City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, July 8, 2020 7:00 PM Telepresence Meeting: City Web Stream SPECIAL TELECONFERENCE NOTICE CALL TO ORDER Chair Kenton called the meeting to order at 7 p.m. via teleconference. ROLL CALL Present: 5 - Chair Ralph Kenton Vice Chair Prakash Giri Commissioner Daniel Bremond Commissioner Gregory Dibb Commissioner Mike Michitaka Council Liaison Fong absent PRESENTATION 20-0485 PRESENTATION - Parks and Recreation Month Youth and Family Resources Manager, Angela Chan gave a presentation on Parks and Recreation Month. Highlights included: 2020 theme, Council proclamation, year in review, Camp Sunnyvale and social media campaign. Commissioners inquired and Ms. Chan or City staff responded: - Is staff proceeding with some programs or awaiting guidance from Santa Clara County? We are following all County guidelines. At this time, we are not doing outdoor activities. All indoor activities are canceled through July. Once we receive updated guidelines, we will revise as needed. Chair Kenton asked if there were any additional questions from the commission or public. Being none, moved to next item. 20-0486 PRESENTATION - Study Issues Update (Citywide) City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final July 8, 2020 Superintendent of Parks and Golf, Jim Stark presented on Citywide Study Issues related to Parks. Highlights included: Where to find study issues on City webpage, overview of what a study issue is and timeline. The study issues discussed were: Orchard Heritage Park and Heritage Park Museum, Golf Program and Property Options, Youth Cricket Batting Cages, Feasibility of Establishing Cricket Stadium at Baylands Park and Eliminate Use of Chemical Pesticides on City Properties. Commissioners inquired and Superintendent Stark or City staff responded: -What is criteria for how much city should subsidize golf? Currently we get back approximately 86%. There are many ways to look at it, percentage standpoint and others. The contractor will benchmark what other city's are doing and provide a report. At this time, I do not know what the target is. - Will finding a replacement for the restaurant that pulled out be part of the plan? Yes, we like to see what options could be considered in that area (restaurant and pro shop). - Can you explain the difference of General verses Enterprise Fund? Superintendent Stark explained the differences in the two funds. - Is there documentation on each of the study issues? Yes, that information can be found on the City's website. - The Golf Enterprise Fund includes tennis, correct? Yes, that is correct. The 86% percent includes both golf and tennis. - Why is the batting cage issue taking so long? Superintendent Stark explained the process and informed the commissioner that we would look at where we are in the process. - When looking at the Golf Program and Property Options, have you looked at them as whole (gold and tennis) or broken down each? We have looked at it as a whole, individually and as various groups. -Are you looking at Capital Improvements at the golf courses? Yes, we looking to see what items could be added and to see what can be done. - Can general public submit a Study Issue? Yes, they can work with a council member or a commission. Commissioner Michitaka moved and Commissioner Dibb seconded the motion to approve the Parks and Recreation Commission Meeting Minutes of March 11, 2020 as submitted. City staff conducted a random order voice vote. The motion carried by the following vote: Yes: 4 - Chair Kenton Vice Chair Giri Commissioner Dibb Commissioner Michitaka No: 0 Abstain: 1 - Commissioner Bremond 1 20-0455 Approve the Parks and Recreation Commission Meeting Minutes March 11, 2020 PUBLIC HEARINGS/GENERAL BUSINESS 2 20-0406 Recommendation on Conceptual Park Design for the Plaza del Sol Phase II Project Assistant City Engineer, Nathan Scribner, presented on the conceptual park design for Plaza del Sol, phase II project. Highlights included:Project background and vicinity, existing conditions and opportunities, project process, summaries from community meetings and survey, concepts, preferred concept and next steps. Commissioners inquired and Mr. Scribner or staff responded: City of Sunnyvale Page 3 Parks and Recreation Commission Meeting Minutes - Final July 8, 2020 - What design criteria did you have in mind? Outreach was conducted to those that lived in the area and we did the online survey. Posted signs in the area asking people that with either live nearby, shop or use the train station to respond. We took their responses in mind for the concept. - Have you considered hand washing stations? No, we have not. - Are there any plans to incorporate technology in the design? Nothing is in the current plan. We could look into sensor based misters. - Will signs be installed? We had not considered that. We considered opening landscape around the perimeter to show it was an open area. We could consider installing signs to show them what is nearby and direct to Murphy Street. - Is there a walking path nearby? There is one that goes around the perimeter. - Could we add distance markers for the public to use when walking for exercise? That's a good suggestion. Chair Kenton asked if there were any members of the public wishing to speak on this item, Being none, Chair Kenton asked for any further discussion or for a motion. Vice Chair Giri moved and Commissioner Mitchitaka seconded the motion to approve Alternative 1: Recommend that City Council Approve the Preferred Concept as shown on Attachment 6 of the report. Chair Kenton asked city staff to conduct a random order voice vote. Chair Kenton asked for nominations for Chair. Commissioner Bremond nominated Chair Kenton. Chair Kenton accepted the nomination. Commissioner Michitaka nominated Vice Chair Giri. Vice Chair Giri declined he nomination. Staff conducted a random order voice vote. The motion carried, 5-0. Chair Kenton will remain as Chair. Chair Kenton asked for nominations for Vice Chair. Vice Chair Giri nominated himself. Staff conducted a random order voice vote. The motion carried, 5-0. Vice Chair Giri will remain as Vice Chair. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 20-0488 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2021 Standing item. No new study issues proposed. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioners inquired and staff responded: - Is Plaza del Sol considered a new park? It is already considered a park. What was voted on today are enhancements. - Any updates on Fair Oaks Park? It will be going back to Council as over budget. We hope to still break ground this year. - Has there been discussion with the County on the Baylands study issue? It is currently at the City Manager level. Staff is considering the best way to engage the County. City of Sunnyvale Page 5 Parks and Recreation Commission Meeting Minutes - Final July 8, 2020 -Staff Comments Superintendent Stark ran though what is currently opened and what is closed based upon the current County order and noted that there is more to come once further direction is released on the new order that is starting July 13. Superintendent Stark updated the commissioners on the Washington Swim Center and invited them to see the progress for themselves. Commissioners inquired/commented and Superintendent Stark or staff responded: -Are the parks being cleaned as they were? We are generally back to our normal schedule. You will see a difference on the turf as we have been directed to reduce the water usage by 20%. -Commissioner Bremond gave an updated on swimming at Fremont High School starting next week. - Are neighborhood grants moving forward and was National Night Out cancelled? Interested in planting saplings, can we do this? Yes, the grants are moving forward. They will be discussed next Wednesday. National Night Out has been tentatively rescheduled to October. Yes, we can talk about saplings, please contact me directly (Superintendent Stark). Youth and Resources Manager, Angela Chan informed the commissioners that the Senior Center has been hosting virtual classes and talks and gave an update on the contract and pool at Fremont High School.
