Public Comment opened at 6:58 p.m. Bryce Beagle shared support for extending the closure of the 100 Block of Murphy Avenue. Richard Mehlinger voiced support for closing Murphy Avenue permanently. Stephen Meier communicated support for closing Murphy Avenue to vehicle traffic and raised Americans with Disabilities Act (ADA) compliance concerns with the Murphy Avenue closure. Michael Johnson, Executive Director, Sunnyvale Downtown Association reported the Association's support for the closure of Murphy Avenue. City Clerk David Carnahan spoke towards the proclamation. ORAL COMMUNICATIONS Vice Mayor Cisneros announced the City of Sunnyvale’s new website is live and the Village Center Master Plan Outreach on-line survey between May 13 and May 27. She also reported the City’s upcoming celebrations of pride month include the Raising of the Pride Flag on June 1 and Lesbian Gay Bisexual Transgender and Queer or Questioning (LGBTQ) Pride Celebration on June 23. Alice Kaufman, Policy and Advocacy Director, Green Foothills requested the City Council consider a resolution calling for the protection of Sargent Ranch/Juristac. Stephen Meier shared support for preserving Sargent Ranch/Juristac and encouraged Council to collaborate with private entities and the public to best develop the Middlefield Park area. Tedde Simon, member of the Navajo Nation, Indigenous Justice Advocate, ACLU Northern California voiced the importance of preserving Juristac and proposed Council put forth a resolution for its protection. Barry Vickrey, Sunnyvale Presbyterian Church communicated support for indigenous land rights and their right to preserve such spaces from being infringed upon. Richard Mehlinger shared support for City Council to adopt a resolution to protect Sargent Ranch/Juristac and indigenous people's lands from development. The City Council hereby finds that the state of emergency conditions related to COVID-19, as set forth in Resolution No. 1115-22 adopted on May 3, 2022 and incorporated herein by reference, are on-going; 2. The City Council finds that there is a need to continue teleconferencing for public meetings without posting the teleconferencing locations on the agenda and without requiring the teleconference locations to be accessible to the public during the current Governor-proclaimed COVID-19 state of emergency; and 3. COUNCILMEMBERS REPORTS ON ACTIVITIES FROM INTERGOVERNMENTAL COMMITTEE ASSIGNMENTS Councilmember Din reported on a Valley Transportation Authority (VTA) Policy Advisory Committee (PAC) meeting he attended last week. Mayor Klein announced an in-person event of the Cities Association of Santa Clara County and reported on his experience from the first hybrid, in-person/virtual City of Sunnyvale Page 19 City Council Meeting Minutes May 24, 2022 meeting of the Silicon Valley Clean Energy Board. NON-AGENDA ITEMS & COMMENTS -Council MOTION: Councilmember Spitaleri moved to adopt a Study Issue to create a budgeted position for the purpose of overseeing and responding to the issues of the unhoused population. There was no co-sponsor. Councilmember Spitaleri spoke on the recent shooting at an elementary school in Uvalde, Texas and requested the City Manager speak with the Chief of Public Safety to ensure schools in Sunnyvale are safe and secure. Mayor Klein agreed and thanked the City Manager for speaking with the Chief of Public Safety on school safety. Vice Mayor Cisneros shared her thoughts and sympathies regarding the elementary school shooting in Uvalde, Texas. Vice Mayor Cisneros spoke on the need for the City of Sunnyvale to show support in persevering local Sargent Ranch/Juristac as open space. MOTION: Vice Mayor Cisneros moved and Councilmember Din seconded the motion to direct staff to schedule an agenda item at the June 7 Council meeting to consider adoption of a Resolution in support of the efforts of the Amah Mutsun Tribal Band to preserve Sargent Ranch/Juristac as open space.
