Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Vice Chair Oey called the meeting to order at 6:30 p.m. SALUTE TO THE FLAG Vice Chair Oey led the salute to the flag. ORAL COMMUNICATIONS Dave Simons, VTA BPAC representative, gave a brief overview on a few of the topics discussed at the recent VTA meeting. Kevin Jackson, member of the public, addressed City speed limit policies. City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final June 21, 2018 Commission CONSENT CALENDAR 1.A 18-0561 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of May 17, 2018 Commissioner Swail moved and Commissioner Rausch seconded the motion to approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of May 17, 2018 as submitted. The motion carried by the following vote: Yes 5 - Vice Chair Oey Commissioner Bremond Commissioner Rausch Commissioner Swail Commissioner Welch No 0 Absent 2 - Chair Cordes Commissioner Barry PUBLIC HEARINGS/GENERAL BUSINESS 2. 18-0583 Active Transportation Program (ATP) Cycle 4 Grant Application Ralph Garcia, Senior Transportation Engineer, stated the City is applying for a grant through the Active Transportation Plan (ATP), and that the application is due in July. Staff is recommending Braly Elementary School since it best fits the scoring criteria. Commissioner Bremond would like to see more bicycle facilities on Wolfe Road and asked if the improvements would address the speed limit around the school. Mr. Garcia replied that the grant is only for physical improvements. Commissioner Bremond recommended that the City also look into the school zone speed limit. Commissioner Swail recommended looking into funding for Knickerbocker Drive and Wright Avenue as well since these are both dangerous bicycle and pedestrian locations. Commissioner Swail also inquired about staffing more crossing guards at major intersections. Mr. Garcia replied that Public Safety is in charge of that program. Commissioner Swail moved and Commissioner Welch seconded the motion to add Bicycle Parking Standards as a Study Issue. The motion carried by the following vote: Yes 5 - Vice Chair Oey Commissioner Bremond Commissioner Rausch Commissioner Swail Commissioner Welch No 0 Absent 2 - Chair Cordes Commissioner Barry 4. 18-0571 Vehicle Types allowed on Sidewalks, Bicycle Facilities, and Roadways Commissioner Bremond presented her rationale on the Study Issue. Commissioner Rausch moved and Commissioner Swail seconded the motion to add Vehicle Types allowed on Sidewalks, Bicycle Facilities, and Roadways, as a Study Issue. The motion carried by the following vote: Yes 5 - Vice Chair Oey Commissioner Bremond Commissioner Rausch Commissioner Swail Commissioner Welch No 0 Absent 2 - Chair Cordes Commissioner Barry 5. 18-0572 Add Cycle Tracks or Designated Bike Paths to All New Developments Commissioners deferred this agenda item since Chair Cordes was not present. 6. 18-0573 Update Bicycle Facilities Standards to include Charging Stations for Electric Bikes for New Development City of Sunnyvale Page 3 Bicycle and Pedestrian Advisory Meeting Minutes - Final June 21, 2018 Commission Commissioners deferred this agenda item since Chair Cordes was not present. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Council Member Melton stated: The Council re-appointed John Cordes to the BPAC. Commissioner Rausch, who has served for the past 8 years, has fulfilled her position on the BPAC. The next recruiting cycle to fill that position will be in August. Council also voted to make the Safe Routes to Schools (SRTS) Coordinator a permanent position with DPS. The Santa Clara County Board of Supervisors approved $100k worth of funding to study the Homestead Corridor. This is his last meeting as liaison for the BPAC and announced Council Member Jim Griffith will be the new liaison. Vice Chair Oey questioned items on the budget. Mr. Garcia will follow up with that information. Vice Chair Oey would also like the Homestead Corridor added to the Active Items list. Commissioner Welch would also like the 15 mile per hour (mph) in school zones added to the Active Items List. Council member Melton suggested adding an update of the 15 mph in school zones to the agenda for discussion. Mr. Garcia will look into it. -Staff Comments Mr. Garcia announced there will be an orientation for new commissioners Thursday, June 28, from 6:00 p.m. to 8:00 p.m. in the West Conference Room. Mr. Garcia also stated the City will ask for funding to study the Homestead Road bike lanes at the next Capital Improvement Project Cycle.
