City of Sunnyvale Meeting Minutes Sustainability Commission Monday, November 17, 2014 7:00 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:01 p.m. in the West Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. ROLL CALL Present: 4 - Chair Bruce Paton Vice Chair Amit Srivastava Commissioner Gerald Glaser Commissioner Petya Kisyova Absent: 3 - Commissioner Barbara Fukumoto Commissioner Brian Glazebrook Commissioner Dan Hafeman Council Liaison-Glenn Hendricks (absent) PUBLIC ANNOUNCEMENTS None. CONSENT CALENDAR 1 14-1109 Draft Minutes of the Sustainability Commission of October 20, 2014 Vice Chair Srivastava pulled the minutes from the consent calendar to discuss a change requested by Commissioner Fukumoto. Commissioner Glaser moved and Commissioner Kisyova seconded a motion to approve the minutes as amended pending confirmation by Commissioner Fukumoto. PUBLIC HEARINGS/GENERAL BUSINESS 2 14-1108 Review and Rank Study Issues The Commission was presented with seven Study Issues to rank. Staff informed the Commission that Study Issue 15-04 was dropped by the Parks and Recreation Commission, the sponsoring commision, at its November 12, 2014 meeting. The Commission discussed the remaining Study Issues and staff responded to questions. Chair Paton opened the Public Hearing. As there were no public comments, Chair Paton closed the Public Hearing. Commissioner Glaser moved and Vice Chair Srivastava seconded a motion to drop Study Issue ESD 15-01 and request that staff provide an update report to the Commission in 2015 on current policy and implementation efforts. The motion carried by the following vote: Yes: 4 - Chair Paton Vice Chair Srivastava Commissioner Glaser Commissioner Kisyova No: 0 Absent: 3 - Commissioner Fukumoto Commissioner Glazebrook Commissioner Hafeman Vice Chair Srivastava moved and Commissioner Glaser seconded a motion to drop Study Issue ESD 15-02. The motion carried by the following vote: City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes November 17, 2014 Yes: 4 - Chair Paton Vice Chair Srivastava Commissioner Glaser Commissioner Kisyova No: 0 Absent: 3 - Commissioner Fukumoto Commissioner Glazebrook Commissioner Hafeman Commissioner Glaser moved and Commissioner Kisyova seconded a motion to drop Study Issue ESD 15-03 and request that staff provide a report to the Commission in 2015 on what PACE programs are currently available, participation rates, and how the programs are being promoted. The motion carried by the following vote: Yes: 4 - Chair Paton Vice Chair Srivastava Commissioner Glaser Commissioner Kisyova No: 0 Absent: 3 - Commissioner Fukumoto Commissioner Glazebrook Commissioner Hafeman The Commission did not defer any of the remaining Study Issues. The Commission discussed ranking of the remaining Study Issues and then proceeded to individually rank the remaning Study Issues. Due to a two-way tie between ESD 14-04 and CDD 15-13, the Commission proceed with a tie-breaking vote. Vice Chair Srivastava moved and Commissioner Kisyova seconded a motion to accept the following ranking: Rank 1 - ESD 12-03 Rank 2 - CDD 15-13 Rank 3 - ESD 14-04 Commissioner Glaser abstained from the vote because he believes that carbon pricing was easy to do and is important. The motion carried by the following vote: City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes November 17, 2014 Yes: 3 - Chair Paton Vice Chair Srivastava Commissioner Kisyova No: 0 Absent: 3 - Commissioner Fukumoto Commissioner Glazebrook Commissioner Hafeman Abstain: 1 - Commissioner Glaser 3 Discussion of the Commission's Strategic Direction The Commission discussed opportunities and ideas for improving the Commission's strategic focus and effectiveness. No action was taken. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Glaser reported that he wil be attending the upcoming Sustainable Silicon Valley WEST Conference. Chair Paton reporting that he attended a meeting with Sustainable Silicon Valley regarding their Net Positive Initiative. -Staff Comments John Stufflebean reported that he will be speaking at the upcoming Sustainable Silicon Valley WEST Conference. Elaine Marshall reported that the City's Energy Saving Plan was submitted to the Georgetown University Energy Prize Challenge by its November 10, 2014 deadline. All plans are currently being reviewed and cities will be notifed by December 17, 2014 regarding advanced to the next round of the competition. Melody Tovar reported that the CCA workshop for businesses has been moved to January 2015. A Request for Qualifications for consultant support with the South Bay CCA Study has been released. The CCA Study Issue is scheduled for City Council consideration on February 10, 2015 and that Commission's January meeting may be rescheduled to January 26, 2015 in order to accomodate a staff report prior to the City Council meeting.
