City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, January 19, 2022 6:00 PM Telepresence Meeting: City Web Stream Special Meeting - 6:00 PM Special Teleconference Notice Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 4, 2022. CALL TO ORDER Chair Eskridge called the meeting to order at 6:00 p.m. via teleconference. ROLL CALL Present: 5 - Chair Dawna Eskridge Vice Chair Agnes Veith Commissioner Winnie Lam Commissioner Sue Serrone Commissioner Susannah Vaughan Commissioner Lam (arrived at 6:03 p.m.) Council Liaison Larrson (present) ORAL COMMUNICATIONS None. CONSENT CALENDAR Vice Chair Veith moved and Commissioner Vaughan seconded the motion to approve the consent calendar as presented. The motion carried by the following vote: City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final January 19, 2022 Yes: 5 - Chair Eskridge Vice Chair Veith Commissioner Lam Commissioner Serrone Commissioner Vaughan No: 0 1 22-0208 Approve the Arts Commission Meeting Minutes of November 17, 2021 Approve the Arts Commission Minutes of November 17, 2021 as submitted. PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0157 Review and Recommendation of Public Art for Civic Center Amphitheater There is no staff recommendation for this project. Pursuant to the Art in Public Places procedures, the Arts Commission should rank the proposals and develop a recommendation to City Council for consideration and final approval. The selected conceptual design will be further developed with oversight from staff to meet the Art in Public Places guidelines within the allocated budget. Trenton Hill, Recreation Services Manager, introduced the Civic Center Amphitheater public art finalists. Highlights included: project background, number of applicants, conceptual ideas, and project timeline. Staff conducted a voice vote and the final rank is as follows: 1. Linda Brunker 2. Ilan Averbuch 3. Benjamin Ball 4. Laura Haddad 5. Shan Shan Sheng Motion: Approve the Civic Center Amphitheater public artists as presented. The motion carried by the following vote: City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final January 19, 2022 Yes: 5 - Chair Eskridge Vice Chair Veith Commissioner Lam Commissioner Serrone Commissioner Vaughan No: 0 3 22-0213 Approve Art in Private Development Project - Google Caribbean/300 W. Caribbean Drive Trenton Hill, Recreation Services Manager, provided a brief introduction to the Art in Private Development project. Chandra Cerrito, Art Advisor, and Ned Khan, Artist, provided a presentation for the Google at Caribbean location. Highlights included: site plan, previous work, inspiration, project details, lighting plan and scale. Commissioners inquired and staff responded. The Commission has received notice from the public that there are concerns regarding the lighting plan for the project, would there be any flexibility to adjust? Yes, definitely open to compromise. We can either have the lights turned on during certain hours of the night or remove completely, as it is allowed by current specific use plans, codes and ordinances. Staff clarified that although a lighting plan is required to be submitted as part of the permitting process, the developer will work with Planning to ensure that plan aligns with all ordinances and codes. Chair Eskridge opened for public comment: Dashiell, Barry, Mike, Guilianna, Eileen and Michael voiced their concern regarding the lighting plan for the project. They noted that the use of blue LED lights and up lighting would be a detriment to insect and bird populations. They also noted that the design lighting plan would be in violation of the City's parking structure design guidelines for lighting and the City's bird safe design standards. Chair Eskridge closed public comment: Commissioner Vaughan moved and Commissioner Veith seconded the motion to approve the item as presented. Chandra Cerrito, Art Advisor, and Mike Whiting, Artist, provided a presentation for the Google at Mass Timber location. Highlights included: site plan, previous work, inspiration, project details, rendering and lighting plan. Commissioners inquired and staff responded. Could we add a plaque to provide information on the art piece's concept? Yes, we can add a plaque to provide historical reference. Chair Eskridge opened for public comment: Gita, Joel and Mike voiced their concern regarding the lighting plan for the project. They have ecological concerns that the use of blue light and up lighting will be a detriment to insects and bird populations. Chair Eskridge closed public comment: Commissioner Vaughan moved and Vice Chair Serrone seconded the motion to approve the item as presented.
