City of Sunnyvale Meeting Minutes City Council Tuesday, January 31, 2023 6:00 PM Online and Council Chambers, City Hall, 456 W. Olive Ave., Sunnyvale, CA 94086 (607 All America Way for map directions) Special Meeting: Moffett Park Specific Plan - Community Benefits Prioritization Workshop 6 P.M. SPECIAL COUNCIL MEETING (Workshop) Call to Order Pursuant to Government Code Subdivision 54953(e), had the opportunity to participate in the meeting; pursuant to state law, the City Council made the necessary findings by adopting Resolution No. 1089-21, reaffirmed on January 10, 2023. Mayor Klein called the meeting to order at 6:01 p.m. Vice Mayor Din attended the meeting via teleconference. Roll Call Present: 7 - Mayor Larry Klein Vice Mayor Omar Din Councilmember Russ Melton Councilmember Alysa Cisneros Councilmember Richard Mehlinger Councilmember Murali Srinivasan Councilmember Linda Sell Workshop A 23-0027 Moffett Park Specific Plan - Community Benefits Prioritization Workshop Principal Planner Michelle King provided the staff report and presentation. Public Comment opened at 7:51 p.m. City of Sunnyvale Page 1 City Council Meeting Minutes January 31, 2023 Kerry Haywood, Executive Director, Moffett Park Business Group, communicated their input and suggestions to be considered in the Plan. Dawn Maher, Chief Executive Officer, Sunnyvale Chamber of Commerce, spoke in support of the Moffett Park Specific Plan and offered thoughts on affordability for future tenants. Gita Dev, Sierra Club, spoke to the Tier 1 labeled items and how to guarantee open space. Chuck Fraleigh shared their priorities are the development of schools, retail locations, and space for organized sports. Rani Fischer, Silicon Valley Audubon Society, communicated a request for extra time to respond to the Draft Environmental Impact Report. Brandt Burns, Director of Facilities and Operations, Sunnyvale School District, communicated the need to plan for new schools as a Tier 1 priority. Kenneth Javier-Rosales, SV@Home, spoke about adding further affordable housing development incentives to the community benefits. Perry Harir, Miramar Capital, communicated points to consider to incentivize developers and their building projects. David Harty, Ellis Partners spoke in support of the community benefits goals and offered concerns about certain infrastructure plans and limitations developments may face. Ray Hashimoto, HMH Engineers, offered alterative insights to consider when developing the policies and restrictions for potential projects.
