Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:00 p.m. in the West Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. Council Liaison – Pat Meyering (absent) PRESENTATION 1 16-1105 PRESENTATION - Silicon Valley Clean Energy Update Melody Tovar, Regulatory Programs Division Manager and Silicon Valley Clean Energy Operations Manager, provided an update on Silicon Valley Clean Energy development activities including staffing, energy portfolio decisions, and implementation schedule. ORAL COMMUNICATIONS None. CONSENT CALENDAR 2 16-1106 Approve the Sustainability Commission Meeting Minutes of October 17, 2016 City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final November 21, 2016 Commissioner Hafeman moved, and Commissioner Zornetzer seconded, a motion to approve the October 17, 2016 meeting minutes. The motion carried by the following vote: Yes: 4 - Chair Paton Vice Chair Srivastava Commissioner Hafeman Commissioner Wickham No: 0 Absent: 1 - Commissioner Kisyova Abstain: 1 - Commissioner Zornetzer Commissioner Zornetzer abstained as he was not present at the October meeting. PUBLIC HEARINGS/GENERAL BUSINESS 4 16-1109 Climate Action Plan Study Session Follow-up The Commission shared their thoughts about the discussion that occurred at the Joint City Council and Sustainability Commission Study Session on the Climate Action Plan. Melody Tovar, Regulatory Programs Divison Manager, informed the Commission that the City Council will further consider actions to accelerate climate action at its Priority Setting Session in January 27, 2017. Commissioners shared observations and take-aways from the Study Session and discussed potential recommendations the Commission could forward to the City Council. The Commission discussed priority areas including net zero energy buildings and transporation. The Commission acknowledged that the City should adopt a goal and recongize that more work is needed to develop implementation approaches and programs to meet the goals. Addressing transporation will be a key challenge. Commissioner Hafeman moved, and Commissioner Wickham seconded, a motion for the Commission to recommend that the City Council adopt the State's goal to reduce GHG emissions to 40% below 1990 levels by 2030 and 80% below 1990 levels by 2050, and that the City Council direct staff to begin the process of updating the CAP to reach these targets. The motion carried by the following vote: Yes: 5 - Chair Paton Vice Chair Srivastava Commissioner Hafeman Commissioner Wickham Commissioner Zornetzer No: 0 Absent: 1 - Commissioner Kisyova The Commission futher discussed its role in supporting the pending update to the CAP and how it can support priority setting, implementation, and community engagement. The Commission will continue this discussion at the next meeting. 3 16-1107 Review and Rank Study Issues Elaine Marshall, Environmental Programs Manager, reviewed the four Study Issues to be ranked by the Commission. The Commission discussed and asked clarifying questions about the Study Issue papers. Chair Paton opened the Public Hearing. There were no public comments. Chair Paton closed the Public Hearing. City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final November 21, 2016 Vice Chair Srivastava moved, and Commissioner Zornetzer seconded, a motion that the Commission drop Study Issue CDD-17-02 because staff is already working on the content of study and the Commission looks forward to reviewing the results of staff’s proposed work. Commissioner Hafeman stated that he could not support the motion because he believes Sunnyvale is really behind on charging stations. Vice-chair Srivastava shared that other CCAs are working on EV programs and that he hopes that SVCE will develop EV programs as well. The motion carried by the following vote: Yes: 3 - Vice Chair Srivastava Commissioner Wickham Commissioner Zornetzer No: 0 Absent: 1 - Commissioner Kisyova Abstain: 2 - Chair Paton Commissioner Hafeman The Commission did not defer any of the remaining Study Issues. The Commission discussed the remaining Study Issues and proceeded to rank the Study Issues individually. Commissioner Hafeman moved, and Commission Zornetzer seconded, a motion to accept the following ranking: Rank 1 – ESD 17-01: Eliminate the Use of Chemical Pesticides on City Owned or Leased Property Rank 2 – DPW 16-10: Consider Sunnyvale Municipal Code Amendments to Clarify, Strengthen and Enforce Tree Preservation and Tree Planting Requirements within Right of Way and Public and Private Property Rank 3 – ESD 13-05C: Eco-district Feasibility and Incentives The motion carried by the following vote: City of Sunnyvale Page 4 Sustainability Commission Meeting Minutes - Final November 21, 2016 Yes: 5 - Chair Paton Vice Chair Srivastava Commissioner Hafeman Commissioner Wickham Commissioner Zornetzer No: 0 Absent: 1 - Commissioner Kisyova NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Chair Paton shared that in light of the election results, he believes local action on climate is even more important and sends an important message. Chair Paton also shared information about a talk at San Francisco State on green attitudes and shared the environmental philosophy is continuing to evolve from a “do no harm” philosophy to now being “net positive” and that more businesses are working to have a positive impact. Commissioner Wickham requested that the Commissioners send names and contact information for any potential speakers for the Sustainability Speaker series. The subcommittee’s deadline is being extended to December 5, 2016. Please send information to Elaine Marshall. Commissioner Wickham attended Acterra’s recent tour and workshop on ZNE buildings in Sunnyvale and recommended everyone watch the documentary, “Before the Flood.” Commissioners Wickham and Srivastava attended a joint meeting of multiple organizations including Sunnyvale Cool, Friends of CalTrain, and others to discuss follow-up to the Joint Study Session on the CAP. -Staff Comments None.
