Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER The Sustainability Commission was called to order at 7:00 p.m. with Chair Harrison presiding. Commissioner Srivastava announced that Fremont High School will be holding an electronic waste recycling event on January 25, 2014 from 9 am to 1 pm. Residents can drop off old electronics for recycling. Chair Harrison closed the public hearing. CONSENT CALENDAR City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final January 21, 2014 1.A Draft Minutes of the Sustainability Commission Meeting of December 16, 2013 Commissioner Fukumoto moved and Commissioner Hafeman seconded the motion to approve the consent calendar. PUBLIC HEARINGS/GENERAL BUSINESS City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final January 21, 2014 2 Discussion and Possible Action Regarding the City’s Long Term Trash Reduction Plan and Determination that Project is Exempt from CEQA Commissioner Paton moved and Commissioner Kisyova seconded a motion to recommend Council approve Alternative 1: Authorize the City Manager to submit the Long Term Trash Reduction Plan to the Regional Water Quality Control Board by February 1, 2014 as required by the Regional Stormwater Permit and to place more emphasis on retail and fast food restaurants and schools during the implementation of the plan. Commissioner Hafeman commented that additional emphasis and attention should be focused on high trash producing businesses like retail establishments and fast food restaurants. Commissioner Hafeman commented that it would be nice if an “adopt-a-highway” type of program could be implemented along El Camino Real. Commissioner Hafeman commented that a litter reporting hotline may be a useful tool in the long term strategy. Commissioner Fukumoto commented that the trash map should be refined to include areas along Louise and Kennewick near Homestead High School as high trash generation areas. Commissioner Fukumoto commented that she is pleased that the City is making a concerted effort to engage and provide outreach to students from grade school through high school. Commissioner Kisyova commented that more field surveys may be needed and more staff dedicated to monitoring litter. Commissioner Kisyova commented on the need for dedicated funding to implement and carry out the trash plan activities. Commissioner Paton commented that the plan should identify and classify “halo” areas, where litter is commonly found in an identifiable radius around fast food, convenience and retail stores. The motion passed by the following vote: Yes: 6 - Commissioner Fukumoto Commissioner Hafeman Chair Harrison Commissioner Kisyova Commissioner Paton Vice Chair Srivastava No: 0 Absent: 1 - Commissioner Glaser 3 Discussion and Possible Action: Climate Change Assessment Reports for Potential Referral to Council No action taken 4 Discussion and Possible Action: Community Condition Indicators No action taken NON-AGENDA ITEMS & COMMENTS None COMMISSIONER ORAL COMMENTS None City of Sunnyvale Page 4 Sustainability Commission Meeting Minutes - Final January 21, 2014 STAFF ORAL COMMENTS Gerri Caruso, Principal Planner, provided the Commission an update on the status of the Climate Action Plan (CAP). Ms. Caruso informed the Commission that the CAP has been decoupled from the Land Use and Transportation Element update and is anticipated to go to Council in May. Staff will return to the Commission with the staff report for comments prior to the CAP going to Council. Dustin Clark, Sustainability Coordinator, reported to the Commission that the City has applied for a grant in collaboration with the Bay Area Climate Collaborative to install EV charging stations at public sites including the Library, City Hall, Community Center and downtown Sunnyvale. Sustainability Coordinator Clark acknowledged Commissioner Srivastava’s request for staff to provide a future presentation regarding the City’s guidance and efforts regarding the drought. Mr. Clark provided a brief update on some Water District programs and the new Eco-Gardens Bay Area website (www.bayareaecogardens.org).
