Chair Mehlinger called the meeting to order at 6:33 p.m. via teleconference. PRESENTATION A 20-0979 Proposed Maude Avenue Bicycle Improvements Ralph Garcia, Senior Transportation Engineer, introduced Orlando White, Head of Community Development at LinkedIn. Orlando White, Head of Community Development, Katie Ferrick, Senior Director of Workplace Programs and Thaddeus Wozniak, Director of Engineering presented on the Maude Avenue Bike and Pedestrian Improvements. Mr. Garcia read an email submitted by Cathy Switzer, member of the public. Ms. Switzer is in support of improving the bike lanes along Westmont Avenue. Ms. Switzer would like her comments added to the "Yes, Build it Vote". Chair Mehlinger closed for Public Comment. PUBLIC HEARINGS/GENERAL BUSINESS 20-0974 Report and Discussion of Recent Santa Clara Valley Transportation Authority (VTA) Bicycle and Pedestrian Advisory Committee (BPAC) Meeting Timothy Oey, VTA BPAC Representative, gave the meeting summary reports regarding the following topics: - Write up posted as a separate item that the BPAC can download - No decisions were made at the VTA BPAC November 10 meeting - VTA is going to fund an ongoing adult bicycle education program - Centralbikeway.VTA.org - Ten year expenditure outlook - San Jose Safety and Speed pilot - Nomination for a sub committee. 2 people for Chair and 4 people for Vice Chair. Chair Mehlinger closed for Public Comment. 20-0975 Review and Approve BPAC 2021 Master Work Plan Ralph Garcia, Senior Transportation Engineer, gave a staff report on the BPAC 2021 Master Work Plan and commented on the following: - Included items that City staff is working on next year - Items not completed in 2020 were moved to 2021 and included on the Work Plan Commissioner Oey asked about the following: - Why so many items on March 18 Mr. Garcia stated some are informational items only. Commissioner Cordes asked about the following: - How are the bike lanes on Maude Avenue going to be evaluated during a pandemic Mr. Garcia stated data is being collected and a report will be given next year. Chair Mehlinger asked about the following: - Are there plans to still have all the items on the December 2020 Work Plan discussed - Can one of the items on the December 2020 Work Plan be moved to January 2021 Mr. Garcia stated all the items will be discussed as planned. Mr. Garcia stated staff will look into moving one of the items on the December 2020 Work Plan to January 2021. Commissioner Hafeman asked about the following: - Would like the Climate Action Plan moved from the December 2020 Work Plan to January 2021 Work Plan Commissioner Cordes asked about the following: - How has the money been spent for FY 19/20 on the VTA Measure B Education and Encouragement City of Sunnyvale Page 5 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 19, 2020 Commission Mr. Garcia stated City staff is coordinating with VTA on how the funds will be spent. Commissioner Hafeman asked about the following: - Will the Homestead Road Bikeway Study be put on a 2021 BPAC Agenda Mr. Garcia stated that the Homestead Road Bikeway Study will likely be included in a 2021 BPAC meeting. Chair Mehlinger commented on the following: - Tentative date for adding the Homestead Road Bikeway Study to the 2021 Work Plan - Have the spreadsheets of the report on collisions involving pedestrians and bicyclist well in advance - Recommends budget Study Session in April or have the proposed budget well in advance of the May meeting. Mr. Garcia addressed the comments. Mr. Garcia stated slurry seal improvements can be added to the work plan. Chair Mehlinger commented on the following: - Mary Avenue Overcrossing - Update on the 2020 Caltrain Station Study Issue Mr. Garcia stated the update on the 2020 Caltrain Station Study Issue can be added to the 2021 Work Plan. Vice Chair Mehlman commented on the following: - There should be an update on all open BPAC study issues as an annual report Chair Mehlinger suggested the following: - Update on the Caltrain Station Study Issue - Update on the ATP and Vision Zero Plan - Schedule a tentative date for the Mary Avenue Overcrossing Dennis Ng, Transportation and Traffic Manager, stated at this time there cannot be a tentative date set for the Mary Avenue Overcrossing. Commissioner Cordes commented on the following: - Concerns on what goes on the Active Items List MOTION: Chair Mehlinger moved and Vice Chair Mehlman seconded to adopt the proposed 2021 Master Work Plan with the following modifications: 1. Climate Action Plan Report scheduled for December 2020 moved to January 2021 2. An update on the Active Transportation Plan be provided in August 2021 3. An update on the Vision Zero Plan be provided in July 2021 4. An update on the Homestead Road Full-time Bike Lane Study be tentative scheduled for September 5. An update on the Sunnyvale Caltrain Station Bicycle and Pedestrian Access study date to be determined 6. Slurry Seal bike improvements list that can be an information item when it is available City of Sunnyvale Page 