The Department of Public Safety presented the 2019 Special Awards and
Recognition to community members and Public Safety staff.
ORAL COMMUNICATIONS
Kristel Wickham, Sustainability Commission Chair shared details of the upcoming
Sustainability Speaker Series: California’s Equitable Carbon Neutral Future,
including information regarding the speaker Jared Blumenfeld, California Secretary
for Environmental Protection.
Richard Mehlinger, shared details of two upcoming Livable Sunnyvale meetings,
including information on guest speakers Vice Mayor Nancy Smith and Author Dr.
Jessica Trounstine.
CONSENT CALENDAR
Councilmember Fong stated his vote would be a recusal on Item 1.D due to a
conflict of interest as a Tesla shareholder.
Councilmember Goldman stated his vote would be a recusal on Item 1.D due to
conflict of interest as a Tesla shareholder.

Approve the City Council Meeting Minutes of November 17, 2020 as submitted.
1.B 20-0887 Amend an Existing Contract with Dahlin Group of Pleasanton
for Professional Design Services of the Washington
Community Swim Center (F21-047)
Authorize the City Manager to execute the first amendment to an existing contract
with Dahlin Group of Pleasanton, in substantially the same format as Attachment 1
to the report, increasing the not-to-exceed contract amount by $38,000 for a new
not-to-exceed contract amount of $660,555.
1.C 20-0907 Adopt Two Resolutions to Summarily Vacate a Portion of Two
Slope Easements at 1265 Borregas Avenue and 1190 and

Adopt two Resolutions to summarily vacate a portion of the two 15-foot wide slope

authorize and direct the City Clerk to record a certified copy of the Resolutions,
attested by the City Clerk under seal, with the Santa Clara County Recorder's
Office.
1.D 20-0981 Adopt Ordinance No. 3168-20 to Amend Chapter 16.42
(Energy Code) and Chapter 16.43 (Green Building Code) of
Title 16 (Buildings and Construction) of the Sunnyvale
Municipal Code and Find that the Action is Exempt from CEQA
MOTION: Vice Mayor Smith moved and Councilmember Melton seconded the
motion to adopt Ordinance No. 3168-20 to amend Chapter 16.42 (Energy Code)
and Chapter 16.43 (Green Building Code) of Title 16 (Buildings and Construction)
of the Sunnyvale Municipal Code and find that the action is exempt from the
California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections

2 20-0850 Biennial Review of Priority Needs for Human Services
Housing Officer Jenny Carloni provided the staff report.
Public Hearing opened at 7:47 p.m.
Marie Bernard, Executive Director, Sunnyvale Community Services spoke towards
the impacts facing the Sunnyvale community due to COVID-19 and shared details of
the services being provided by the organization.
Pilar Furlong, Chief Community Resources Officer, Bill Wilson Center spoke
towards mental health issues and shared details of the services being provided by
the organization. She requested Council consider increasing the amount of funds
being allotted to human services.
Erika Laguna, Program Manager, Downtown Streets Team spoke towards the
unhoused population and shared details of the services being provided by the
organization.
Amanda Olson, Project Manager, Downtown Streets Team spoke towards the
unhoused population in the Sunnyvale community. She voiced support for funding
the program.

Business License Tax until June 30, 2021, and find that the action is exempt from
the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines
Section 15378(b)(4) and (b)(5).

- Update pay rates for casual/temporary classifications to reflect the January 1,
2021 Sunnyvale Minimum Wage;
- Increase the Councilmember and Mayor stipend amounts pursuant to City Charter
Section 605;
- Change four classification titles in the Department of Library and Recreation
Services;
- Implement changes to the casual/temporary classifications; and
- Implement minor administrative changes.

Councilmember Goldman communicated his support with the forum used for the
Moffett Park Specific Plan Workshop and Study Session and inquired about using
the Mentimeter software system in the future.
City Manager Kent Steffens indicated that staff would be discussing possible
options such as Mentimeter and the Zoom polling feature.
MOTION: Councilmember Melton moved and Councilmember Fong seconded the
motion to direct staff to place Council Policy 7.4.2 on the January 12, 2021 agenda
for possible changes.

Councilmember Melton communicated support of Mayor Klein’s letter to the Valley
Transportation Agency (VTA) regarding VTA 2016 Measure B funding allocations
and spoke towards County Supervisor Joe Simitian’s draft resolution. He inquired if
Council should consider a similar resolution.
Mayor Klein and Councilmembers Hendricks, Melton and Fong discussed the letter
to VTA and the role, policy and processes related to Intergovernmental Committee
assignments.

Clerk will distribute your items to the Council following the meeting.
