Olive Ave., Sunnyvale, CA 94086 Special Meeting TELECONFERENCE NOTICE CALL TO ORDER Mayor Griffith called the meeting to order in Council Chambers. SALUTE TO THE FLAG Mayor Griffith led the salute to the flag. PUBLIC HEARINGS/GENERAL BUSINESS 1 15-0828 Discussion and Action on Using a Portion of the City's Onizuka Site, located at Moffett Park Drive and Innovation Way, for a Temporary County Cold Weather Shelter for the 2015-16 Winter Season Director of Community Development Hanson Hom provided the staff report and site comparison information for the two locations on the Onizuka site described as Parcel 'A' and Parcel 'D.' City Manager Deanna Santana provided additional information and proposed City of Sunnyvale Page 1 City Council Meeting Minutes September 1, 2015 reschedule dates for items currently scheduled on the Tentative Council Meeting Agenda Calendar. Ky Le, Director of Homeless Systems, County of Santa Clara, responded to questions regarding the proposed temporary shelter sites. City Attorney Joan Borger provided additional information. County Supervisor Joe Simitian, 5th Supervisorial District, responded to questions. Public Hearing opened at 8:14 p.m. Andy Frazer, Treasurer, Sunnyvale Public Lands for Public Use Act, spoke regarding the meaning of “Community Service Amenities” in terms of the Public Lands for Public Use Act and provided a PowerPoint presentation. Carole Eyring spoke in support of approval of the use of the Onizuka site, and asked that the Fair Oaks site be annexed for use in building low-income, low-density housing. Michael Goldman spoke regarding the demographics of the homeless and provided a PowerPoint presentation. David Wessel, Democratic Club of Sunnyvale, spoke in support of the use of Onizuka for the temporary homeless shelter. Joseph Coelho spoke in support of use of the Onizuka site. Gilbert Rodriguez spoke in support of the Onizuka site and in opposition to the Fair Oaks and California site. Angela Rausch, speaking for herself, spoke in support of a cold weather shelter at the Onizuka site, and in support of providing a 24-hour shelter. Charles Cegelski spoke in opposition to the Onizuka site due to safety of crossing major streets, and for the safety of the Orchard Park and Morse Park neighborhoods. Anthony King spoke in support of addressing concerns with outreach services and programs for the homeless and expressed support for an Onizuka site. Todd Eyring spoke regarding the impact on the neighborhood of the new housing at the former shelter at the Armory site. Anna Korossy spoke in support of the Onizuka site and for permanent removal of consideration of the Fair Oaks site. Marie Bernard, Executive Director of Sunnyvale Community Services, spoke in support of the community partners for providing the services needed to solve homelessness. Donna Beres, Board Member for Our Daily Bread and Vice President of Saint Vincent de Paul Santa Clara County spoke in support of 24-hour services and provision of at least a few drop-in beds. Evelyn Dubocq, spoke in support of the Onizuka site for a temporary shelter and requested removal of the East California site from the list of sites. Cybele LoVuolo-Bhushan spoke in support of the Onizuka site. Lois Salo spoke regarding the importance of addressing homelessness at the Federal level and building more low income housing Lynn Huidekoper spoke in support of removal of the Fair Oaks/East California site from consideration and in support of better communication about the homeless. Kerry Haywood, Executive Director of the Moffett Park Business Group, expressed support for working with the City and County and presented concerns and pedestrian access and safety issues regarding Parcel 'D' of the Onizuka site. Harry Nunamaker spoke regarding the short notice received regarding the consideration of the Onizuka site, and expressed concerns regarding traffic, crime and safety in the neighborhood. Greg Pensinger, Downtown Streets Team, spoke in support of the Onizuka location. John Cordes recommended approval of the use of Parcel 'A' of the Onizuka site. City of Sunnyvale Page 3 City Council Meeting Minutes September 1, 2015 Public Hearing closed at 9:15 p.m. MOTION: Councilmember Hendricks moved and Vice Mayor Martin-Milius seconded the motion that the City continue to work with County to develop a proposal for a temporary County cold weather shelter (CWS) on the City’s Onizuka site for the 2015-16 winter season, with the intent that we would allow up to a three-year usage; Implement process map and return to City Council on September 29 to consider license agreement; and to reserve time on the agenda of September 15 if necessary. FRIENDLY AMENDMENT: Vice Mayor Martin-Milius offered a friendly amendment to make explicit that Council wants monthly reporting. Councilmember Hendricks accepted the friendly amendment. Councilmember Larsson requested the motion focus on the 2015-2016 winter season and not take up the three-year intent as stated in the motion. Following discussion, Councilmember Hendricks clarified the motion to remove “with the intent that we would allow up to a three-year usage.” RESTATED MOTION: Councilmember Hendricks moved and Vice Mayor Martin-Milius seconded the motion that the City continue to work with County to develop a proposal for a temporary County cold weather shelter (CWS) on the City’s Onizuka site for the 2015-16 winter season; implement process map and return to City Council on September 29 to consider license agreement; and to reserve time on the agenda of September 15 if necessary. FRIENDLY AMENDMENT: Mayor Griffith offered a friendly amendment to include in the motion that while direction to staff is to work on either site 'A' or site 'D', that Council state a non-show stopper preference for site 'A.' Councilmember Hendricks accepted the friendly amendment.