7 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 19, 2020 Commission FRIENDLY AMENDMENT: Commissioner Cordes proposed a friendly amendment remove item number 6 and add "Add information only item to inform BPAC about which streets on the slurry seal list are going to have upgraded striping or other changes to implement the bike plan". Chair Mehlinger and Vice Chair Mehlman accept the friendly amendment. FRIENDLY AMENDMENT: Commissioner Cordes proposed a friendly amendment to add "Safe Routes to School Plan Update as an information item, date to be determined. Chair Mehlinger and Vice Chair Mehlman accept the friendly amendment. Commissioner Hafeman commented on the following: - Should we add the Bernardo Undercrossing Chair Mehlinger stated that the Bernardo Undercrossing is stated as "yet to be scheduled" on the 2021 Work Plan. Chair Mehlinger asked if the BPAC would like to submit a letter to City Council on any issue that is not currently on the Work Plan, could that be agendized at a future meeting without having to go to Council to modify the workplan. Mr. Garcia stated the item would need to be on the Work Plan. Chair Mehlinger stated that Study Issues proposed in the month of November and continuing will be considered as part of the 2022 Study Issue review. In order to have a Study Issues considered for 2021, you would need to talk with a Council member or Council member elect. NON-AGENDA ITEMS & COMMENTS -Commissioner Comments Commissioner Cordes commented on the following: - There are two public workshops to review the City's budget in February in March and two all day workshops in April and May - Central Bikeway Study - Concerned the City won't pay for protective bikeways at intersections where street City of Sunnyvale Page 9 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 19, 2020 Commission sweepers cannot fit - Adding more detail to Minutes - Bringing back a page for the BPAC on the City website - Safe Routes to School Coordinator replacement - Items on/off Active Item List - Quarterly updates on the Capital Improvements List Commissioner Oey commented on the following: - Silicon Valley Bicycle Coalition will have a membership party on December 3 - Over 70 bikes have been repaired by the Bike Repair Clinic - Protective bikeways - Cupertino BPAC meeting - Compare/Contrast with Cupertino and Sunnyvale regarding Safe Routes to School - Having a page for the BPAC on the City website Commissioner Davé commented on the following: - Installing more Protective Bikeways Chair Mehlinger commented on the following: - Active Transportation page on the City website - Adding items to the Active Items List - Street sweeping purchase to handle protective bikeways - Preferred Project Alternative for Mary Avenue Overcrossing - Feedback from the November 17 Task Force meeting with City Council Mr. Garcia stated staff is working with the communication department to implement a transportation page. One page where all the information relative to the BPAC and residents for traffic and parking could be found. Dennis Ng, Transportation and Traffic Manager, stated that the East/West Channel Trail are combined as one on the Active Items list because the water district has a project that will be re-paving that area and installing a trail in the northern section. Mr. Ng explained the process to research, approve and process the purchase of a street sweeper. Mr. Ng stated that all five alternatives for the Mary Avenue Overcrossing will be studied. City of Sunnyvale Page 10 Bicycle and Pedestrian Advisory Meeting Minutes - Final November 19, 2020 Commission Commissioner Hafeman asked if the joint meeting with Mt.View BPAC and Sunnyvale BPAC regarding the Bernardo Undercrossing will still take place in December. Mr. Garcia stated there was an email sent to the BPAC asking for their availability. Commissioner Cordes asked what the process for implementing policy recommendations that are included in the Active Transportation Plan. Mr. Ng stated the policies in the ATP will be referenced when implementing projects. Commissioner Cordes commented on the following: - Complete Streets checklist copy sent to BPAC - Moffet Park Specific Plan placed on the 2021 Work Plan - Funding for Measure B - Approve $50,000 for a speaker for the BPAC on transportation issues Mr. Garcia stated that the Moffet Park Specific Plan is on the items yet to be scheduled. Vice Chair Mehlman commented on the following: - Study Issue process - Staff reports - Advanced copy of slides for presentations - Social media project starts -Staff Comments Ralph Garcia, Senior Transportation Engineer commented on the following: - Sending an email to BPAC AP - The joint BPAC meeting with the City of Mountain View to discuss the Bernardo Avenue Undercrossing Project is scheduled for December 2 from 5 to 6:30 p.m. via Zoom. There will be more information on the project webpage including draft concept plans prior to the meeting. - The Final ATP approved by City Council with conformed changes is on the city website.
