City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, June 21, 2023 7:00 PM Online and Bay Conference Room (Room 145), City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Eskridge called the meeting to order at 7:03 p.m. SALUTE TO THE FLAG Chair Eskridge led the salute to the United States flag. ROLL CALL Present: 3 - Chair Dawna Eskridge Commissioner Kathryn Filley Commissioner Molly Kauffman Absent: 1 - Vice Chair Winnie Lam Council Liaison Din (present) PRESENTATION A 23-0611 Arts Bike Rack Sunnyvale resident, Sharlene Liu, provided a presentation on Artistic Bike Racks. Highlights included: benefits of biking, examples of artistic bike racks, functional art, proposed design contest, reference cities, possible Sunnyvale locations and funding options. Chair Eskridge opened the public hearing, and there being no public testimony, closed the public hearing. Commissioners inquired and staff responded: How does the City access art funds? The Master Plan for Public Art has a project proposal process that allows the City to fund selected art categories. Artistic bike racks may be explored for consideration in the next cycle. How much does an artistic bike rack cost? They may cost up to $5,000, while regular bike racks cost close to $500. B 23-0405 Arts Commission Roundtable for Arts Commission Chairs Across Santa Clara County Chief Executive Officer at SVCreates, Connie Martinez, provided a presentation on SVCreates and the purpose of the Arts Commission Roundtable for Arts Commission Chairs Across Santa Clara. Chair Eskridge opened for public comment. Sunnyvale resident, Winnie L., asked if SVCreates had specific ideas for a partnership with Sunnyvale? Each city has their own needs, but neighboring cities have used SVCreates to assist with funding, mediated for commissions, and crafted a grant program. Chair Eskridge closed public comment. Commissioners inquired and staff responded: Can staff provide information on the Sunnyvale and SVCreates proposed memorandum of understanding? Staff will send commissioners a copy to review. C 23-0610 National Arts and Humanities Month (Scope) Recreation Services Manager, Trenton Hill, and Recreation Services Coordinator, Kristin Dance, provided a scope of the National Arts and Humanities Month. Highlights included: general plan and feedback from the community. Chair Eskridge opened the public hearing, and there being no public testimony, closed the public hearing. Commissioners inquired and staff responded: Would live performances be a option to celebrate National Arts and Humanities Month? Yes, staff are open to all suggestions. City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final June 21, 2023 D 23-0612 Recognition of Service Director of Library and Recreation Services, Michelle Perera, thanked Commissioner Veith for her years of service and accomplishments as a part of the Arts Commission. Chair Eskridge opened the public hearing, and there being no public testimony, closed the public hearing. ORAL COMMUNICATIONS None. CONSENT CALENDAR Commissioner Veith moved and Commissioner Kauffman seconded the motion to approve the consent calendar as presented. PUBLIC HEARINGS/GENERAL BUSINESS STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS City of Sunnyvale Page 3 Arts Commission Meeting Minutes - Final June 21, 2023 -Commissioner Comments Commissioner Filley asked staff about the status of expanding the role of Arts Commissioners to be earlier in the art approval process. Staff responded that we will agendize the topic for a future meeting to discuss further. Commissioner Veith asked for the estimated time of completion for the public art at the Civic Center Amphitheater. Staff responded that it is tentatively scheduled to be installed in August/September. -Staff Comments None. INFORMATION ONLY REPORTS/ITEMS 2 23-0614 Arts Commission Proposed Study Issues, Calendar Year: 2024 Standing item. No study issues approved in previous meeting were proposed.
