CALL TO ORDER
Chair Kesting called the meeting to order at 7:02 p.m.

PRESENTATION
A 23-1024 PRESENTATION - Civic Center Phase 2 - Main Library:
Project Overview
Stephen Ping, Senior Engineer; Allison Boyer, Assistant City Engineer; Michelle
Perera, Director of LIbrary and Recreation Services; Andrea Gifford, consultant; and
David Schnee, consultant, provided a presentation on the Main LIbrary Project
Overview. Highlights included: Introduction, project background, phase 2 project
overview, project development, community engagement, and next steps.
Commissioners inquired and staff responded:

What percentage of library materials borrowed are physical and digital? About 15%
digital compared to 85% physical.
Can the new library be more than two stories? Yes, but staff will need to evaluate.
What is the current budget? There is no budget yet. Although the City does have
funds set aside, the remaining funds will need to be provided by the State.
Can the Park Dedication Fund be used on the Library? Yes, for new space such as
parking or a accompanying park area.
What is the proposed square footage? 120,000 square footage.
Has the City conducted community outreach meetings? No.
Commissioners recommended that the Main Library be at least two stories, have
bicycle access routes and include a food court.
ORAL COMMUNICATIONS
Gary T., Robert S., and Harold B. are proponents of the City exploring a dog
off-leash area (DOLA) program. They cited that it was a great way for dogs to
socialize with other dogs. Their owners would be able to meet other people as well.

Commissioner Bremond moved and Commissioner Giri seconded the motion to

submitted.
PUBLIC HEARINGS/GENERAL BUSINESS
2 23-1048 Review and Approve 2024 Master Work Plan
Commissioner Giri moved and Chair Kesting seconded the motion to approve the
2024 Master Work Plan, and add a Special Event Report in February.
The motion carries by the following vote:

STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
4 24-0149 Park Benches for Increased Senior Citizen Mobility
Chair Kesting discussed the potential study issue of Park Benches for Increased
Senior Citizen Mobility.
Jim Stark, Superintendent of Golf and Parks, noted that he will get feedback on
which department would be best suited to submit the study issue. The study issue

could be impacted by various initiatives such as the Active Transportation Plan,
American with Disabilities Act (ADA) Transition Plan, and Park Dedication Fund.
Commission will agendize for the next meeting.

-Commissioner Comments
Commissioner Giri asked for an update on an inquiry he forwarded to LRS about
little library in parks. Damon will follow up.
Chair Kesting provided an update that Council approved the Corn Palace
recommendation. He added that the plan added parking, included benches,
removed the exercise equipment, expanded the pollinator garden, and decreased
the size of the mound.
Commissioner Giri added that he heard Fremont High School was redistricting and
asked if the City would have representation. Staff will circle back once more
information is provided.
-Staff Comments
Jim Stark recommended Commissioners visit the study issue webpage and view
current study issues that are currently taking place within the City. He added that
residents should attend the Council Strategic Session and advocate for their
interests.
