City of Sunnyvale Meeting Minutes City Council Thursday, May 19, 2022 8:30 AM Telepresence Meeting: City Web Stream | Comcast Channel 15 | AT&T Channel 99 Special Meeting: Budget Workshop - 8:30 AM CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), the meeting was conducted telephonically; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on May 3, 2022. Mayor Klein called the meeting to order at 8:30 a.m. via teleconference. ROLL CALL Present: 7 - Mayor Larry Klein Vice Mayor Alysa Cisneros Councilmember Gustav Larsson Councilmember Glenn Hendricks Councilmember Russ Melton Councilmember Omar Din Councilmember Anthony (Tony) Spitaleri Mayor Klein, Vice Mayor Cisneros and all Councilmembers attended via teleconference. OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE CITY COUNCIL REGARDING BUDGET WORKSHOP Public Comment opened at 8:32 a.m. Sustainability Commission Chair Kristel Wickham shared details of the Commission’s recommendations for the upcoming budget. SPECIAL COUNCIL MEETING (Workshop) Budget Workshop City Manager Kent Steffens provided an overview of the budget and presented the budget message. Finance Director Tim Kirby and Director of NOVA Workforce Services Marlena Sessions provided the budget report and overview presentation. Budget Manager Felicia Silva provided the General Fund presentation. Council took a recess at 10:40 a.m. and reconvened at 10:50 a.m. with all Councilmembers present via teleconference. Council resumed hearing the General Fund presentation. Assistant Finance Director Dennis Jaw provided the Special Revenue Funds presentation. Mr. Kirby provided the Capital & Infrastructure Funds and Enterprise Funds presentations. Ms. Silva and Budget Analyst Jin Wu provided the Internal Service Funds presentation. Council took a recess at 12:33 p.m. and reconvened at 1:00 p.m. with all Councilmembers present via teleconference. Operating Budget by Department Office of the City Manager Assistant City Manager Teri Silva provided the staff report and presentation. Office of the City Attorney City Attorney John Nagel provided the staff report and presentation. Human Resources Department Human Resources Director Tina Murphy provided the staff report and presentation. Information Technology Department Chief Information Officer Kathleen Boutté Foster provided the staff report and presentation. Library and Recreation Services Department Library and Recreation Services Director Michelle Perera provided the staff report and presentation. NOVA Workforce Services NOVA Workforce Services Director Marlena Sessions provided the staff report and presentation. Department of Public Safety Chief of Public Safety Phan Ngo provided the staff report and presentation. Council took a recess at 3:21 p.m. and reconvened at 3:30 p.m. with all Councilmembers present via teleconference. BUDGET SUPPLEMENTS Budget Supplement 1 MOTION: Councilmember Hendricks moved and Councilmember Larsson seconded the motion to exclude funding for Study Issue DPW 22-03 (Research Possible Causes of & Potential Mitigation Measures for Nuisance Bird Populations in Sunnyvale Public Spaces) from the FY 2022/23 Budget. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Cisneros Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Din Councilmember Spitaleri No: 0 MOTION: Councilmember Hendricks moved and Vice Mayor Cisneros seconded the motion to include funding for Study Issue DPW 22-06 (Re-evaluate Traffic Calming Program and Policy Including the Thresholds to Begin a Project and Types of Measures Available) in the FY 2022/23 Budget. The motion carried with the following vote: City of Sunnyvale Page 4 City Council Meeting Minutes May 19, 2022 Yes: 7 - Mayor Klein Vice Mayor Cisneros Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Din Councilmember Spitaleri No: 0 MOTION: Councilmember Hendricks moved and Councilmember Melton seconded the motion to include funding for Study Issue ESD 22-01 (Complete a Comprehensive Update of the 2013 Feasibility Study for Recycled Water Expansion) in the FY 2022/23 Budget. The motion carried with the following vote: Yes: 7 - Mayor Klein Vice Mayor Cisneros Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Din Councilmember Spitaleri No: 0 MOTION: Councilmember Hendricks moved and Councilmember Larsson seconded the motion to exclude funding for Study Issue LRS 20-03 (Assessment of Needs for Additional/Expanded Outdoor Sports Programs and Facilities) from the FY 2022/23 Budget. The motion carried with the following vote: City of Sunnyvale Page 5 City Council Meeting Minutes May 19, 2022 Yes: 7 - Mayor Klein Vice Mayor Cisneros Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Din Councilmember Spitaleri No: 0 Budget Supplement 2 Councilmember Melton proposed a new potential addition, 2B.6 (One-time $200,000 funding for Cricket Batting Cages contingent upon an additional $75,000 funding raised from the community). MOTION: Councilmember Melton moved to include funding for Item No. 2B.1 (Short-term Rental Maximum Enforcement Pilot Option) in the FY 2022/23 Budget. The motion failed due to the lack of a second. MOTION: Councilmember Melton moved and Councilmember Din seconded the motion to include funding for Item No. 2B.2 (Short-term rental Ramp Up Support Option) in the FY 2022/23 Budget. The motion failed with the following vote: Yes: 1 - Councilmember Melton No: 6 - Mayor Klein Vice Mayor Cisneros Councilmember Larsson Councilmember Hendricks Councilmember Din Councilmember Spitaleri MOTION: Councilmember Din moved to include funding for Item Nos. 2B.3 (Universal Basic Income Study Consultant Option) and 2B.6 (One-time $200,000 funding for Cricket Batting Cages contingent upon an additional $75,000 funding City of Sunnyvale Page 6 City Council Meeting Minutes May 19, 2022 raised from the community). Councilmember Din withdrew the motion prior to the motion receiving a second. MOTION: Councilmember Din moved and Councilmember Melton seconded the motion to include funding for Item Nos. 2B.3 (Universal Basic Income Study Consultant Option) and 2B.6 (One-time $200,000 funding for Cricket Batting Cages contingent upon an additional $75,000 funding raised from the community), with funding from the Park Dedication Fund. The motion carried with the following vote: Yes: 5 - Mayor Klein Vice Mayor Cisneros Councilmember Melton Councilmember Din Councilmember Spitaleri No: 2 - Councilmember Larsson Councilmember Hendricks Budget Supplement 3 MOTION: Councilmember Hendricks moved to approve Alternative 1, Option 1 (Continue current programs for internships within the City of Sunnyvale for students) for Study Issue HRD 19-01 (Develop a Workforce Initiative That Creates Partnerships to Develop a Pipeline for Students to Enter Public Sector Employment). The motion failed due to the lack of a second. MOTION: Councilmember Spitaleri moved and Councilmember Melton seconded the motion to approve Alternative 1, Option 3 (Fund five (5) full-time internships in various City departments) for Study Issue HRD 19-01 (Develop a Workforce Initiative That Creates Partnerships to Develop a Pipeline for Students to Enter Public Sector Employment). FRIENDLY AMENDMENT: Councilmember Din offered a friendly amendment to reduce the funding to $110,000 annually. Councilmember Spitaleri declined to accept the friendly amendment. The motion carried with the following vote: Yes: 6 - Mayor Klein Vice Mayor Cisneros Councilmember Larsson Councilmember Hendricks Councilmember Melton Councilmember Din No: 1 - Councilmember Spitaleri SUMMARY AND CONCLUDING REMARKS City Manager Kent Steffens and Mayor Klein provided closing remarks.
