Mayor Klein called the meeting to order at 7:00 p.m. via teleconference. Council took a recess at 7:02 p.m. and reconvened with all Councilmembers present via teleconference at 7:12 p.m. 7 P.M. SPECIAL ORDER OF THE DAY 20-0519 SPECIAL ORDER OF THE DAY - Nurses Week Mayor Klein read a proclamation in honor of Nurses Week. City of Sunnyvale Page 1 City Council Meeting Minutes May 12, 2020 ORAL COMMUNICATIONS City Clerk David Carnahan read the following public comments received via email: Holly Lofgren shared comments regarding Plan Bay Area 2050. She urged Council to reject the Regional Housing Needs Assessment (RHNA) allocations from Metropolitan Transportation Commission/Association of Bay Area Governments unless full community participation is provided for and the impacts of Shelter In Place Orders are understood. CONSENT CALENDAR City Clerk David Carnahan announced that a public comment was received via email pertaining to agenda item 1.D. MOTION: Vice Mayor Smith moved and Councilmember Larsson seconded the motion to approve agenda items 1.A through 1.C. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Smith Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Goldman Councilmember Fong No: 0 1.A 20-0484 Approve City Council Meeting Minutes of May 5, 2020 Approve the City Council Meeting Minutes of May 5, 2020 as submitted. 1.B 20-0444 Adopt a Resolution Amending the City’s Salary Resolution and Schedule of Pay to Change the Bargaining Unit for the Principal Transportation Engineer/Planner Classification and Increase the Salary; and Update the Pay Rate for the Casual Assistant Pool Manager to Reflect the January 1, 2020 Sunnyvale Minimum Wage Increase Adopt a Resolution amending the City's Salary Resolution and Schedule of Pay to: 1. Change the bargaining unit for the Principal Transportation Engineer/Planner City of Sunnyvale Page 2 City Council Meeting Minutes May 12, 2020 Classification from Sunnyvale Employees' Association (SEA)/IFPTE Local 21 to Sunnyvale Managers' Association (SMA) and increase the salary; and 2. Update the pay rate for the Casual Assistant Pool Manager to reflect the January 1, 2020 Sunnyvale Minimum Wage increase. 1.C 20-0437 Award a Five (5) Year Contract to Axon Enterprise, Inc. for Replacement and Maintenance of Department of Public Safety Patrol Vehicle Camera Hardware and Software (F20-145) Take the following actions: - Award a contract, in substantially the same form as Attachment 1 to the report and in an amount of $388,626 to Axon Enterprise, Inc.; - Authorize the City Manager to execute the contract when all necessary conditions have been met; and - Authorize the City Manager to renew the contract for an additional five-year period to replace the cameras and for ongoing maintenance and software support, within budgeted funding and provided product, pricing and services are acceptable. 1.D 20-0522 Adopt Ordinance No. 3159-20 to amend Title 10 of the Sunnyvale Municipal Code City Clerk David Carnahan read the following public comment received via email: Christophe LaBelle commented that the proposed changes to the Ordinance should have received review by the Bicycle and Pedestrian Advisory Commission. He requested that in the future staff and Council consider increased access and engagement for stakeholders on such matters. MOTION: Vice Mayor Smith moved and Councilmember Larsson seconded the motion to approve agenda item 1.D. The existing 710,381 square feet of office & manufacturing buildings will be demolished. VESTING TENTATIVE MAP: Merge ten existing parcels and create two new parcels. Location: 360 W. Public Hearing opened at 7:58 p.m. City Clerk David Carnahan read the following public comments received via email: Gita Dev, on behalf of the Sierra Club Loma Prieta Chapter, the Santa Clara Valley Audubon Society, the Citizens Committee to Complete the Refuge, Green Foothills and the California Native Plan Society Santa Clara Chapter voiced support of the Google Caribbean project. Mike Serrone communicated support of the Google Caribbean project and urged Council to approve the project as recommended by the Planning Commission. Adopt a Resolution certifying the Transportation Environmental Impact Report, adopting the Statements of Overriding Consideration, and adopting the Mitigation Monitoring and Reporting Program as contained in Attachments 4 and 5 of the report; and 3. Approve the Major Moffett Park Special Development Permit as indicated in the site and architectural plans in Attachment 6 of the report and tentative map in Attachment 7 of the report, Findings of Approval in Attachment 8 of the report and Conditions of Approval in Attachment 9 of the report. NON-AGENDA ITEMS & COMMENTS -Council Councilmember Goldman shared feedback he received from developer STC Venture, LLC pertaining to progress with the development of the downtown area. -City Manager City Manager Kent Steffens shared details of the upcoming May 19 Council meeting and the May 21 Budget Workshop. He announced that the FY 2020/21 Recommended Budget is available for review on the City’s website.
