Olive Ave., Sunnyvale, CA 94086 CALL TO ORDER Chair Paton called the meeting to order at 7:02 p.m. in the West Conference Room. SALUTE TO THE FLAG Chair Paton led the salute to the flag. Council Liaison – Glenn Hendricks (present) PRESENTATION 18-0564 Recognition of Service Mayor Glenn Hendricks presented certificates of recognition to Commissioner Kunz and former Commissioner Adriana Imbre. Mayor Hendricks answered questions asked by the Commission and requested the Commission to consider preparing a Study Issue for the City to evaluate developing a requirement for solar installations on new construction. ORAL COMMUNICATIONS City of Sunnyvale Page 1 Sustainability Commission Meeting Minutes - Final June 18, 2018 Ramana Chinnakotla, Director of Environmental Services, introduced himself to the Commission. Shana Padgett, a Sunnyvale resident, introduced herself to the Commission as new Sustainability Commissioner whose term begins in July. CONSENT CALENDAR 18-0563 Approve the Sustainability Commission Meeting Minutes of May 21, 2018 Commissioner Hafeman pulled the draft May 21, 2018 meeting minutes from the consent calendar and requested that they be amended to reflect that during National River Clean Up Day, it was not his observation but rather the observation of other volunteers that there were significantly fewer plastic bags but much more single use disposable dishware by the creek. Commissioner Wickham moved, and Commissioner Joesten seconded, a motion to approve the consent calendar as amended. The motion carried by the following vote: Yes: 5 - Chair Paton Commissioner Hafeman Commissioner Joesten Commissioner Wickham Commissioner Kunz No: 0 Absent: 1 - Commissioner Zornetzer PUBLIC HEARINGS/GENERAL BUSINESS 18-0430 Accept the Climate Action Plan Biennial Progress Report 2018 and Find that the Action is Exempt from Environmental Review under CEQA Guidelines Section 15378(b)(5) Elaine Marshall, Environmental Programs Manager, and Nupur Hiremath, Sustainability Coordinator, presented the results of the Climate Action Plan (CAP 1.0) 2018 Biennial Progress Report (2018 CAP Report), including the updated 2016 greenhouse gas (GHG) emissions inventory and key metrics of progress. The Commission asked clarification questions, discussed the report, and City of Sunnyvale Page 2 Sustainability Commission Meeting Minutes - Final June 18, 2018 recommended minor edits. The Commission’s key recommendations to staff included: (1) conveying a sense of urgency for the City and community to address climate change; (2) emphasizing the immediate need for climate action; (3) providing a status update on the implementation all CAP actions; and (4) clarifying the connection between climate actions and associated greenhouse gas emissions reductions. Chair Paton noted that the Commission would appreciate a periodic qualitative update on the implementation status of a subset of CAP actions to guide the Commission’s future recommendations to Council. Chair Paton opened the public hearing. Shana Padgett, a Sunnyvale resident, asked if she could provide comments to staff via email and staff acknowledged this was appropriate. Chair Paton closed the public hearing. Vice Chair Hafeman moved, and Commissioner Joesten seconded, a motion to recommend that City Council find that the action is exempt from environmental review under CEQA Guidelines Section 15378(b)(5) and accept the Climate Action Plan Biennial Progress 2018. The motion carried by the following vote: Yes: 5 - Chair Paton Commissioner Hafeman Commissioner Joesten Commissioner Wickham Commissioner Kunz No: 0 Absent: 1 - Commissioner Zornetzer STANDING ITEM: CLIMATE ACTION PLAN (CAP 2.0) UPDATE Commissioner Wickham provided an update on the May 24, 2018 meeting of the CAP 2.0 Advisory Committee (CAC) meeting, at which the consultant team reviewed the proposed CAP 2.0 framework would be organized in the form of a Playbook, with an end goal of target emissions, and plays (broad strategies) and moves (actions) to reach that goal. She also shared that the consultant presented the City of Sunnyvale Page 3 Sustainability Commission Meeting Minutes - Final June 18, 2018 scenario analysis tool (wedge tool), which shows how different levers could be adjusted to reach the long-term emissions goal. The next CAC meeting is on June 28, 2018 at which the CAC would review and vote on a subset of the ideas submitted via the IDEO community platform. 