ROLL CALL Present: 4 - Chair Prakash Giri Commissioner Daniel Bremond Commissioner David Kesting Commissioner Dona Mason Absent: 1 - Vice Chair Gregory Dibb Commissioner Dibb (excused absence) Council Liaison Din (absent) PRESENTATION A 22-0203 Park Dedication Fund Review Superintendent of Parks and Golf, Jim Stark provided an update on the Park Dedication Fund. Highlights included: background of fund's purpose, current budget, and update on current renovations at Fair Oaks Park. Commissioners inquired and staff responded: Can staff provide clarification on how the Park Dedication Fund is supported? The Quimby Act requires that either land or fees are provided when commercial land becomes a residential area. Highlights included: demolition, turf preparation, field installation, restrooms, Magical Playground Bridge, and current status of construction. Commissioners inquired and staff responded: Is the construction for the Fair Oaks Park under budget? Currently the construction is in budget and on time. Will the Fair Oaks Park Building be upgraded? Not at this time. ORAL COMMUNICATIONS Gil, residents of Sunnyvale, proposed that the Commission explore installing disk golf baskets in Sunnyvale parks. Each disk golf basket would cost the city an estimated $500 and the Silicon Disk Golf Club would sponsor the installation of a few. Jim, member of the Silicon Disk Golf Club, seconded Gil's proposal. CONSENT CALENDAR Commissioner Kesting moved and Commissioner Mason seconded the motion to approve the consent calendar as presented. PUBLIC HEARINGS/GENERAL BUSINESS City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final January 12, 2022 2 22-0205 Rank 2022 Study Issues Commissioners collectively discussed the study issues of LRS 20-03 Assessment of Needs for Additional Outdoor Sports Programs and Facilities, ESD 17-01 Eliminate the Use of Chemical Pesticides on City Owned or Leased Property, DPW 22-04 Street Tree Repopulation with an Equity Lens, ESD 22-02 Promotion and Assessment of Sustainable Landscaping Strategies, DPW 20-11 Evaluate Feasibility of Dog Off-leash Hours in Select Sunnyvale Parks, DPW 22-05 Need, Feasibility and Cost Study for Batting Cages in City Open Spaces for All Sports, DPW 20-03 Waste Reduction Initiative in Sunnyvale Parks, and LRS 22-01 Transparency in Permitting for Field Use at Local Parks. Commissioners asked for clarification on study issues DPW 22-04, DPW 20-03 and LRS 22-01. Staff provided insight. Chair Kenton opened for public comment. Ralph Kenton, Sunnyvale resident, voiced his support for LRS 20-03 Assessment of Needs for Additional Outdoor Sports Program and Facilities. He noted that The City of Sunnyvale is currently far behind the curve for tennis/pickleball courts. Chair Kenton closed public comment. Staff conducted a random voice vote and informed the Commissioners of the ranking study issue results: 1. LRS 20-03 Assessment of Needs for Additional Outdoor Sports Programs and Facilities 2. The motion carried by the following vote: Yes: 4 - Chair Giri Commissioner Bremond Commissioner Kesting Commissioner Mason No: 0 Absent: 1 - Vice Chair Dibb STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 3 22-0206 Parks and Recreation Commission Proposed Study Issues, Calendar Year: 2023 Standing item. No study issues approved in previous meeting were proposed. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Giri asked how the Commission would promote the public's inquiry of adding disk golf baskets in Sunnyvale? Staff replied that the Commission could submit a study issue on behalf of the participant, the public member could lobby at a City Council meeting, or provide input during an outreach meeting for a current site renovation project. Commissioner Kesting asked if a gold disk component could be added to the current study issue of Assessment of Additional/Expanded Outdoor Sports Programs. Staff agreed and informed that Commission that recommendation could be provided to the consultant. -Staff Comments Jim Stark notified the Commission that Parks staff are currently cleaning/replacing outdoor equipment to prep for the upcoming spring/summer activities.
