Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jackson called the meeting to order at 6:37 p.m. in the West Conference Room. ROLL CALL Present 7 - Chair Kevin Jackson Vice Chair David Jones Commissioner John Cordes Commissioner Timothy Oey Commissioner Margaret Okuzumi Commissioner Angela Rausch Commissioner Kyle Welch Council Liaison attendance: Councilmember Tara Martin-Milius (present) PRESENTATION 16-1085 Homestead High School - Safe Routes to School Homestead High School, parent, Sharlene Liu, gave a presentation on the results of the survey she conducted which showed the major roads traveled by students who walk and bike to school. Ms. Liu discussed roadways she felt were unsafe such as Mary Avenue & Homestead Road. She provided recommendations to make both roadways more safe. 16-1086 Current Valley Transportation Authority Projects Lauren Ledbetter, Senior Transportation Planner for Valley Transportation Authority (VTA) gave a presentation on the VTA Pedestrian Access to Transit Plan, the Santa Clara Countywide Bike Plan and Measure B. ORAL COMMUNICATIONS City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 17, 2016 Commission Norma O’Connell, Department of Public Safety Safe Routes to School Cooridinator, introduced herself and invited everyone to attend the Safe Routes to School Collaborative Meeting on December 14th. Nancy Smith, City Council Member elect, introduced herself. A member of the Public, Jim Stallman, spoke on the Metropolitan Transportation Commission (MTC) Resolution 3765 and encouraged the commission to read the resolution. Chair Jackson announced that he received a lot of positive feedback on the Mary Avenue Bike Lanes and stated that the 20' red curb "No Parking" zones will be installed at the controlled intersections along Mary Avenue. CONSENT CALENDAR 1A. 16-1093 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of October 20, 2016 Commissioner Cordes moved and Commissioner Welch seconded the motion to approve the October 20, 2016 Meeting Minutes. The motion carried by the following vote: Yes 6 - Chair Jackson Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 Abstain 1 - Vice Chair Jones PUBLIC HEARINGS/GENERAL BUSINESS 2. 16-1087 Ranking of 2017 Study Issues Council Member Martin-Milius strongly recommended picking the top three issues to present to Council. Chair Jackson asked staff to explain the process of deferring study issues. Carol Shariat, Principal Transportation Planner/Engineer, explained that deferred study issues from last year that were not presented to Council, the Board can choose to bring back. Chair Jackson motioned to bring back study issue #16-03 for reconsideration. Commissioner Cordes seconded the motion. The motion was carried by the following vote: Yes 7 – Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 The BPAC discussed the study issues and each commissioner discussed the study issue they sponsored. BPAC then voted on which ones to rank, defer or drop, and then ranked four issues. Dropped: DPW 13-10C Pilot Bicycle Boulevard Project on East-West and North-South Routes. Commissioner Cordes motioned to drop study issue DPW 13-10C. Commissioner Oey seconded the motion. The motion was carried by the following vote: Yes 7 - Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES None. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Cordes went to the Fair Oaks bike lane community meeting and was disappointed some portions of Fair Oaks are not included as part of the project. He commented that he would like to see a bike lane on Fair Oaks Avenue between Kifer Road and Central Expressway and asked if this would be part of the plan. Shahid Abbas, Transportation and Traffic Manager, said he would look into it. Vice Chair Jones inquired about the Mathilda Avenue and Maude Avenue test pilot project. He has received feedback from residents stating that they would like to see a bike box added to the intersection. He asked if there would be any changes or will it stay as is. Mr. Abbas said that section is being monitored and is working well so there is no plan to change it. Commissioner Welch complimented the City crew repairing the sidewalks in his neighborhood. -Staff Comments Mr. Abbas announced that the City is in the process of updating the Bike Map. He also stated that the City would like to merge the Safe Routes to School plan, Pedestrian Opportunities Plan and Bicycle Plan into one document. He also added that the City applied for state funds for those projects as well as the Vision Zero Plan. Mr. Abbas also reminded the Commission that it is important to follow the City of Sunnyvale Page 7 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 17, 2016 Commission Brown Act rules. Ms. Shariat announced that Sunnyvale was once again designated the Bronze Level with the League of American Bicyclists (LAB) and was given some recommendations on how to reach the Silver Level. Mr. Abbas added that once we finish the Vision Zero Plan and the Bike Master Plan, Sunnyvale may have a good chance at achieving a Silver Level designation. Commissioner Cordes requested to see the LAB report. Ms. Shariat said each City should be receiving a report card. Mr. Abbas said it would be included in the next meeting. INFORMATION ONLY REPORTS/ITEMS Commissioner Okuzumi left the meeting at 10:03 p.m. 16-1088 Active Items List Chair Jackson inquired on the status of the Bernardo Undercrossing project. Mr. Abbas said the City has applied for funding for the project and is hopeful they will get it, but the MTC has not made an announcment yet. Ms. Shariat announced that the City hired another Transportation and Traffic Manager, Ria Lo. She will be working on special projects, one of them being the Bernardo Undercrossing.
