City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, October 19, 2022 7:00 PM Telepresence Meeting: City Web Stream CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on September 27, 2022. Chair Eskridge called the meeting to order at 7:00 p.m. via teleconference. Highlights included: Art in Private Development, Art in Public Places, projects, miscellaneous, and what's next. ORAL COMMUNICATIONS None. PUBLIC HEARINGS/GENERAL BUSINESS 2 22-0372 Recommend Council Approve Art in Private Development Project - Hunter Properties/CityLine, titled Heads (Phase 2, Artwork 1 of 4) in a Temporary Location for Up to 3 Years and Require Submittal of the Permanent Artwork Location, Landscaping and Lighting Plans for Council Approval Prior to Permanently Relocating it to Redwood Square Kristin Dance introduced Art Liaison, Ellie Hunter, and Developer, Deke Hunter, to present for the Art in Private Places Project - Hunter Properties/Cityline. Highlights included: artist background, past work and proposed work. Chair Eskridge opened for public comment: Neela S. informed the Commission that Iizuka Sister City is in the process of creating a collage of Fremont High School. Chair Eskridge closed public comment. Motion: Commissioner Veith moved and Vice Chair Lam seconded the motion to approve Alternative 1: Recommend City Council Accept Proposed Unconditional Donation of Art, titled Ito Den-emon House Collage, from the Sunnyvale Art Club and Iizuka Art Association Yes: 5 - Chair Eskridge Vice Chair Lam Commissioner Filley Commissioner Kauffman Commissioner Veith No: 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 4 22-1018 Discussion and Consideration of Potential Study Issue: High Quality Art at Affordable Low Income Housing Trenton Hill provided background on the proposed study issue. Currently the Art in Private Development and Art in Public Places ordinance don't include residential development. Study issue will explore how viable the request is and if there is funding. Chair Eskridge noted that funding could come from the developer, similar to Art in Private Development or Public Places ordinance that requires the developer to provide a percentage based on the evaluation or in-lieu fees. Commissioner Filley proposed that the study issue center around high density housing, as opposed to just affordable housing. The trigger to include art could be based on the number of units or valuation of homes. Commissioner Veith recommended that the Commission discuss with Housing City of Sunnyvale Page 3 Arts Commission Meeting Minutes - Final October 19, 2022 Commission. Commissioner Kauffman recommend that staff reach out to neighboring cities. The City of San Francisco requires residential buildings to include artwork. Commissioner Veith sponsored the study issue. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Veith provided an update on the success of the Yarn in the Park Project and encourages the public to visit. Vice Chair Lam thanked staff for supporting the gingerbread village and asked if staff could assist with transporting the acrylic panels, as the gingerbread village will be hosted in Downtown Sunnyvale before being hosted at the Library. Chair Eskridge noted that currently the City has the Great Candy Cane Hunt. -Staff Comments None.
