City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, January 16, 2014 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Manitakos called the meeting to order at 6:35 p.m. in the West Conference Room. ROLL CALL Present 7 - Vice Chair Kevin Jackson Commissioner David Jones Commissioner Richard Kolber Chair James Manitakos Jr. Commissioner Angela Rausch Commissioner Cathy Switzer Commissioner Kyle Welch Council Liaison Attendance: Council Liaison Meyering (absent) PUBLIC ANNOUNCEMENTS Commissioner Jackson announced that the Valley Transportation Authority Bicycle and Pedestrian Advisory Committee is working on a bicyclist anti-harassment ordinance for the County of Santa Clara, and will be considering the Lawrence Expressway Grade Separations Concept Study. He announced a study session on the Mathilda/237 interchange project, which staff clarified will be held February 11, 2014. He noted that the State Legislature is considering legislation making cycle tracks a State design standard. He summarized an unsuccessful experiment in Boston with colored pavement and sharrows. He provided a summary of Active Transportation funding for FY 2014/15 by the State of California. He announced the annual awards presentation by the County Traffic Safe Communities Network. The motion carried by the following vote: Yes 7 - Vice Chair Jackson Commissioner Jones Commissioner Kolber Chair Manitakos Jr. Commissioner Rausch Commissioner Switzer Commissioner Welch No 0 1.B 14-0094 Proposed 2014 BPAC Master Work Plan/Calendar Yes 7 - Vice Chair Jackson Commissioner Jones Commissioner Kolber Chair Manitakos Jr. Commissioner Rausch Commissioner Switzer Commissioner Welch No 0 PUBLIC COMMENTS Jim Stallman informed the Commission of the availability of an environmental document for a Highway 85 High Occupancy Toll lane project. He stated that this may be an opportunity to include reconstruction of The Dalles bicycle/pedestrian bridge in the project. PUBLIC HEARINGS/GENERAL BUSINESS City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final January 16, 2014 Commission 2 14-0096 Lawrence Expressway Grade Separations Study - Consideration of Conceptual Alternative Staff gave a brief report. Dan Collen, Deputy Director of the County of Santa Clara Roads and Airports Department and Adam Dankberg, Project Manager with Kimley-Horn Associates gave a Powerpoint presentation and distributed materials on a Lawrence Expressway Grade Separations Concept Study. The BPAC considered the bicycle and pedestrian aspects of conceptual alternatives developed for the study and provided feedback to staff and the County project team members. The public hearing was opened. Sue Harrison advocated for a conceptual alternative that would depress Lawrence Expressway below grade and provide local access via frontage roads. 3 14-0095 Annual Review of the Code of Ethics and Conduct for Elected and Appointed Officials The item was accepted as submitted without discussion NON-AGENDA ITEMS & COMMENTS COMMISSIONER ORAL COMMENTS Commissioner Jackson commented on complete streets policy, use of thermoplastic for bike lane markings, and a neighborhood bike routes project. He inquired about the BPAC emails item. He noted that BPAC meeting packets were not available in the library. He inquired about the status of relocation of the library bike locker and removal of an incorrect turn arrow on Pastoria Avenue. He advocated to the BPAC membership to consider a utility bill stuffer that would promote the new State law regarding passing bicyclists. Commissioner Switzer noted that lights are out on the Borregas Avenue/Route 101 bike and pedestrian bridge. She complemented the City on the recent repaving of Sunnyvale Avenue. Commissioner Welch noted that left turning vehicles are not yielding to through traffic at the Bernardo/Fremont intersection. Commissioner Jones noted a dip in the roadway on southbound Sunnyvale Avenue approaching Arques Avenue. INFORMATION ONLY REPORTS/ITEMS 14-0106 Active Items List Accepted as submitted. 14-0113 Department of Public Safety Office of Traffic Safety Grant Proposal Chair Manitakos noted the high number of injuries and fatalities cited in the proposal. Commissioner Switzer asked if a driver education component could be added to the grant proposal. Commissioner Jackson noted that the proposal should call accidents crashes.
