Study Session Summary:
The Department of Public Safety gave a presentation on Emergency/Disaster
response with specific focus on the Council's role during an event. The following
information was covered in the presentation:
· Conditions or Degrees of Emergency
· Review of City Organizational Chart
· Comparison of an Emergency Management Organizational Chart
· Emergency Response Overall Objectives
· Emergency Management Organizational Assignments
· Planned update of Sunnyvale's Emergency Operation Plan
· Review of the current Emergency Operation Center
· Update on the current Department Operations Center
· Review and purpose of the Standardized Emergency Management System

and the National Incident Management System
· Overview of Council's roles and responsibilities during an emergency event
· Proclamation duties and responsibilities
· Levels of Disaster Assistance

· The use of social media during an event
· Existing laws and policies
· Review of communication methods and importance of centralized information
point
· Appropriate sharing of emergency information
During Council questions, the Mayor suggested that staff consider creating Council
Policy defining Council's role during emergency operations.
