City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, November 20, 2014 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jones called the meeting to order at 6:34 p.m. in the West Conference Room. ROLL CALL Present 7 - Chair David Jones Vice Chair Kevin Jackson Commissioner John Cordes Commissioner Richard Kolber Commissioner Margaret Okuzumi Commissioner Angela Rausch Commissioner Kyle Welch Council Liaison Attendance: Council Liaison Dave Whittum (absent) PUBLIC ANNOUNCEMENTS David Simons, VTA BPAC, updated BPAC on items discussed during the VTA BPAC meeting. The items included electing new leadership for the commission, reviewed and recommended the present list for the Transportation Fund for Clean Air, the Commission reviewed status of on-going projects including Sunnyvale bike lanes that were in development. Mr. Simons also discussed an organization by the name of SPUR and gave a brief update on the presentation given to VTA BPAC which included goals for transportation. Mr. Simons also announced that they reviewed the three bike racks issue for buses and discussed what the challenges were. Mr. Simons commented that he received an email from a VTA BPAC member with concerns that there were no identified projects for the bike expenditure program for Sunnyvale that involved the Moffett North Sunnyvale big developments. He then spoke about the upcoming proposed tax and stated that VTA will be spending bond measure regarding bike projects. He then gave a status update on the City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 20, 2014 Commission Anti-Harassment ordinance and stated that the item will be going back to the County Supervisor's Transportation Sub-Committee. Vice Chair Jackson announced a webinar presented by 3 FootCycling and gave details, he then gave an update on the Pedestrian Bike Crash Analysis tool and asked staff to collect samples outputs of the type of reports the software generates. Ms. Shariat announced she brought samples of the report. Mr. Jackson then announced that a Community Workshop was scheduled to discuss Bike and Pedestrian Safety around schools due to the death of a student in Cupertino. He stated that he was asked to speak on Sunnyvale's sidewalk policy and noted that the workshop was very productive. He then gave an update on Safe Routes to School, he announced that the grant applications for Active Transportation are coming up in spring 2015 and recommended looking at the requirements and coming up with any suggestions. Commissioner Welch announced that the San Mateo Sustainable Street Plan will be up for review and will be available for public review and comment. He gave a description of what it will entail and suggested to the Commission to take a look. CONSENT CALENDAR 1. A 14-1116 Draft Minutes of the Bicycle and Pedestrian Advisory Commission Meeting of October 16, 2014 Chair Jones asked for a vote to approve the Consent Calendar. Vice Chair Jackson moved and Commissioner Kolber seconded the motion to approve the consent calendar. PUBLIC HEARINGS/GENERAL BUSINESS City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 20, 2014 Commission 2. 14-1117 Review and Rank Study Issues Manuel Pineda, Director of Public Works, went through the list of potential study issues and gave a description of each issue. The commissioner's had the opportunity comment on the issues. Chair Jones opened the public hearing and gave the public the opportunity to comment on potential study issues. Robyn MacNeal, Sunnyvale SRTS-resident and parent, came in support of 15-05 Safe Routes to School study issue. The BPAC discussed potential study issues, voted on which ones to rank, defer or drop, and then ranked five issues. Chair Jones announced the order in which the five study issues were ranked. DPW -15-04 - 1st. CDD - 15-02 - 2nd. DPW - 15-05 - 3rd. DPW - 15-03 - 4th. DPW - 15-07 - 5th. Vice Chair Jackson moved to approved the ranking of the study issues. Commissioner Welch seconded the motion. The motion carried by the following vote: Yes 7 - Chair Jones Vice Chair Jackson Commissioner Cordes Commissioner Kolber Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Vice Chair Jackson asked staff for an update on the Mary Avenue Bike Lanes project. Ms. Shariat responded that she would report back next month with an City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 20, 2014 Commission update. Vice Chair Jackson then commented on the December Work Plan and noted that usually that work plan gets moved to January due to a lot of people being busy on the third week of December. He recommended that the commissioners look at their calendars to determine if the December meeting needed to be cancelled and let staff know. -Staff Comments Ms. Shariat gave an update regarding the Crossroads accident listings and handed three maps to the commissioners for their review. Commissioner Kolber stated that the listing in addition to the maps are good. The Commissioners discussed the maps and listings in detail. Commissioner Okuzumi stated that she would be interested in seeing what other cities are doing in terms of accident detail reporting. Ms. Shariat stated that the Temporary Control Guidelines are on the City's web page under the Public Works, Transportation and Traffic page. She also added that the Lawrence Station area plan will be reviewed in either January or February 2015 by BPAC. Once a date is defined she will add it to the Work Plan.
