Members of the public can watch the City Council meeting at sunnyvaleca.legistar.com/calendar.aspx or on television on KMVT Channel 15 (closed sessions will not be broadcast). Members of the public can send written comments to the City Council up to 4 hours prior to the meeting by emailing council@sunnyvale.ca.gov. These emails will be provided to the members of the City Council and will become part of the official record of the meeting. Authorize the City Manager to create a Small Business Assistance Program related to the Santa Clara County Shelter in Place Order, and appropriate $600,000 for small business grants and administrative costs. 2. Authorize the City Manager to enter into a grant administration services agreement with the Enterprise Foundation to administer and manage the application process, grant distribution and documentation. 3. Approve the Small Business Assistance Program criteria to be: up to $15,000 grants, businesses with 50 or fewer employees (up to 100 for restaurants); physical location in the City (i.e., brick-and-mortar location and valid business license); loss of income due to impacts related to the COVID-19 emergency; and provide applicable financial information to show loss. 4. Appropriate $150,000 for grants to non-profit agencies aiding Sunnyvale residents and small businesses related to the COVID 19 emergency, with program eligibility requirements to be brought back to City Council. 5. Approve Budget Modification No. 26 in the amount of $750,000.
