City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, December 15, 2016 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jackson called the meeting to order at 6:34 p.m. in the West Conference Room. ROLL CALL Present 7 - Chair Kevin Jackson Vice Chair David Jones Commissioner John Cordes Commissioner Timothy Oey Commissioner Margaret Okuzumi Commissioner Angela Rausch Commissioner Kyle Welch Council Liaison attendance: Councilmember Tara Martin-Milius (present) Commissioner Okuzumi arrived at 6:47 p.m. PRESENTATION 16-1162 Bernardo Undercrossing Ria Lo, Transportation and Traffic Manager, gave a presentation on the Bernardo Undercrossing and opened up the floor for discussion and suggestions. Discussions about the proposed project included design alternatives, altermative crossing locations, and the necessity of the Bernardo Avenue Undercrossing. Ms. Lo concluded at 7:12 pm. ORAL COMMUNICATIONS Chair Jackson announced that he will be presenting a BPAC report at the upcoming City Council meeting on January 10th and encouraged the commission to attend. He also announced that items for the April Quarterly Report are due mid-February. Ralph Garcia, Senior Transportation Engineer will find out and follow up with him. Commissioner Oey would also like to add the Bike Plan to the January BPAC Meeting Agenda. Chair Jackson requested to have staff kick off the Bike Plan at the January meeting. Commissioner Cordes asked how to apply for Silver Level with the Leaque of American Bicyclists (LAB) and if the City will re-apply after completion of the Bike Plan. Mr. Garcia will check with Carol Shariat, Principal Transportation Engineer/Planner and follow up. Commissioner Cordes would like to add the TDA list as an agenda item for the February BPAC Meeting. He would also like Sunnyvale to do more bicycle education. Commissioner Oey suggested to do this by expanding the current education portion of the Bike Plan. Council Member Tara Martin-Milius announced that Sunnyvale just recieved a Sustainability Award for the bicycle access at Peery Park and commended the Commission on the time and work they contribute. CONSENT CALENDAR 16-1150 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of November 17, 2016 Commissioner Oey moved and Commissioner Welch seconded the motion to approve the Consent Calendar. The motion carried by the following vote: Yes 7 - Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi Commissioner Rausch Commissioner Welch No 0 PUBLIC HEARINGS/GENERAL BUSINESS 16-1160 2016 Code of Ethics and Conduct 16-1161 BPAC Annual Work Plan STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final December 15, 2016 Commission Commissoner Rausch asked about the possibility of getting a 15 mph speed limit put in place around schools. Council Member Martin-Milius replied to her stating that it was presented to Council in 2012/13, but it did not pass. Thus, the potential study issue was not formally proposed for consideration, at this time. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissoner Okuzumi inquired about bike parking and asked about bike rack placement. She also mentioned an inquiry she received from a resident requesting bike parking in front of stores. Chair Jackson would like to add bike parking to the Bike Plan. Council Member Martin-Milius mentioned that most new store developments are putting in bike parking. Commissioner Okuzumi is considering bike parking retrofits at exising developments as a potential study issue. Chair Jackson asked staff to evaluate the new red curbs that were painted on Mary Avenue. He said they should be on all four corners. He would like a reason as to why they are not. He also asked about the status of the ADA project/off street paths. Mr. Garcia said Ms. Shariat is working on it. Chair Jackson inquired about the status of Vision Zero. Mr. Garcia said the proposals are under evaluation. Commissioner Cordes would like to see the Active Items List and the Work Plan cleaned up. He thinks some items are redundant. Chair Jackson suggested that Commissioner Cordes make suggestions for adjustments and submit them to the Commission. -Staff Comments INFORMATION ONLY REPORTS/ITEMS Commissoner Okuzumi commented about the low score on the enforcement section of the Bicycle Friendly Report Card. She thinks the low score validates her concerns for traffic reports/collision analysis. Chair Jackson suggested she bring it up at the next Council Meeting or send an email to the Council expressing her concerns. Commissoners requested to see the application that was submitted to the LAB. Commissoner Oey requested to have an update on the Stevens Creek Trail added to the Active Items List.
