CALL TO ORDER
Commissioner Kesting called the meeting to order at 7:00 p.m.

Commissioner Kesting led the salute to the United States flag.

PRESENTATION
A 23-0620 Sunnyvale City CycleWay Program
Sunnyvale resident, Daniela Forero, provided a presentation on the CycleWay
Program. Highlights included: proposal, reason, examples and benefits.
Commissioners inquired and staff responded:
What are the parking, traffic and financial implications of the circuit? Unknown, the
study issue would provide insight.
Council Liaison Melton informed the Commission that the City has an adopted policy
called the Active Transportation Plan and that there is overlap with the proposal. He
recommends Daniela reach out to the City Manager to submit a study issue.

B 23-0607 Ramona Ave PG&E Right-Of-Way
Sunnyvale resident, Eric Krock, provided a presentation on the Ramona Ave PG&E
Right-of-Way property. Highlights included: Issue, opportunity, site constraints,
current legal status, options for sites, long term vision, potential future
improvements, potential funding partners, current status and next steps.
Commissioner Kesting opened for public comment.
Atul K., Elisa F., Rebecca H., Pramod S., Gary T., Kimchi C., and Weifei supported
the recommendation to transform the PG&E right-of-way into an open space park.
Commissioner Kesting closed public comment.
Commissioners inquired and staff responded:
What is staff's feedback on the proposal? The Director of Public Works has reached
out to PG&E. If open, then the lot would go through the park land improvement
process where we would gather community input for concept plans.
What has PG&E said about the possibility of working with the City? The land agent
for PG&E would need to work directly with the City.
Why does the proposal exclude a dog park? Including a dog park will increase noise
and parking issues.
Commissioner Kesting noted that there is no public easement to the lots and that
the lots are not of an unknown legal status, they are privately held property by
PG&E with the adjoining lots privately held by the city. There is also a study issue
(RTC 01-315) that was already reviewed and that study suggested the City approve
the creation of parks on these lots. He doesn't understand why we can't use this
study issue to push this project forward as its already be done.
Commissioner Bremond recommended that a bathroom be installed and
Commissioner Kesting recommended that a dog park be implemented in the open
space plan.
C 23-0621 Recognition of Service
Council Liaison Russ Melton recognized Chair Giri and Vice Chair Dibb's
contribution to the Parks and Recreation Commission.

PUBLIC HEARINGS/GENERAL BUSINESS
2 23-0302 Recommend that City Council Approve the Proposed
Sunnyvale Middle School Master Plan to Accommodate New
Facilities, Authorize the City Manager to execute the First
Amendment to the Agreement between the City and the
Sunnyvale School District Regarding the Master Plan and Find
the Action is Exempt from the California Environmental Quality
Act (“CEQA”) pursuant to CEQA Guidelines Sections 15302
and 15061
Superintendent Stark, and Brandt Burns, Director of Fields and Facilities at
Sunnyvale School District, provided a presentation on the Master Plan for
Sunnyvale Middle School. Highlights included: proposal, fiscal impact, field impact,

public outreach and alternatives.
Commissioner Kesting opened the public hearing, and there being no public
testimony, closed the public hearing.
Commissioners inquired and staff responded:
How long is this project estimated to take? 12-14 months of construction using a
modular approach.
How long have the portables been on campus? Most of them have been there for
20 years.
Will patrons have access to the fields during construction? Yes, fields will remain
open.
Commissioner Bremond moved and Commissioner Mason seconded the motion to
approve the proposed Master Plan for Sunnyvale Middle School open space to
include the new permanent classrooms per attachment 5. The motion carried by the
following vote:

Open Space at School Sites owned by the Sunnyvale School
District (Attachment 3 to the Report) and Find the Action is

15061.