18-0565 Review and Discuss Potential EV Charging Infrastructure Planned for new City Hall In response to an inquiry from Commissioner Joesten during the previous meeting, Elaine Marshall provided clarification that the number of EV charging stations that will be included at the new City Hall is not yet known. She shared that the new Civic Center is still at the master planning level and that the City had not yet developed detailed plans at the building scale, which would include electric vehicle (EV) charging infrastructure. Staff noted that the Commission’s interest in ensuring that EV infrastructure was built into the plan for the new City Hall would be conveyed to the Civic Center staff team. STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES Commissioner Joesten moved, and Commissioner Kunz recommended, to add to the agenda a discussion of a potential Study Issue on requiring solar installations on all new non-residential construction to power a significant portion of the new building’s electricity. Commissioner Wickham offered a friendly amendment to consider requiring that all new non-residential construction be all-electric, instead of requiring only solar installations. Commissioner Joesten accepted the friendly amendment. Commissioner Kunz offered a friendly amendment to consider requiring that all new non-residential construction be powered by renewable energy, instead of requiring only solar energy installations. Commissioner Joesten accepted the friendly amendment. The motion as amended by friendly amendments carried by the following vote: Yes: 5 - Chair Paton Commissioner Hafeman Commissioner Joesten Commissioner Wickham Commissioner Kunz No: 0 City of Sunnyvale Page 4 Sustainability Commission Meeting Minutes - Final June 18, 2018 Absent: 1 - Commissioner Zornetzer 18-0566 Proposed Study Issue: Implement a Dockless Bicycle Share Program in Sunnyvale Nupur Hiremath provided an update that DPW staff was already working on a Study Issue DPW 18-08, Develop a Dockless Bicycle Share Pilot Program, which was approved by Council at the Study Issues Workshop in January 2018. DPW staff is developing a Request for Proposals (RFP) for dockless bicycle sharing vendors and aims to roll out a dockless bicycle sharing pilot program as early as Fall 2018. Commissioner Hafeman commented that the Study Issue did not specifically address his concern about placing dockless bicycles at transit stops in Sunnyvale to address the first and last mile problem. Commissioner Joesten offered that because dockless bicycles did not need docks, they could be placed anywhere, and be picked up and dropped off wherever they were needed most. Elaine Marshall concurred and added that the initial drop off for bicycles was typically done in areas where highest use was anticipated. Commissioner Joesten recommended that the study be broadened to consider dockless scooters, electric bicycles, and other similar options. Staff will convey the Commission’s feedback to DPW staff. The Commission agreed to revisit this potential Study Issue if needed, after DPW staff provided input on the above recommendations. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Hafeman noted that the transportation portion of the CAC’s May 24, 2018 meeting showed that a significant reduction in transportation emissions was required to reach the 2050 target, but did not identify how the City and community would achieve that reduction. Chair Paton noted that he attended a meeting where various clean energy startups presented their strategies at Plug N Play. Commissioner Joesten shared that he attended the Sustainability Summit of the Silicon Valley Leadership Group on May 24, 2018 where he learned about the decline of internal combustion engines. He also learned about Shell Oil’s efforts to City of Sunnyvale Page 5 Sustainability Commission Meeting Minutes - Final June 18, 2018 research how gas stations can be converted to EV charging stations. In addition, he shared that China is no longer accepting mixed paper from the U.S., which is severely affecting the U.S. recycling market. Commissioner Wickham shared that she and Commissioner Zornetzer had started collaborating on a plan for the 2019 Sustainability Speaker Series. She requested the Chair and staff to add an agenda item to the July meeting to add a third member to the Sustainability Speaker Series Subcommittee. -Staff Comments Nupur Hiremath shared that the City was offering tours of the Water Pollution Control Plant (WPCP), with the next one upcoming on June 23, 2018 and another one in October. She also noted that the City’s grant-funded Green@Home residential energy audit program ends June 30, 2018. ADJOURNMENT The meeting was adjourned at 9:30 p.m. City of Sunnyvale Page 6
