City of Sunnyvale Meeting Minutes - Final Arts Commission Wednesday, November 15, 2023 7:00 PM Online and Bay Conference Room (Room 145), City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Veith called the meeting to order at 7:03 p.m. SALUTE TO THE FLAG Chair Veith led the salute to the United States flag. ROLL CALL Present: 2 - Chair Agnes Veith Commissioner Dawna Eskridge Absent: 2 - Commissioner Molly Kauffman Commissioner Winnie Lam Commissioner Lam (excused absence) Commissioner Kauffman (excused absence) Council Liaison Cisneros (present) PRESENTATION A 23-0863 Public Art Annual Update Recreation Services Manager, Trenton Hill, and Recreation Services Coordinator, Kristin Dance, provided a presentation on Public Art Annual Update. Highlights included: Art In Private Development, Art In Public Places, in-lieu fees, public art fund, miscellaneous projects, public art tours, and what’s ahead. Commissioners inquired and staff responded: Will the Lakewood Library have an art component? Yes, the Lakewood Branch Library will have an interior and exterior art component. Additionally, when Lakewood Park gets renovated, it will have an updated art component too. How many suns does the city project to make for the Icons Project? Is the City considering conducting the artistic bike rack project that was presented to the Arts Commission previously? Staff will follow up with Sharlene Liu. Staff recalls that the property she suggested for the project was private property. B 23-1028 Advocating for Sunnyvale Art Programs Chair Veith, discussed Advocating for Sunnyvale Art Programs. Commissioners inquired and staff responded: Other than approving art projects at meetings, how the Commission can provide support to the arts? The Commission can continue providing outreach for City sponsored art projects, volunteering for events, and advocating for the arts. Can the Arts Commission host a joint meeting with the Heritage Preservation Commission to discuss potential collaboration? Possibly, staff will review and discuss. ORAL COMMUNICATIONS None. CONSENT CALENDAR Commissioner Eksridge moved and Vice Chair Filley seconded the motion to Approve the Arts Commission Minutes of September 20, 2023 as submitted. PUBLIC HEARINGS/GENERAL BUSINESS City of Sunnyvale Page 2 Arts Commission Meeting Minutes - Final November 15, 2023 2 23-1049 Review and Approve 2024 Master Work Plan Vice Chair Filley moved and Commissioner Eskridge seconded the motion to approve the 2024 Master Work Plan with the amendment that February adds the agenda topic 'Discuss Commission Artwork Projects for 2024.' The motion carried by the following vote: Yes: 3 - Chair Veith Filley Commissioner Eskridge No: 0 Absent: 2 - Commissioner Kauffman Commissioner Lam 3 23-1047 Annual Review and Acceptance - Code of Ethics Vice Chair Filley moved and Chair Veith seconded the motion to that the Commission reviewed and accepted the Code of Ethics. The motion carried by the following vote: Yes: 3 - Chair Veith Filley Commissioner Eskridge No: 0 Absent: 2 - Commissioner Kauffman Commissioner Lam STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments VIce Chair Filley asked if staff could provide an update on CDD 23-04 Explore Expanding Sunnyvale Municipal Code 19.52 (Art in Private Development) to Include a Public Art Requirement for High Density Residential Developments (Including Affordable Housing).
