City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, February 16, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 25, 2022. Chair Eskridge called the meeting to order at 7:02 p.m. via teleconference. ROLL CALL Present: 4 - Chair Dawna Eskridge Vice Chair Agnes Veith Commissioner Winnie Lam Commissioner Sue Serrone Absent: 1 - Commissioner Susannah Vaughan Council Liaison Larrson (present) PRESENTATION A 22-0271 Hands on the Arts Festival (Scope) Trenton Hill, Recreation Services Manager, and Kristin Dance, Recreation Services Coordinator, provided an update on the Hands on the Arts Festival. They informed the Commission that HOTS will merge with a cultural event and be free to the community. The event will celebrate diverse cultures, include art booths, showcase performances, and welcome participants of all ages. The event will be titled Sunnyvale Cultural Celebration Featuring Hands on The Arts Festival. Staff asked that the Commission participate in the event and brainstormed art booth ideas. City of Sunnyvale Page 1 Arts Commission Meeting Minutes - Final February 16, 2022 CONSENT CALENDAR 1 22-0269 Approve the Arts Commission Meeting Minutes of January 19, 2022 Commissioner Serrone moved and Commissioner Veith seconded the motion to approve the consent calendar as presented. The motion carried by the following vote: Yes: 4 - Chair Eskridge Vice Chair Veith Commissioner Lam Commissioner Serrone No: 0 Absent: 1 - Commissioner Vaughan PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0212 Review and Recommend Design Proposals for The Great Box Cover-Up! (Utility Box Painting Project-Phase 1) Recreation Coordinator, Kristin Dance provided a presentation on the Utility Box Painting Project. Highlights included: project phases, request for qualifications, selection panel, compensation, conceptual design and recommendation. Commissioners inquired and staff responded: Was the request for qualifications for all utility boxes or just the first phase? The request for qualification was for the first 12. The process will be repeated for the next phase. Is staff able to provide the location of each artists' assigned utility box? Yes, staff will add the location information to the report to Council. Commissioner Serrone moved and Vice Chair Veith seconded the motion to approve the recommendation to City Council for final approval of all 12 design proposals by artists advanced by the selection panel. No study issues approved in previous meeting were proposed. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Veith asked staff to provide an update on approved Art installations that were presented at previous Commission meetings. Kristin provided an updates on Future Cities Lab, Othello, Council's decision for the Civic Center Amphitheater, and Google at Caribbean. Commissioner Serrone asked if the City felt that the Gingerbread Village and Candy Cane Hunt were a success? Yes, the events were very well received. -Staff Comments Trenton Hill informed Council that a survey will be conducted regarding a Sunnyvale art sculpture that requires artist modification.
