CALL TO ORDER
Due to the closure of the Senior Center on 12/19/18, the meeting location was
moved to the Neighborhood Room at the Recreation Center.
Chair Vaughan called the meeting to order at 7:01 p.m. in the Recreation Center,
Neighborhood Room.

Chair Vaughan led the salute to the flag.

1 18-1108 Approve the Arts Commission Meeting Minutes of November 14, 2018
Commissioner Rogers moved, and Vice Chair Eskridge seconded approval of the
Arts Commission Minutes of November 14, 2018 as submitted.

PUBLIC HEARINGS/GENERAL BUSINESS
2 18-1109 Hands on the Arts Commission Project
Community Services Manager, Trenton Hill, provided a brief overview of the
Commission proposed projects for the 2019 Hands on the Arts event and requested
the Commission select three project ideas that they would like staff to further
investigate. Staff will report back findings at a future Commission meeting so that a
final project may be selected. Commissioners shared their project preferences and
three project ideas were selected:
- digital canvas
- mosaic tiles
- hope flags (similar to prayer flags)
Chair Vaughan opened the item for public comment, and there being no public
comment, closed the item for public comment.
3 18-1110 Annual Review of Code of Ethics and Conduct for Elected and
Appointed Officials
Superintendent of Community Services, Damon Sparacino, provided the
Commissioners with an overview of the 2018 Code of Ethics and Conduct for
Elected and Appointed Officials.
Commissioner Serrone requested guidance regarding how to appropriately respond
to resident inquires received outside of official commission meetings, events, etc.
Superintendent Sparacino advised that commissioners may direct inquiries to City
staff. He also advised that Commissioners presenting their individual
opinions/positions shall explicity state to resident(s) that they do not represent their
body or the City of Sunnyvale.

Chair Vaughan opened the item for public comment, and there being no public
comment, closed the item for public comment.
STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
Potential Study Issues for calendar year 2020 were discussed and the following
items will be added to a future meeting agenda for Commission discussion and/or
action:
- Economic Impact of Art in the Community
- Access to Art at City Facilities

Chair Vaughan provided an overview on the Council Subcommittee
Board/Commission Bylaws meeting she attended on December 11, 2018.
Chair Vaughan inquired about the green bikes she has noticed throughout the City.
Staff mentioned that the City approved a 12 month pilot program with LimeBike and
that information regarding the program is available on the City website.
Commissioner Serrone inquired on the Master Plan for Public Art project timeline.
Staff mentioned that the consultant has concluded with its work and that City staff is
currently preparing a draft Master Plan for Public Art based on the consultant's
recommendations and staff research.
Discussion regarding a downtown Sunnyvale "Winter Wonderland" took place.
-Staff Comments
Community Services Manager, Trenton Hill, informed the Commission of the
following:
- Jackie Davison has been appointed to the position of Administrative Aide for
Community Services and will serve in the role of staff support to the Commission.
Jackie comes to Community Services from the City's Environmental Services
Department. She has been with the City 21 years.
- The Arts Commission will next meet on Wednesday, January 16. The special
meeting scheduled for Wednesday, January 9 has been canceled due to a delay in
the Master Plan for Public Art project.
- Staff shared the "public art theme" photo contest proposal with the City of

Sunnyvale's Communications Office. Staff will continue to provide the Commission
with updates as they become available.
- In response to Commissioner Serrone's inquiry regarding rights to "The Heart of
Silicon Valley" tag line, the City of Sunnyvale has a State Registered Service Mark
for "The Heart of Silicon Valley".
ADJOURNMENT
Chair Vaughan adjourned the meeting at 8:27 p.m.
