City of Sunnyvale Meeting Minutes - Final Board of Library Trustees Wednesday, November 18, 2020 6:00 PM Telepresence Meeting: City Web Stream Special Joint Meeting with the Parks and Recreation Commission TELECONFERENCE NOTICE CALL TO ORDER Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the meeting was conducted telephonically. PUBLIC HEARINGS/GENERAL BUSINESS 1 20-0984 Recommend that City Council Approve the Preferred Concept for the Lakewood Branch Library and Learning Center Project as shown on Attachment 5 of the Report Assistant City Engineer, Nathan Scribner, provided an overview of the Preferred Concept for the Lakewood Branch Library and Learning Center Project. Highlights included: LEED Gold Equivalency is being sought, key partnerships, all-electric building, electric vehicle charging stations, preferred design concept, 20,125 sq. ft building size, 100 parking spaces, and grand opening in spring 2024. Board Members and Commissioners asked, and staff answered: -Is the total project cost accurate? The costs have, and will continue, to be tracked to stay on budget. -Is City staff time included in the total project cost? No, City staff's time is budgeted differently. -Could our partner (school districts) be required to pay more for the branch library? It is made clear in the memorandum of understanding how our partners are required to contribute. -How will operational costs be handled? The City, Library and Recreation Services department, will establish costs. -Will the library be open to the public during school hours? The library will be open to the public during all service hours. -What will traffic and parking look like while both the library and school are open? Staff will do their best to avoid conflicts at the time of the school's drop off and pick up. The Institute of Transportation has estimated that at peak times, the new 48 spots, in conjunction with the existing 52 spots would be more than enough. -Was there any thought to use the same architect, or make the branch library look like the main library? Yes, although we are not using the same architect, we will be using the same wood tones and plaster. -Will the library be used after hours? It's possible, but either City or partner staff would be on site. -Will there be artwork installed? Yes, this project does qualify for Art in Public Places. Once the concept is approved, an artist will be commissioned. Chair Kenton opened the public hearing, and there being no public testimony, closed the public hearing. The motion carried by the following vote: Yes: 4 - Chair Lai Vice Chair Wang Board Member Isaak Board Member Jain No: 0 Absent: 1 - Board Member Cisneros Yes: 4 - Chair Ralph Kenton Vice Chair Prakash Giri Commissioner Daniel Bremond Commissioner Mike Michitaka No: 0 Absent: 1 - Commissioner Gregory Dibb NON-AGENDA ITEMS & COMMENTS -Board Member Comments Chair Kenton commented on the November 17 joint meeting with City Council and Board and Commission Chairs and Vice Chairs to Review and Improve Overall Effectiveness of Commission Meetings. Chair Kenton noted three important items: A possible policy revision, study issue process improvements, and more effective communication between Boards/Commissions. -Staff Comments None.
