City of Sunnyvale Meeting Minutes - Final Bicycle and Pedestrian Advisory Commission Thursday, February 16, 2017 6:30 PM West Conference Room, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Jackson called the meeting to order at 6:37 p.m. ROLL CALL Present 6 - Chair Kevin Jackson Vice Chair David Jones Commissioner John Cordes Commissioner Timothy Oey Commissioner Margaret Okuzumi Commissioner Angela Rausch Absent 1 - Commissioner Kyle Welch Commissioner Rausch arrived at 7:47 p.m. Status of an absence: Excused Council Liaison Attendance: Nancy Smith (absent) ORAL COMMUNICATIONS Dave Simmons, Sunnyvale VTA BPAC representative announced that he is the City of Sunnyvale representative for the Caltrans District 4 Pedestrian Committee. Commissioners discussed Measure B: San Jose Sales Tax measure. A Sunnyvale resident, Shaun Storm, expressed concerns on re-painting of the bike lane on Moffett Park Drive from 237 to Baylands after road construction activity. He would also like to see buffered bike lanes on the thoroughfare between Lawrence Expressway and Maude Avenue via Arques Avenue and Wolfe Road. Chair Jackson reported that on January 25th, there was a presentation given by the consultants handling the American with Dissibilities Act (ADA ) Transition Plan. He asked them to consider making off street paths and bridges ADA compliant. February 28th, a study session regarding the Mary Avenue overcrossing. February 28th, a Council meeting to address speed limits and the downtown paid parking pilot program. March 7th, a study session on the Land Use and Transportation Element (LUTE). April 11th, the LUTE Environmental Impact Report (EIR) goes to Council. Chair Jackson stated that the California Manual on Uniform Traffic Control Devices (MUTCD) guidelines for bike lane markings says "bicycle lane markings on Class II Bikeways (Bike Lane) should be placed a constant distance from the marked lane or centerline, as appropriate." CONSENT CALENDAR 1.A 17-0229 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of January 19, 2017 Vice Chair Jones noted he was not present during the vote to approve the December 15, 2016 Meeting Minutes. Commissioner Oey moved and Commissioner Cordes seconded the motion to approve the Meeting Minutes of January 19, 2017, as amended. The motion carried by the following vote: Yes 5 - Chair Jackson Vice Chair Jones Commissioner Cordes Commissioner Oey Commissioner Okuzumi No 0 Absent 2 - Commissioner Rausch Commissioner Welch PUBLIC HEARINGS/GENERAL BUSINESS 2. 17-0242 Discussion of Utility Bill Concepts Commissioners discussed the following concepts: -Fatalities due to distracted drivers, drunk drivers and speeding. -Distracted driving is the new drunk driving. City of Sunnyvale Page 2 Bicycle and Pedestrian Advisory Meeting Minutes - Final February 16, 2017 Commission -Stop the text, stop the wrecks. -Adding graphics of bicycles and pedestrians for distracted driving concepts. -A Distraction Pledge for people to sign. Commissioner Okuzumi stated the distraction.gov website has ideas for distracted driving concepts. Chair Jackson also suggested adding Vision Zero is coming to Sunnyvale as a concept for next year or possibly putting it in the Quarterly Report. 3. 17-0243 Discussion of TDA Funding Recommendation Ralph Garcia, Senior Transportation Engineer, reported the Transportation Development Act (TDA) call for projects is due late February or early March. Chair Jackson recommended selecting 4-6 projects to discuss and suggested they fall into one of the following categories: 1. Projects ready to implement and finish within 3 years. 2. Creative use of TDA funds on projects that meet TDA requirements to re-allocate City funding to projects that do not meet TDA requirements. 3. Matching funds for OBAG (One Bay Area Grant) projects. 4. Projects that are about to lose funding or are time critical. 5. Projects that can be completed in near-term (for example, ADA access upgrades to off street paths and bridges.) Commissioner Jackson requested from City staff a cost estimate for adding an ADA-compliant curb ramp, 10 feet of "no parking" zones, and removing bollards at entrances to off-street paths. Commissioner Oey inquired about CIP projects in current Bicycle Plan for possible TDA funding. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Chair Jackson stated that making the bike lanes on Homestead Road full time instead of part-time would be revisited by Staff after a minimum of three years from RTC 15-0983 dated 11/17/2015 and the Apple campus is fully operational. Commissioner Okuzumi asked if Vision Zero would address a campaign around distraction free driving. Chair Jackson stated it could be added as a study issue if it is not included in Vision Zero. City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final February 16, 2017 Commission NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Okuzumi would like more information from Mr. Simmons regarding guidelines for roundabouts and how they could be applicable to the City. Chair Jackson suggested inviting Mr. Simmons to do a presentation. Vice Chair Jones announced the deadline to submit an application for The City of Sunnyvale Neighborhood Grant Program on Nextdoor is April 7th. He said it might be worthwhile to put something together to promote bicycling in Sunnyvale. Chair Jackson would like an update on the Safe Routes to School project. Chair Jackson inquired about the City Attorney's report to the Boards and Commissions regarding speech restrictions. It was projected to be done by the end of 2016, he would like an update. Commissioner Cordes requested to change the policy to allow Commissioners to telephone into meetings. Chair Jackson stated that is an issue for the Boards and Commissions Sub Committee. Commissioner Cordes also requested to have Council approve the Work Plan sooner so they can start working on it at the beginning of the year instead of waiting until March. Commissioner Oey stated he would send Council a message. -Staff Comments None.
