CALL TO ORDER
Chair Cordes called the meeting to order at 6:32 p.m.

ORAL COMMUNICATIONS
Linda Davis from League of Women Voters for Cupertino and Sunnyvale spoke
about the tax initiative they are trying to get on the ballot to reform Proposition 13.
Dave Simons, VTA BPAC representative, stated the VTA Santa Clara County
bicycle plan review is coming up and suggested the BPAC review it and give input.
Mr. Simons also mentioned that the Silicon Valley Bike Festival will take place on
May 6.
Dr. Gary Gold, a representative with the Sunnyvale Downtown Association, stated
they are against the proposed Caltrain grade separation and that it will have a

devastating effect on downtown businesses.
Vice Chair Oey mentioned the County is offering smart cycling classes.

18-0242 Approve the Bicycle and Pedestrian Advisory Commission
Meeting Minutes of February 15, 2018
Vice Chair Oey moved and Commissioner Rausch seconded the motion to approve
the Bicycle and Pedestrian Advisory Commission Meeting Minutes of February 15,
2018 as submitted. The motion carried by the following vote:

PUBLIC HEARINGS/GENERAL BUSINESS
18-0255 Utility Bill Concepts
Ralph Garcia, Senior Transportation Engineer, stated they are looking for ideas for
the Utility Bill stuffer and presented some examples from past years.
Commissioner Bremond was in favor of using ones from the past that focused on
safety issues but would also like to see it presented in other languages.
Vice Chair Oey would like to see something around Safe Routes to Schools and
health benefits of riding a bike or walking.
Commissioner Barry also liked the idea of using concepts from past years focusing
on safety.
Chair Cordes suggested having one side focus on safety and one side on health
benefits. He was also in favor of printing in Spanish as well as English.

Council Member Melton suggested that Mr. Garcia research if there are any
multi-lingual guidelines.
STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES
Commissioner Rausch suggested a potential study issue to lower speed limits in
school zones to 15 mph.
Council Member Melton recommended proposing that as a 2019 study issue.
Chair Cordes asked Mr. Garcia to check on the 2012 study issue that addressed
that same issue. Mr. Garcia will follow up.
Commissioner Bremond moved and Vice Chair Oey, seconded the motion to
propose a study issue to look at the municipal code in relationship to what type of
transportation devices can be on sidewalks and which can be on the road sharing
bike lanes.
Chair Cordes asked Mr. Garcia to get a report on current regulations of what is
allowed on streets and sidewalks in Sunnyvale.
NON-AGENDA ITEMS & COMMENTS
-Commissioner Comments
Vice Chair Oey suggested an educational ride/bicycle event that would include staff,
the public, council members and the BPAC. Mr. Garcia will look into it and see if the
topic needs to be added to the agenda.
-Staff Comments
Mr. Garcia stated that there will be an ADA transition presentation at the April BPAC
meeting and the Vision Zero workshop will be help April 4 at 6:00 p.m. in the
Program Room at the Sunnyvale Library.
Council Member Melton, concluded by discussing the important role of the BPAC in
the study issue process and said the City Council approved the BPAC 2018 Work
Plan, which includes many interesting projects.
