Kevin Jackson, member of the public, discussed the slurry seal street list and how new striping can incorporate the City's Complete Streets Policy. CONSENT CALENDAR City of Sunnyvale Page 1 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 21, 2019 Commission 1.A 19-0353 Approve the Bicycle and Pedestrian Advisory Commission Meeting Minutes of February 21, 2019 Commissioner Mehlinger moved and Vice Chair Bremond seconded the motion to approve the Bicycle and Pedestrian Commission minutes of February 21, 2019 as amended. The motion carried by the following vote: Yes 6 - Chair Cordes Vice Chair Bremond Commissioner Mehlinger Commissioner Mehlman Commissioner Swail Commissioner Welch No 0 Absent 1 - Commissioner Oey PUBLIC HEARINGS/GENERAL BUSINESS 2. 19-0372 Report and Discussion of Recent VTA BPAC Meeting Dave Simons, VTA BPAC Rrepresentative gave the meeting summary report regarding the following topics: -The Moffett Park Specific Plan. -VTA checklist for Complete Streets Project requirements. -Chair Cordes new VTA ex officio member. -Presentation from City of San Jose regarding their Bicycle Plan. 3. 19-0365 Recommend to City Council a Project To Be Used in the Application of Transportation Development Act (TDA) Article 3 Funding for Fiscal Year 2019/20 Staff Report: Ralph Garcia, Senior Transportation Engineer, provided a staff report on the agenda item. Projects: 1. Upgrade Off-Street Pathway 2. Americans with Disability Act (ADA) Compliant Curb Ramp Installations 3. Installation of pedestrian crossing on California Avenue at Pajaro Avenue 4. Active Transportation Plan (ATP) Project Contingencies 6. Green Bicycle Pavement Markings 7. Safety Improvements at the intersection of Fremont Avenue and Manet Drive/Bobwhite Avenue Commissioner Mellinger ask for more details on the breakdown of costs for project #1. There was a discussion regarding the alternatives for project #3. Chair Cordes asked questions of Staff regarding ADA compliance. Chair Cordes opened the public hearing. Mr. Jackson expressed his support for project #1. Mr. Simons expressed his support for project #1. Chair Cordes closed the public hearing. Commissioner Mehlman made a motion to recommend Alternative #1. If that is not accepted by the City Council, move to Alternative #3. Commissioner Mehlinger seconded the motion with the distinction of project #1 and project #3, not alternatives which are listed differently. Chair Cordes made a motion to recommend project #1 and project #7 as a second choice. Commissioner Mehlman accepted the friendly amendment, however, Commissioner Mehlinger did not accept the friendly amendment. Vice Chair Bremond moved and Commissioner Welch seconded the motion the recommendation project #1, if feasible, as a project to the City Council . If that project is not accepted by City Council, then project #7 is the Commissions second choice. A discussion about the bill insert concepts and options followed. Commissioner Mehlinger moved and Commissioner Welch seconded the motion to create a utility bill insert with the following: One side of the flyer should read, "Enjoy Sunnyvale, Walk and Ride." The other side should read "Avoid a Right Turn into the Bike Lane " illustrated with a new graphic. The motion carried by the following vote: Yes 6 - Chair Cordes Vice Chair Bremond Commissioner Mehlinger Commissioner Mehlman Commissioner Swail Commissioner Welch No 0 Absent 1 - Commissioner Oey 5. 19-0379 Appoint a member of the Bicycle and Pedestrian Advisory Commission to the City of Sunnyvale Systemic Safety Analysis Report Program (SSARP)Technical Advisory Group Alternative 1: Appoint a member of the Bicycle and Pedestrian Advisory Commission to represent the BPAC in the Systemic Safety Analysis Report Program Technical Advisory Group. Staff Report: Mr. Garcia explained the purpose of the Technical Advisory Group and the length of the assignment. Commissioner Mehlinger moved and Commissioner Welch seconded the motion to appoint Commissioner Mehlman and Vice Chair Bremond to the Technical Advisory Group. The motion carried by the following vote: Yes 6 - Chair Cordes Vice Chair Bremond Commissioner Mehlinger Commissioner Mehlman Commissioner Swail Commissioner Welch No 0 Absent 1 - Commissioner Oey STANDING ITEM: CONSIDERATION OF POTENTIAL STUDY ISSUES 6. 19-0399 Convert Existing Painted Bicycle Lanes into Protected Bicycle Lanes Commissioner Mehlinger and Vice Chair Bremond along with Mr. Simons met separately. They devised an alternative to combine items 6 and 7 into one project, the Edwina Benner Bikeway Study Issue. Mr. Simons expressed his interest in the combined project. Vice Chair Bremond moved and Commissioner Mehlinger seconded the motion to approve the Edwina Benner Bikeway Study Issue. The motion carried by the following vote: Yes 6 - Chair Cordes Vice Chair Bremond Commissioner Mehlinger Commissioner Mehlman Commissioner Swail Commissioner Welch City of Sunnyvale Page 5 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 21, 2019 Commission No 0 Absent 1 - Commissioner Oey 7. 19-0400 Install Bi-Directional Bike Lane on Evelyn Avenue from Sunnyvale to Mountain View Mr. Jackson commented on the bicycle lanes issue. Mr. Simons provided comments on the topic. Commissioner Mehlinger offered background information on the suggested study issue. 8. 19-0405 Improve Caltrain Station Access (Information Only) Mr. Garcia presented the study issue as recommended from the February Bicycle and Pedestrian Commission meeting. Commissioner Mehlinger had initially requested additional bicycle parking and attractiveness of the area to be added to the issue. Mr. Garcia will add that language. Vice Chair Bremond requested process clarification for amending the language of the study issue. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Vice Chair Bremond inquired about the status of open agenda items. Updates were provided on known items. Commissioner Mehlman requested to add an agenda item to increase social media presence of the BPAC Commission. Mr. Garcia will invite the Communications Staff to attend a future meeting. Commissioner Mehlinger passed around a picture of a contractor's poor bike lane closure on Kifer Road. Mr. Garcia will review the approved Traffic Control Plans for more information and compliance. City of Sunnyvale Page 6 Bicycle and Pedestrian Advisory Meeting Minutes - Final March 21, 2019 Commission Commissioner Mehlman requested standard language in construction requirements to ensure safety. Mr. Garcia will look at the current language of construction traffic control. Commissioner Mehlinger suggested adding an agenda item to recommend that the City Council work with the City of Mountain View and provide the funding needed for the Stevens Creek Trail. The request will be considered. Chair Cordes made the following comments: -Suggested commissioners review the City of Santa Clara's Bicycle Master Plan update which will be presented at Santa Clara's BPAC meeting on March 25, 2019 from 4 to 6 p.m. at City Hall. Public comment period has closed. -City of San Jose BPAC meeting also on March 25, 2019. -VTA Meeting - Measure B money has been released to the cities. Please contact your representative and request doubling the money on bicycle and pedestrian items. -None of BPACs study issues are on the City Council's list for funding. -Silicon Valley Bike Coalition will be providing training sessions on effectiveness of BPAC commissions in the near future. -Staff Comments Mr. Garcia clarified the Brown Act requirements for the meeting agenda.
