City of Sunnyvale Meeting Minutes - Final Parks and Recreation Commission Wednesday, March 9, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on February 22, 2022. Chair Giri called the meeting to order at 7:01 p.m. via teleconference. ROLL CALL Present: 4 - Chair Prakash Giri Vice Chair Gregory Dibb Commissioner Daniel Bremond Commissioner David Kesting Council Liaison Din (absent) PRESENTATION A 22-0368 Parks and Park Buildings Update Superintendent of Parks and Golf, Jim Stark, provided a presentation on Serra Park. Highlights included: map, history, amenities and rehabilitation schedule. Chair Giri opened for public comment. Susan B., Sunnyvale resident, informed the Commission that the Serra Park building has termite damage and can use the renovation. She added that adding Pickleball courts to Serra Park would be greatly desirable. Chair Giri closed public comment. B 22-0357 Study Issues Update (Citywide) Administrative Aide, Ricky Le provided a presentation on Study Issues. Highlights City of Sunnyvale Page 1 Parks and Recreation Commission Meeting Minutes - Final March 9, 2022 included: results of study issues workshop, timeline for feedback by the City Manager, and 2022 budget workshop date. ORAL COMMUNICATIONS Michael S., Sunnyvale resident, inquired on the feasibility of converting the PG&E land near Greenwood Manor Park into a dog park? As the land does not belong to the City, residents would need to work directly with PG&E. Staff can review agreements with PG&E to facilitate a contact. Susan B., Sunnyvale resident, asked if the Commission could create a study issue for the City to replace gas leaf blowers with electric alternatives? The Parks department purchases a few electric leaf blowers each year to test. Currently, the commercial quality of electric leaf blower's battery life and ability to be used in wet conditions do not meet the standard yet for the department to switch to electronic alternatives. CONSENT CALENDAR 1 22-0328 Approve the Parks and Recreation Commission Meeting Minutes of February 9, 2022 Commissioner Kesting moved and Commissioner Mason seconded the motion to approve the Parks and Recreation Commission Minutes of February 9, 2022. Yes: 5 - Chair Giri Vice Chair Dibb Commissioner Bremond Commissioner Kesting Mason No: 0 PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0166 Recommend Approval of the Consultant Report for Study Issue DPW 19-07 Ascertain Suitable Location(s) for the Installation of Youth Cricket Batting Cages and Potential Funding Sources Superintendent of Parks and Golf, Jim Stark, provided a presentation on the Consultant Report for Study Issue DPW 19-07 Ascertain Suitable Location(s) for the Installation of Youth Cricket Batting Cages and Potential Funding Sources. Highlights included: background, park assessment, community input, batting cage design, cost analysis, funding sources and recommendation to accept findings of City of Sunnyvale Page 2 Parks and Recreation Commission Meeting Minutes - Final March 9, 2022 report. Commissioners inquired and staff responded: Why is the quote for the City to install batting cages so expensive? One of the factors could be that the City is required to pay prevailing wages. Additionally, Verde Design has built installations like this before, so their quote is based off of prior experience. Commissioner Kesting sought clarification that if a contract goes out for bid, the least expensive and most competent bid would be accepted by the City. He noted that $500,000 for a single batting cage seemed overpriced. Jim concurred and mentioned that a private/public joint partnership would likely be more cost effective. Chair Giri added that in 2006, batting cages at De Anza Park cost $26,000. His current estimates are around $60,000, which greatly vary from the estimates provided by Verde Design's presentation. Was the installation of natural turf discussed when designing the batting cages? Yes, but ultimately not chosen due to maintenance cost of wear and tear. Commissioners asked specific questions on how Verde Design developed installation quotes for the Batting Cages. Staff recommended that Commissioners send an email with specific questions. Staff will then forward inquiries to Verde Design consultants and provide feedback to Commission. Commissioner Kesting reiterated that the study specifically mentioned "shared use" and recommended that the installation of the batting cages be done at an equitable location. Chair Giri noted that the optimal location for the batting cages be at either Fair Oaks or Lakewood. Commissioner Bremond moved and Chair Giri seconded motion to approve Alternative 1. Recommend that City Council approve the Verde Design, Inc. [DS13] Study Issue Report as presented in attachment 1 and study recommendations including six parks as potential locations for shared-use batting cages: Ortega Park, De Anza Park, Fair Oaks Park, Lakewood Park, Raynor Park and Serra Park. No study issues approved in previous meeting were proposed. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Kesting applauded City residents that have shared their ideas with the Parks and Recreation Commission. He looking forward to the City exploring these requests. Public members can reach out to him directly at davidkesting@gmail.com to discuss ideas and submit study issues. -Staff Comments Ricky Le informed the Commission that starting in April the Commission would be conducted in a hybrid model that would allow for participants to attend virtually and in-person. Staff will order name badges and name plates for Commission members. Further instruction will be provided after City Council's meeting on March 22, 2022.
