific deadline, however; the business may not use the building until the art requirement is met.
