Call to Order
Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on
March 17, 2020, the meeting was conducted telephonically.
Mayor Klein called the meeting to order at 4:00 p.m. via teleconference.

Absent: 1 - Councilmember Michael S. Goldman
Mayor Klein, Vice Mayor Smith and Councilmembers Larsson, Hendricks, Melton
and Fong attended via teleconference.
Councilmember Goldman attended at 4:05 p.m.

20-0420 Moffett Park Specific Plan: Sea Level Rise and Ecology
Workshop and Study Session
Principal Planner Michelle King and the following provided the staff presentation:

- Roxanne Grillo, Associate Civil Engineer, Valley Water
- Stephen Ferranti, Capital Engineering Manager, Valley Water
- Micaela Bazo, Associate Environmental Scientist, San Francisco Estuary Institute
The following answered questions during the Roundtable:
- Matt Brennan, Senior Environmental Scientist, Environmental Science Associates
- Jeremy Lowe, San Francisco Estuary Institute
- Rechelle Blank, Capital Engineering Manager, Valley Water
- Emily Zedler, Senior Engineer, Valley Water
- Micaela Bazo, Associate Environmental Scientist, San Francisco Estuary Institute
- Stephen Ferranti, Capital Engineering Manager, Valley Water
- Principal Planner Michelle King
Public Comment opened at 5:55 p.m.
Gita Dev spoke towards the top four key priorities identified via public outreach and
voiced support for solutions that address sea level rise and biodiversity.
Kat Wortham, Health and Housing Policy Senior Associate, Silicon Valley
Leadership Group spoke towards the vision statement of creating an ecological
innovation district, mixed-use housing development and rising sea level.
David Myer, Silicon Valley @ Home shared support for priorities that address
housing affordability and climate change.
Lisa Karpinski communicated concerns related to housing development, rising sea
level and vertical levies in the Moffett Park area.
Eileen McLaughlin, Citizens Committee to Complete the Refuge spoke towards
rising sea level and flood hazards. She voiced support for including in the Moffett
Park Specific Plan to reevaluate hazards as additional science and data are made
available.
Shani Kleinhaus, Santa Clara Valley Audubon Society spoke towards the need for a
risk map that combines and reflects rising sea level, flooding, groundwater changes
and stormwater systems. She also shared concerns related to levies.
Molly Cox shared concerns related to flood hazards and evacuation plans for the
City of Sunnyvale Page 2

Moffett Park area.
Public Comment closed at 6:10 p.m.
The Mayor, Vice Mayor and Councilmembers posed questions for staff and the
consultants along with providing comments regarding the Moffett Park Specific Plan.
Adjourn Special Meeting
Mayor Klein adjourned the meeting at 7:11 p.m.
