City of Sunnyvale Meeting Minutes City Council Thursday, January 26, 2023 8:30 AM Online and Sunnyvale Community Center - Ballroom, 550 East Remington Drive Sunnyvale, CA 94086 Special Meeting: Council Strategic Workshop - 8:30 AM CALL TO ORDER Pursuant to Government Code Subdivision 54953(e), had the opportunity to participate in the meeting; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 10, 2023. Vice Mayor Din called the meeting to order at 8:30 a.m. in the Sunnyvale Community Center Ballroom. ROLL CALL Present: 7 - Mayor Larry Klein Vice Mayor Omar Din Councilmember Russ Melton Councilmember Alysa Cisneros Councilmember Richard Mehlinger Councilmember Murali Srinivasan Councilmember Linda Sell Mayor Klein attended via teleconference. PUBLIC COMMENT Public Comment opened at 8:32 a.m. Tara Martin-Milius requested continued focus on addressing climate change concerns and providing quality services to the public. Stephen Meier spoke to the current financial conditions in Sunnyvale and provided suggestions to how to bring in additional funding. He shared concerns with transportation safety in Sunnyvale. City of Sunnyvale Page 1 City Council Meeting Minutes January 26, 2023 Sharlene Lu communicated a desire for accelerating implementation of the Active Transportation Plan to be a Council policy priority. Kristel Wickham spoke in support for prioritizing implementation of the Climate Action Playbook as a Council policy priority. Public Comment closed at 8:43 a.m. OVERVIEW Mayor Klein provided opening remarks. City Manager Kent Steffens provided opening remarks and welcomed facilitator Shawn Spano. Finance Director Tim Kirby provided the fiscal report and presentation. Human Resources Director Tina Murphy provided the staffing review report and presentation. Council took a recess at 9:40 a.m. and reconvened with Vice Mayor Din and Councilmembers Melton, Cisneros, Mehlinger, Srinivasan and Sell present in the Sunnyvale Community Center - Ballroom and Mayor Klein via teleconference at 9:52 a.m. FOCUS AREAS: COUNCIL PRIORITIES UPDATE Council met with the Executive Leadership Team in a facilitated workshop format and received information on strategic focus areas. STRONG, DIVERSE COMMUNITY Community Development Director Trudi Ryan, Public Works Director Chip Taylor and Deputy City Manager Jaqui Guzmán provided the Strong, Diverse Community report and presentation. VIBRANT AND INNOVATIVE LOCAL ECONOMY Ms. Ryan, Deputy City Manager Connie Verceles and NOVA Workforce Services Director Marléna Sessions provided the Vibrant and Innovative Local Economy City of Sunnyvale Page 2 City Council Meeting Minutes January 26, 2023 report and presentation. REGIONAL LEADER IN ENVIRONMENTAL SUSTAINABILITY Environmental Services Director Ramana Chinnakotla and Mr. Taylor provided the Regional Leader in Environmental Sustainability report and presentation. SAFE, SECURE, AND HEALTHY PLACE FOR ALL Mr. Taylor, Ms. Ryan and Public Safety Chief Phan Ngo provided the Safe, Secure, and Healthy Place for All report and presentation. RESPONSIBLE AND RESPONSIVE GOVERNMENT Chief Information Officer/Information Technology Director Kathleen Boutté Foster, Mr. Kirby and Mr. Taylor provided the Responsible and Responsive Government report and presentation. COMMUNITY WITH A DISTINCTIVE IDENTITY Mr. Taylor, Ms. Ryan, and Library and Recreation Services Director Michelle Perera provided the Community with a Distinctive Identity report and presentation. Council took a recess at 12:00 p.m. and reconvened with Vice Mayor Din and Councilmembers Melton, Cisneros, Mehlinger, Srinivasan and Sell present in the Sunnyvale Community Center - Ballroom and Mayor Klein via teleconference at 12:32 p.m. STRATEGIC TOPICS DISCUSSION ECONOMIC DEVELOPMENT STRATEGIC PLAN Ms. Verceles provided the Economic Development Strategic Plan report and presentation. Councilmembers posed questions for staff and provided comments regarding the Economic Development Strategic Plan. ENHANCED RECYCLED WATER PROGRAM Mr. Chinnakotla provided the Enhanced Recycled Water Program report and City of Sunnyvale Page 3 City Council Meeting Minutes January 26, 2023 presentation. Councilmembers posed questions for staff and provided comments regarding the Enhanced Recycled Water Program. SERVICES FOR UNHOUSED INDIVIDUALS Assistant City Manager Teri Silva and Ms. Verceles provided the Services for Unhoused Individuals report and presentation. Councilmembers posed questions for staff and provided comments regarding Services for Unhoused Individuals Council took a recess at 3:38 p.m. and reconvened with Vice Mayor Din and Councilmembers Melton, Cisneros, Mehlinger, Srinivasan and Sell present in the Sunnyvale Community Center - Ballroom and Mayor Klein via teleconference at 3:45 p.m. DISCUSSION ON COUNCIL PRIORITIES MOTION: Councilmember Melton moved and Councilmember Mehlinger seconded the motion to approve the following 2023 Council Policy Priorities: 1. Civic Center Campus Modernization 2. Ability of Infrastructure to Support Development and Traffic 3. Accelerating Climate Action, the Active Transportation Plan and Vision Zero Plan 4. Support the Unhoused Community 5. Downtown Sunnyvale 6.
