City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, June 17, 2020 7:00 PM Telepresence Meeting: City Web Stream Special Teleconference Meeting CALL TO ORDER Chair Vaughan called the meeting to order at 7:00 p.m. via teleconference. ROLL CALL Present: 5 - Chair Susannah Vaughan Vice Chair Dawna Eskridge Commissioner Jeremie Gluckman Commissioner Sue Serrone Commissioner Agnes Veith Council Liaison Smith absent PRESENTATION 20-0557 PRESENTATION - Recognition of Service Mayor Klein gave a brief presentation thanking the commissioners for their service. 20-0291 PRESENTATION - Camp Art Projects Community Services Manager, Michael Muse gave a presentation on Camp Sunnyvale. Topics included: challenges, what we came up with, the new look and camp themes for the three sessions. Commissioners had no questions. 20-0287 PRESENTATION - Study Issues Overview Superintendent of Community Services, Damon Sparacino provided an overview of the Study Issues Process. Commissioners inquired and Superintendent Sparacino responded: - Where are we with the MPPA process? We are scheduled to do a second study City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final June 17, 2020 session with council on 8/25/20 and will send out a reminder to the commission. We are hoping we are close as we took the feedback from the first session and updated it. We encourage you to continue submitting Study Issues even if they may be in the MPPA. ORAL COMMUNICATIONS None. CONSENT CALENDAR Vice Chair Eskridge moved and Commissioner Serrone seconded the motion to approve the Arts Commission Meeting Minutes of January 15, 2020 as submitted. The motion carried by the following vote: Yes: 5 - Chair Vaughan Vice Chair Eskridge Commissioner Gluckman Commissioner Serrone Commissioner Veith No: 0 1.a 20-0290 Approve the Arts Commission Meeting Minutes of January 15, 2020 PUBLIC HEARINGS/GENERAL BUSINESS 2 20-0349 Recommend Council Approve Art in Private Development Project - Hunter Properties/CityLine: Double Drip (Phase 1, Artwork 2 of 2) Community Services Coordinator, Kristin Dance, gave an overview of the piece, informed commissioners that this piece would be going to council for final approval on July 14 and noted that it met code requirements. Ms. Dance, introduced Ellie Hunter, CityLine Art advisor. Ms. Hunter, presented to the commissioners on the project. Highlights from the presentation include: Map of CityLine project, overview of art locations and plans for Phase 1 and Phase 2, and location for proposed artwork. Ms. Hunter provided information on and introduced Woody De Othello, artist. Mr. De Othello presented to the commissioners on the project. Highlights included: artist's practice, inspiration, sketches, renderings and size of piece, materials and process. Mr. De Othello provided information on additional bronze pieces he has made. City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final June 17, 2020 Commissioners inquired and Ms. Hunter, Mr. De Othello or staff responded: - In winter, can we capture water and are there open spaces on the piece? Had not planned on that but will take into account. Could do a small opening on top to capture water and allow it to flow through. As of now, it is a stationary object. - Can people stand or sit on the base? Can children climb it? The piece will be on a pedestal and the knobs and handles are up high enough so it cannot be scaled. - Can you sit on it? Possibly on the pedestal. Landscape options may not allow sitting though. - When you look up the faucets, is it hollow? Yes, you can see inside and the inside will be finished with a patina. - Will there be information on the piece and what maintenance is needed? Yes, there will be a plaque with information on the piece and artist. We are also considering an app for CityLilne that will provide additional information. Maintenance on bronze is relatively low-maintenance. It will require waxing every other year. - Is it possible to do different lighting than poles? Yes, we are looking at in-ground and possibly streetscape lighting options. - Have you considered having a meet the artist at an unveiling? We can look into that. Chair Vaughan opened it up for Public Comments. Being none, it was closed. Chair Vaughan asked if there was a motion. Commissioner Gluckman moved and Commissioner Veith seconded the motion to recommend approval of the artwork as it is proposed and require the developer to submit a landscape plan to the Visual Arts Coordinator prior to the installation of the art. Commissioners voted 4-1. Commissioner Serrone wanted to amend the motion to include additional items (lighting, interaction). After a brief discussion, it was noted that the items were City of Sunnyvale Page 3 Arts Commission Meeting Minutes - Final June 17, 2020 included in the continuing discussions with the Arts Coordinator, developer, artist and art consultant, and that an additional vote was not necessary. Commissioner Serrone asked to change her vote. The motion carried by the following vote: Yes: 5 - Chair Vaughan Vice Chair Eskridge Commissioner Gluckman Commissioner Serrone Commissioner Veith No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 20-0292 Arts Commission Proposed Study Issues, Calendar Year: 2021 Standing item. No new study issues were proposed. Commissioners inquired and staff responded on some study issue questions: - Are painting utility boxes in the MPPA? Yes, it is mentioned. - What happened to last year's issues? They were voted on at council in early 2020. Information can be found on the city website. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments None -Staff Comments Community Services Manager, Trenton Hill provided the commission with an update on the following: - Fair Oaks Park and Washington Pool artist contracts are going to council on July 14. - The first meeting of the Civic Center Public Art Selection Committee took place on June 15. - Hands on the Arts at Home took place on May 23. The videos can be viewed on the Sunnyvale Recreation YouTube channel (https://www.youtube.com/channel/UCbz3PRntBTr7WsqlJE0IMmg) or on the Sunnyvale Recreation Facebook page (https://www.facebook.com/SunnyvaleRecreation). Commissioners inquired and Mr. Hill responded: - Can we look at adding a virtual portion to next year's Hands on the Arts? That is a possibility that we can look into as we start planning for next year. - Do we need more donations? Not at this time. We will know more after we know what the artists are proposing for 2021 projects. - Were any at home projects shown on Facebook? We asked them to share and use a hashtag, however did not see any. We did receive some survey responses. - Are there any changes to our 2020 Work Plan? That is still our game plan for 2020. - Can we do Hands on the Arts quarterly? While we may not be able to do the large event on a quarterly basis, we could consider doing other items quarterly. - Maybe do it quarterly virtually? We could do smaller scale items quarterly. - Maybe do it seasonally to repurpose some of the videos we have? We will look into that.
